00:00Update on the case of Sheila Guo and the arrest of seven Chinese nationals at the same time.
00:05We will talk with Ms. Dana Sandoval, the spokesperson of the Bureau of Immigration.
00:11Ms. Dana, good afternoon.
00:13Good afternoon to you and to all who are watching your program.
00:18Ms. Dana, we are asking for an update on the seven Chinese nationals
00:23who were arrested by the Philippine Coast Guard for violating our immigration laws.
00:28How are they and where are they now?
00:31Yes, Ms. Nina, there are quite a lot of them.
00:33Seven Chinese nationals were arrested by the D.I. after they were arrested by the Philippine Coast Guard.
00:41In Navotas, we saw their ship, Aboard MV Sanco 1, in Navotas City Port on September 15.
00:51After that, the processing of the BCG, they were turned over on September 20
00:56in the Immigration for Initiation of Deportation Proceedings.
00:59We saw that the documents of these people cannot be shown.
01:06That's why we see that they might be unlawfully operating in the Philippine waters without proper documentation.
01:15In your profiling, Ms. Dana, were the Chinese nationals involved in any POGO operations in the country?
01:24What is the reason for their visit to the Philippines based on your investigation so far?
01:30As of now, we haven't seen any links of these seven in the POGO operations here in the Philippines.
01:37They were detained in our facility in Camp Bagondiwa, inside Camp Bagondiwa in Taguig.
01:44According to the information we received during the inquest,
01:48there are no links to POGO operations here in the Philippines.
01:53But what we suspect is that there are illegal works.
01:57Maybe they are working here without proper documents.
02:01That's why they should hide or avoid proper inspection.
02:07But our intelligence division was able to see if there are possible links to illegal POGO operations
02:16and to those who were arrested by the ships.
02:19For our countrymen, what are the violated immigration laws,
02:26specifically the Chinese nationals who were arrested by the PCG?
02:30Yes, when the PCG saw that these foreign nationals were undocumented,
02:36meaning they were unable to present their documentation when our law enforcement saw it.
02:43It is necessary for a foreign national at all times to have their documentation,
02:50showing their status here in the Philippines.
02:53Without it, we could be arrested and undocumented.
02:57According to our investigation, it seems possible that they are working without permit.
03:01It could be that they are rendering services to VESEL, which is not obtaining a proper visa here in the Philippines.
03:09What are the implications of these arrests when it comes to national security of the country,
03:16particularly in the maritime borders of the Philippines?
03:19It is very difficult to maintain our borders because the Philippines is very porous.
03:29We know that the Philippine seas are very vast.
03:32We're really thankful to the Philippine Coast Guard because they are the ones who are in charge of our maritime borders.
03:40If there are illegal cross-border activities that they are arresting,
03:45they are throwing it to the immigration office to see if there are any foreign nationals involved,
03:51if there are trafficking activities that are happening.
03:56This is a big thing in our joint efforts to stop the illegal crossing of our borders.
04:05Because of this incident, what are the steps taken by the Bureau of Immigration
04:11to strengthen the border security of the country to avoid such incidents?
04:18Yes, Ms. Nina.
04:19One of the things that we are looking at and the agency is proposing is inter-agency action in maintaining our borders,
04:28especially in our coastal areas.
04:31What we want is to have a one-stop shop in terms of monitoring.
04:35All agencies, all agencies that are in charge and have a mandate in maintaining our coastal areas,
04:45we are looking at only one direction, only one of our goals.
04:51Also, the intelligence information, to have centralized information on the intel info that we receive.
05:00It's not that we are on our own, each agency is on its own.
05:04What we want is interoperability.
05:07We all work together for us to be able to better do our mandates.
05:13We all have our own mandates, that's the truth.
05:16But if the efforts of different agencies are joint,
05:20it will be better and bigger to monitor our borders.
05:26Ms. Dana, in other talks, we also asked for an update on the case of Sheila Guo.
05:32How is her transfer of custody to the Bureau of Immigration?
05:37Yes. For now, the legal custody remains with the Bureau of Immigration.
05:42But the physical custody of Sheila Guo is with the NBI.
05:48Because we agreed during the meeting with DOJ and NBI that the NBI has a facility for high-profile cases like this case of Sheila Guo.
05:59Apart from that, she also faces local cases here in the Philippines.
06:06That's why her transfer to our detention center in Bicutan is after her local cases here.
06:15Since we cannot implement deportation, if she is subject to deportation by the NBI,
06:24until her local cases are completed.
06:27The deportation and punitive action of immigration must be implemented after everything else for there to be a full effect of justice.
06:37So if she has local cases here, we have to wait for the resolution of all cases and accountabilities before we implement the deportation.
06:47She is also with the NBI because we are both under the Department of Justice.
06:55That's what DOJ has seen, a secure facility where she can stay.
07:00That's the message to our countrymen from you and the Bureau of Immigration?
07:07Yes. We've seen many changes in the BI and we will see more changes in the Bureau.
07:15We are very serious in weeding out illegal aliens who are here in the Philippines or those who are attempting to enter the country.
07:24That's why we are asking our countrymen, if you know of illegal aliens around you,
07:31not as a test, but as a big thing to report to the Bureau of Immigration,
07:38the illegal activities of foreigners in the barangay, so that the Bureau of Immigration can investigate and catch them.
07:50We are ensuring that they will be caught and deported so that the illegal aliens can leave the country.
