00:00Naomi, one by one, the Senators analyzed the so-called Budget of the Commission on Elections for the fiscal year 2025.
00:09The Commission specifically detailed their contract with the Joint Venture Miro Systems Company Ltd.,
00:15which is the winning provider of automated counting machines in the 2025 elections.
00:19The Senators asked, especially Risa Hontiveros,
00:23if the machines are really just a prototype?
00:25Why didn't they use the warranty of the vote counting machines from Smartmatic,
00:30the former system provider of the Philippines, in the past elections?
00:33And most of all, where are the old machines used in the past elections?
00:39Comelec explained that the machines used in the elections went through a series of technical tests
00:44with the help of Citizens Arm, a partner of the Commission on Elections.
00:48The old machines of Smartmatic will no longer be used in the elections.
00:53Where are the Smartmatic VCMs now?
00:56Are they still stored in the Comelec warehouse in Santa Rosa?
01:00Are we absolutely sure that all of the 97,000 VCMs no longer work?

01:22But the Comelec and NBank declared these machines as unusable in 2023.
01:28Another issue discussed by the Senators is not the separation of Sulu and BARMM,
01:33which the Supreme Court just recently decided.
01:36The question of the Senators is, will this affect the elections in BARMM?
01:40But Comelec said that the first parliamentary election in 2025 is still ongoing.
01:45Only the parliamentary seats are affected.
01:48Instead of 80 members of the parliament, it will only make 73 because Sulu was already removed from the list.
01:55Comelec also urged the Senate to return their budget of P49.7 billion, which was reduced to P14 billion.
02:05Senator Aimee Marcos, who is the chairperson of Pagdinig, emphasized that P12 billion was added to Comelec's budget in 2024
