00:00The Department of Education has used laptops that were discovered to be 4-year-old
00:07according to its latest leak.
00:09Deputy officials also do not know where the agency used the more than P100 million
00:15in confidential funds during its latest leak, Vice President Sara Duterte.
00:21And Jonathan Andar is on the line.
00:23In a statement to the camera for the requested budget of the Department of Education for
00:30the next year, Deputy Secretary Sunny Angarra said that she was surprised by what she discovered
00:36when she sat in her seat.
00:38One and a half million pieces of laptops, books, and other items have been left in the
00:44warehouse of their logistics provider for four years.
00:46I was surprised that the items there are already 4 years old.
00:50The items there have been there since 2020.
00:52So we're doing our best to get them out so that the materials will not deteriorate,
00:56Your Honor.
00:58DepEd was criticized by congressmen for their slow use of the budget and remaining funds.
01:02For example, for P11 billion for the computerization program, only P2 billion was used.
01:10Especially in the computer ratio now, three teachers fit in each computer.
01:14It's really a procurement issue.
01:18Could you perhaps...
01:20The bidding of our learning tools and equipment is failing.
01:26I really noticed that we are slow in procurement.
01:30Representative Stella Kimbo continued to pay attention.
01:32The efficiency when it comes to the spending of confidential funds is 143 percent.
01:38Congratulations.
01:40But when it comes to regular funds, it's very slow.
01:44DepEd officials say that they do not know where the P112.5 million confidential funds of DepEd were used during the time of Vice President Sara Duterte.
01:55If we know the details of the use, we do not know because we're not part of the process of utilization and liquidation.
02:05The confidential funds of the Office of the Vice President of 2022 became controversial
02:10when the P125 million spent by the OVP was released within 11 days.
02:17After the Commission on Audit examined the liquidation submitted by the Vice President,
02:21it was found that more than P73 million was not wasted.
02:25In the Notice of Disallowance, which is scheduled for August 8, 2024,
02:29almost P70 million of cash, various goods, and medicines were allocated.
02:36But there was no lack of use of the documents to show the success of the information and surveillance.
02:43The P3.5 million worth of table, chair, computer, and printer were also bought from the confidential funds.
02:50But the OVP did not clarify that these will be used for confidential activities.
02:55According to Rep. Hervillan Luistro, the Office of the Vice President tried to stop COA from giving its audit report to the Camera.
03:04They do not want to show what is included in this audit report that includes the Notice of Disallowances.
03:15According to OVP Spokesman Atty. Michael Poa, they will submit the funds of COA.
03:19That is subject to appeal. In fact, we are given six months under COA's own rules to appeal the Notice of Disallowance to the Commission proper.
03:29We will provide additional documents to show to COA that there is no wrong spending of money here.
03:38We are listening to VP Sara's reaction to the issues that came out in the hearing.
