00:20The rice is just starting to enter the country, but the Federation of Free Farmers is already worried

00:25about the effect of imported rice entering the country, which is protected by a lower tariff.

00:31As soon as the harvest season started, the price immediately went down.

00:36During the last harvest season, it reached P27, P29, dry pallets.

00:44Now, the equivalent dry price is P23 to P25.

00:51It's already a bit thin because their inputs are increasing, such as coal, gasoline for irrigation, and they will recover from El Nino.

01:05From January to September this year, more than three million metric tons of imported rice arrived in the Philippines.

01:13More than 800,000 metric tons of rice entered the country in June,

01:19when the executive order to reduce the tariff on imported rice was issued.

01:25If this continues, and it reaches its peak, the group will be in trouble.

01:30October-November, because that's the main harvest period, if you import a lot of rice locally,

01:38and you include cheap imports because you lowered the tariff, the result is oversupply.

01:45The supply in the market is too high. The price of rice will go down.

01:51They will return the tariff to 35 percent because you don't need to import imports at that time because you are importing a lot.

02:02Subject to discussion, the Secretary recommended that there will be a periodic review, which is every four months during the implementation of the EO62.

02:15But this is a very early stage to determine the impact of the EO62 on pricing and the effect on the farmgate price.

02:26The National Food Authority is ready to buy rice from the farmers at a reasonable price.

02:32The agency has a P11 billion fund, which is enough to buy more than seven million sacks of rice in the last quarter of 2024.

02:41The NFA will also lend drying equipment to the farmers to increase the price of their rice.

02:48I think the National Food Authority is inconsistent in saying that we will support the farmers.

02:55In fact, right now, even if we say that we are still buying at P23 per kilo of fresh rice, and then we buy as high as P30 for clean and dry rice.

03:08That's what our farmers expect from the NFA. That price is more than enough for them to earn a good income.

03:18The NFA is buying rice to make rice that is used in relief operations by the government whenever there is calamity.

03:27This was first stated by the Agriculture Department, that there are two million sacks of rice stocked in NFA warehouses in various parts of the country.

03:37This is part of the preparation of the administration of President Ferdinand R. Marcos Jr. for the possible effects of the pandemic.

03:44The government wants to ensure that there is a sufficient supply of rice in times of emergency or calamity.
