00:52In Venezuela, President Nicolás Maduro asserted that no one is above the laws and institutions
00:56of the Venezuelan state, following repeated attempts by the far-right to deny the legitimacy
01:02of the electoral power.
01:03During the transmission of his program CONMADUROMAS, the Venezuelan president denounced the attempts
01:08of the far-right to deny the legitimacy of the institutions of the state after their

04:15States of illegally confiscating an aircraft used by President Nicolás Maduro.
04:18In the document, the South American nation said that the action was a repeated criminal
04:23practice that cannot be qualified as anything other than piracy, have illegally confiscated
04:28an aircraft that has been used by the President of the Republic.
04:32The text also signaled that this action reveals that no state and no constitutional government

05:05Finally, the document affirmed that the Bolivarian Republic of Venezuela reserves the right to
05:09take any legal action to repair this damage to the nation, as well as all other damages
05:13caused by the criminal policy of unilateral coercive measures, and finished by sentencing
05:18that Venezuela respects itself and continues to firmly defend its dignity and sovereignty.
05:32On Monday, the Public Ministry of Venezuela issued an arrest warrant for former presidential
05:36candidate Mundo González Urrutia.
05:39The arrest warrant specifies the alleged commission of the crimes of usurpation of functions punishable
05:44under Article 213, forgery of public documents provided for and punishable under Article
05:50319, instigation to disobey the law punishable under Article 283, conspiracy provided for
05:56and punished by Article 132 of the Penal Code, sabotage of systems damage punished by Article
06:027 of the Computer Crimes Association provided for and punished by Article 37 of the Organic
06:08Law against organized crime and financing of terrorism.

11:58After six years of being proposed in Costa Rica, the Escazu Treaty was declared execuble
12:02in Colombia, the 17th country to ratify it.
12:07The Escazu Agreement arises to expand the guarantee of access rights, the right to participation,
12:15to information and to environmental justice. But it has a very important particularity,
12:22which is given precisely by an innate need we have in this region, which is Latin America
12:28and the Caribbean. And that is to protect the lives of human rights defenders in environmental
12:34matters.
12:35The agreement entered into force in 2021, but Colombia was one of the 15 countries out
12:43of the 24 that participated in its proposal that had not signed the agreement. During
12:47the social outburst and civil marches of 2019, pressure had been applied to get President
12:51Iván Duque to sign the agreement and the bill to pass to the Congress of the Republic
12:56and subsequent review by the Constitutional Court.
13:02Based on that pressure, the Duque government signed it, subscribed it and sent it to Congress,
13:06but sent it without any intention of it coming out. Basically, the Escazu Agreement lasted
13:10two years in the Congress of the Republic without anything happening, without being
13:14prioritized, without being on the legislative agenda.
13:17Once President Petro takes office, he puts it on the government's priority and manages
13:22to get the Escazu Agreement approved in 63 days by the Congress of the Republic in the
13:26four debates.
13:29After the congressional debates, the Constitutional Court took two years to declare the agreement
13:34execuble on August 28. The Court's decision comes less than two months before COP 16,
13:39a space in which civil society will continue to participate in the implementation and promotion,
13:45as it did from the beginning during the construction of the agreement.
13:49Undoubtedly, the Escazu Agreement, being an agreement that seeks the protection of environmental
13:56leadership in biodiverse territories such as the Colombian Amazon or the biogeographic
14:01Chaco, comes, of course, to recognize these leaderships, to strengthen them in a scenario
14:06of very high conflict, where these people are being threatened, harassed, displaced
14:11from their territories for seeking to protect them against deforestation scenarios and illegal
14:17activities.
14:18The declaration of enforceability of the Escazu Agreement paves the way for its implementation
14:25in a megadiverse country that leads the world in rates of violence against environmental
14:29leaders and is necessary to continue the fight for access, participation, justice and protection
