00:00The hope was made clear as to why the quake that affected some parts of the country became so fast.
00:09This is what Rod Lagusan reported.
00:12It's normal for a quake to occur near the earth, in any climate condition.
00:20This is what Assistant Weather Services Chief Chris Perez explained.
00:24It's not unusual anymore. This is normal.
00:27Any time of the year, a quake can occur near the landmass.
00:32Or it can occur inside a park, far from our landmass, or enter from outside our air responsibility.
00:39There are cases that occur in less than 24 hours.
00:42These quakes occur from a low pressure.
00:45That is why we keep on monitoring.
00:47It's not new that this quake became so fast.
00:51On August 31, the Weather Advisory issued a warning in the low pressure area.
00:55It was expected to affect the eastern Visayas.
00:59The next day, on September 1, it became a tropical depression or a typhoon.
01:04According to Perez, they have been monitoring 24x7 to provide accurate information.
01:09But this is not yet the effect of the quake.
01:12It's too early to tell.
01:13Because the situation in the tropical Pacific, where we monitor the sea surface temperature,
01:20is still normal.
01:23It's in a neutral condition, so to speak.
01:25If we monitor it, the warmer sea surface temperature should be closer to our country.
01:32And we're expecting that to happen, possibly, during the last quarter of this year.
01:37When it comes to the PAR plus 5 rule,
01:40this is the monitoring of weather conditions outside the PAR.
01:44This is the expansion of the area that is being monitored by adding a 5-degree longitude in the east.
01:50By doing this, the information will be given earlier to the quakes that are forming outside the PAR.
01:56Meanwhile, Perez added that there is still an expected effect of a typhoon
02:00and that even if a typhoon comes out of the PAR tomorrow morning,
02:03it will affect the northern part of Luzon as well as Metro Manila,
02:07which may last until Saturday.
02:09When it comes to the effects of the typhoon, according to Perez,
02:12there are different things to look at.
02:14If it rains in their area for a few days, the soil may be saturated,
02:19the soil is soft, so it can fall.
02:21Because it's not just the weather that can contribute.
02:23Let's look at the development in the surrounding.
02:25It can be the rate of urbanization or any other activities
02:28that may have altered the natural features of the environment.
02:31Possibly, because of this, it had a different effect in the early years.
02:35Rod Laguzad for Pambansang TV in Bagong, Philippines.
