00:00Humanitarian Assistance for Families and Individuals Affected by the Volcanic eruption of Canlaon and the Tsunami
00:07We will discuss this with Assistant Secretary Irene Dumlao, Disaster Response Management and also Concerns Assistant Secretary and Speaker of the DSWD
00:17Irene, please tell us how important is the humanitarian assistance that the DSWD is distributing to those affected by the eruption of Canlaon?
00:30Good morning to everyone who is watching this program.
00:38According to the latest report of the Department of Social Welfare and Development,
00:42more than 15.9% of the financial assistance under the Assistance to Individuals in Crisis situation
00:49was distributed by our agency to those affected by the eruption of Canlaon.
00:55We have also distributed more than P17,000 family food packs as initial assistance and augmentation to local governments
01:06to meet the needs of our affected communities.
01:10So, in total, we have distributed more than P37.9 million worth of humanitarian assistance.
01:18At the moment, we are still communicating with local governments
01:22for any additional assistance that we may need.
01:27How many families are affected by the Volcanic eruption of Canlaon?
01:33And what assistance were received by the families here, especially those who were evacuated?
01:40That's right. The DSWD is monitoring the families and individuals affected by the eruption of Canlaon.
01:49At the moment, we have monitored 23 affected barangays where there are 17,279 affected families
01:59for an equivalent of more than 57,000 people.
02:03Those affected are Negros Occidental and Negros Oriental, particularly in Bago City, La Corlauta City, Ponte Verde, Canlaon City, La Castellana, and Moises Padilla,
02:18under Negros Oriental.
02:21As I mentioned, the DSWD has distributed more than P37.9 million worth of humanitarian assistance
02:32through food packs and non-food items and financial assistance under the assistance of the Independence and Crisis Resolution.
02:42As of now, what is the DSWD's preparation if there is a phreatic explosion of Volcanic Canlaon?
02:49What places or barangays are on your priority list if this happens?
02:56Well the Department of Social Welfare and Development, first of all, we are continuously monitoring the local governments, particularly in Bago City, La Corlauta, Ponte Verde, La Castellana, Moises Padilla, and Canlaon City.
03:11These are the places we are monitoring because they are the ones surrounded by the Canlaon Volcano.
03:18As I mentioned, we are coordinating with local government units and likewise with the Office of the Civil Defense.
03:27So now we can determine what assistance is needed, especially for the families whose homes have been evacuated.
03:34At the moment, they are just in Pansalmandala, living or residing in evacuation centers or in the homes of their relatives or friends.
03:44So we are monitoring what assistance we can provide.
03:50At the moment, the DSWD is continuously stockpiling food packs and non-food items.
03:57In fact, our national stockpile is more than 1.7 million.
04:02It is not only found in affected areas, but these are strategically prepositions in different parts of the country.
04:11But we would like to mention that here in our National Resource Operations Center and our Visayas Disaster Response Center in Cebu City,
04:20the production of family food packs is ongoing.
04:23So if we need additional assistance in affected areas, this is where we will go.
04:30How is your assistance to the individuals and families affected by the Ferdie earthquake?
04:40Well, we will continue to assist the local government units affected not only by Ferdie and Henef, but also the families affected by the Southwest Monsoon.
04:53In fact, the DSWD has already delivered more than 32,000 family food packs and more than 1,200 non-food items
05:05as part of the requests of local government units asking for resource augmentation.
05:11So these are the LGUs that can be found in Regions 2, 4B, 5, 6, 7, 8, 9, 12 and also in BARB.
05:23And just like the situation in the past, we are still communicating with the local government
05:30so that if we need additional assistance, we can deliver it.
05:36These family food packs that I mentioned have already been prepositioned to the villages and to our regional warehouses.
05:44And in the last miles, these are the warehouses of the local government units and we have prepositioned there
05:52through the relief prepositioning agreement that we have forged with the local government units.
05:58So it is easy for the LGUs to access these prepositioned goods.
06:03In the Hiner earthquake, how many families are affected by the earthquake and where are they from?
06:12Well, our monitoring, including Ferdie, Hiner and Southwest Monsoon,
06:18because the areas affected by these three weather disturbances are almost the same.
06:26Currently, we have monitored 580 evacuation centers where there are 18,090 families or more than 70,000 people
06:39who are temporarily staying in the evacuation centers that can be found in regions 2, 1, 4B, 5, 6, 7, 9, 8, and 12
06:54because Hiner and Ferdie enhanced the Southwest Monsoon in our area.
07:04Ma'am, for the affected individuals of Canlaon and Baguio, please explain what this Assistance to Individuals in Crisis Situation is.
07:16Okay. This is the Assistance to Individuals in Crisis Situation, one of the social safety nets distributed by DSWD
07:23where we provide immediate assistance to families who are undergoing crisis.
07:28We know that a disaster can lead to a crisis in a family or an individual.
07:35That's why DSWD provides financial assistance.
07:41Case in point, if someone died or was injured, like those who passed through Baguio,
07:48DSWD provides burial or funeral assistance for those families who died.
07:56And for those who were injured because a tree fell or their homes were damaged, we also provide financial assistance.
08:08This assistance supports the early recovery of families who are affected.
08:15I have a question about the relief goods that we distribute here.
08:20You said earlier that you have received relief items.
08:26Are we able to monitor if these are okay, if they are near or far from expiration?
08:34That's right. We have a tool that we use.
08:37It's a warehouse inventory tool where we monitor the age of the family food packs that we have proposed.
08:47Once DSWD is flagged, when the goods are near expiry, we remove them from the inventory and use them for other purposes where they can be consumed easily.
09:00Okay. Speaking of the relief goods that you mentioned earlier, you have burial and funeral incentives.
09:11How much is this?
09:13That's right. We have burial assistance that we distribute to families where a member died, like a disaster.
09:25So it depends on the assessment of the social worker, the burial assistance that we distribute.
09:32We also look at the ability of a family or individual to shoulder the expenses.
09:39We also look at the socioeconomic indicators.
09:43Outright cash ranges from P1,000 to P10,000.
09:47For example, if it's more than P10,000, the gas tucin at the funeral parlor or service provider, we can share a guarantee letter for that.
10:00Okay, Asek. A message or a reminder to all the Filipinos affected by the typhoon and volcano?
10:07Well, first of all, on the part of the Department of Social Welfare and Development, we want to mention that we will continue to consult our partners,
10:16particularly the local government units so that we can augment the resources of the local government units and help provide the needs of our affected Filipinos.
10:28We always assure our partners that DSWD is ready to provide augmentation support.
10:35As we continue to respond, we will continue to stockpile also so that we can sustain our disaster response operations.
10:43We also remind our Filipinos, especially those affected by various disasters, that we will always be careful,
10:54that we will always consult our local government and local officials so that we can ensure our safety and avoid further damage to property and life.
