00:00In the budget hearing in the Senate today, the programs of the Department of the Interior and Local Government for the next year were criticized.
00:07Their plans are considered to be affected by the decision of the Supreme Court that the province of Sulu will not join BARMM.

00:22Yes, Naomi, the Senate is discussing the budget of DILG for the next year.
00:29Some of the senators were criticized for their social economic goals in the government.
00:38The DILG's budget is more than Php 281 billion for the next year.
00:44Some of the reasons for this are to strengthen the good governance and capability of local government units.
00:52There is also a goal for public safety, for the youth, and many more.
00:57But earlier, some senators were asked about how the province of Sulu, for some reason,
01:02issued a decision by the Supreme Court that they will not join BARMM.
01:08Because we know that the salaries of the DILG in Sulu were cut off on September 10.
01:16So, Usec, can we cut it off?
01:19Mr. Chair, we were all surprised by what happened in Sulu.
01:22That's why we are coordinating with the Ministry of the Interior and local government of BARMM.
01:28Maybe we can, for the meantime, increase our status.
01:32But of course, their answer is, because of this decision, the COA, the Commission on Audit Ruling, which we also understand.
01:44In the same token, we also have our dilemma right now, how to get these funds that we have right now.
01:53As of now, since they were with BARMM before, it's really hard.
01:58But we're trying to scrap some funds that we can get.
02:03The DBM is currently finalizing the DBM comments on the budgetary issues and concerns
02:11of the exclusion of the province of Sulu in the BARMM.

02:44They believed that they will really change their lives.
02:47I don't know the position of the Black people.
02:50All I can say is that people are turning their backs on whatever they did against the government.
02:58And this is an armed rebellion.
03:00They took up arms to fight the government, and now they are turning their backs.
03:06We should embrace them and give them assistance to change their lives.
03:12And maybe one more thing, the branding should be removed.
03:15The branding of being a rebel should be removed, even if it's for work.
03:18Most of the rebels we caught, they are misinformed.
03:25That's a real problem for us because our government is smart.
03:31If they are informed that the government is good, I think it's a really big help for us
03:36to maintain the NTL CAC fund.
