00:00Earlier, Dismissed Mayor Alice Guo was facing the Kapas-Tarlac Regional Trial Courts. This is for the cases of graft.

00:15Angelic, Dismissed Mayor Alice Guo did not file a complaint first, according to her lawyer.

00:23For now, she will return to the PNP Custodial Center in Camp Krame after facing the RTC Branch 109 of Kapas-Tarlac

00:32regarding the warrant of arrest for two counts of the Anti-Graft and Corrupt Practices Act.

00:40According to Atty. Nicole Hamilla, one of Guo's legal counsel, the decision not to file a complaint is because

00:48they will abide by the motion, their camp.

00:51Because of this, the PNP Custodial Center will detain Guo and will not transfer him to the custody of the Senate.

01:00Because of this, according to the PNP, the Senate must request to face the hearing of Guo regarding the Operation Pogo

01:07in Bambantaralac and Human Trafficking where he is being held.

01:12Because of the warrant of arrest issued by the RTC, Kapas-Tarlac takes precedence over the arrest warrant issued by the Senate.

01:21Even though the PNP does not have an authority to release him from the detention facility without court order.

01:31So it seems like there will be no more arrests?

01:33If he will be released, he will definitely be released by the PNP.

01:36If he will be released by the PNP, it means that he is no longer in the custody of the PNP.

01:40And my understanding is that if ever he will be bailed, the Senate will serve the arrest order so the Senate could take custody of him.

01:51Earlier this morning, Guo was back in the Philippines with DILG Secretary Benjur Abalos and PNP Chief Police General Romel Marvil.

02:01Abalos explained the image of Guo in a walkie-talkie with Secretary Abalos and PNP Chief Romel Marvil.

02:16We documented it to make it clear. I don't know what he was doing.

02:22He was facing the camera. Of course, I was looking at the camera because it's hard to do that.

02:28According to Guo, he's just happy because the government assured him of his safety.

02:46Angelic, for now, Dismissed Mayor Alice Guo is on a trip back to the PNP Custodial Center where she will be detained for the time being.

02:59As I mentioned, the PNP did not charge P180,000 for her anti-graft and corrupt practices act.

03:12Because of that, Angelic, Guo will not be transferred to the PNP Custodial Center and she will remain detained under the PNP.

03:24So Patrick, because she did not pay the bail and she has no plan to pay the bail for now and she will remain in the PNP Custody,

03:35what would it take? What should she do? You talked to the police. What is the way for her to be released from the PNP Custody?

03:43What documents or orders are they waiting for for Mayor Guo to be released from the PNP Custody?

03:54Angelic, Alice Guo will not be released from the PNP Custody because she did not pay the bail.

04:01So it means that the Custody that she has right now is the court and the PNP in accordance with the Anti-Graft and Corrupt Practices Act.

04:12So now Angelic, there are hearings in the Senate regarding the POVO operations in Pampantarlac and also the human trafficking where Mayor Guo or dismissed Mayor Alice Guo is being detained.

04:27So what should happen in order for her to face the hearings in the Senate, the Senate should request,

04:35because this is what Colonel Gene Fajardo, the acting chief PI1 of the PNP, who is also a lawyer, said in Section 4 of Rule 114,

04:45that an individual who is under detention and has been dismissed from the jurisdiction of the court cannot be released or transferred without a court order.

05:00So clearly, Angelic will remain in the PNP Custody Center until she pays the bail.

05:09Her legal counsel, Atty. Nicole Hamilia, explained that they will not pay the bail because they will submit a motion in accordance with the Anti-Graft and Corrupt Practices Act.
