00:00A few days after the Chinese ships' blockade,
00:03the supplies arrived successfully to BRP Teresa Magbanwa in Eskoda Shoal.
00:08AFP confirmed that it is ready and that our troops are able to carry out the resupply mission in the West Philippine Sea.

00:21Confirmed by AFP Chief General Romeo Browner, Jr.,
00:25through the Philippine Coast Guard helicopter,
00:29the supplies arrived successfully to BRP Teresa Magbanwa in Eskoda Shoal.
00:35This was after the humanitarian mission of the PCG was blocked by the Chinese Coast Guard and PLA Navy.
00:43We still have a lot of options.
00:45If you look at the recent mission of the Coast Guard, for instance,
00:50when they were trying to bring supplies to the BRP Teresa Magbanwa in Eskoda Shoal,
00:58they were blocked several times.
00:59They attempted more than once, but then finally they brought supplies using their helicopter.
01:06So that's one way of us exhausting all the options that are available to us.
01:16The Armed Forces of the Philippines also confirmed that they are able to carry out resupply missions in the West Philippine Sea
01:24in their own country's capabilities,
01:26despite the Chinese ships' bombing and water cannons against the Philippine ships.
01:33The China Coast Guard also said that the resupply to BRP Teresa Magbanwa was carried out by helicopter.
01:42That's why they are aware that accidents may occur in the sea and the Philippine actions will be compensated.
01:50As for the resupply missions, the US again confirmed their readiness to help.
01:57It's a matter of policy, post-consultation, and there's a range of options that are available.
02:04But what is the reason for the Philippines to ask for the help of the United States?
02:09Browner answered,
02:11When our troops are already hungry, they don't have any supplies anymore
02:19because our resupply missions have been blocked and that they are on the verge of dying,
02:26then that's the time we're going to seek the help of the United States.
02:30In talking about the Mutual Defense Treaty,
02:33Browner believed that it should be expanded in the face of a new security environment
02:40from the signing of the MDT between the Philippines and the United States in 1951
02:46that will be effective if there is an armed attack.
02:51The treaty has to be dynamic as well,
02:54but then again, we would like to emphasize that this is a political matter
02:58that has to be settled by our political leadership.
03:03Armed attack is not a legal definition necessarily, I think it's a diplomatic definition.
03:09And I also think that it's a question,
03:12General Browner and I are in uniform and we are instruments of policy.
03:18The next activities were arranged between the Philippines and the United States
03:23in the assistance of the Armed Forces of the Philippines and the US Indo-Pacific Command
03:29here at the Philippine Military Academy in Baguio City
