00:00Good evening to all, happy to see you again for this new information meeting on Mediantv.
00:21Today, Israel targeted the Hezbollah headquarters in the southern suburbs of Beirut.
00:27These strikes targeted Hezbollah leader Hassan Nasrallah, according to Israeli television.
00:35In Tunisia, the parliament today examined a bill to revise the electoral law,
00:41a revision a few days after the presidential election contested by civil society.
00:46In Senegal, Prime Minister Ousmane Sonko promised investigations on widespread corruption,
00:54under the former government, which he accused of manipulating the figures of public finances.
01:05Israel targeted the Hezbollah headquarters today.
01:09Violent air strikes targeted the movement's base in the southern suburbs of Beirut.
01:15These massive strikes targeted Hezbollah leader Hassan Nasrallah, according to several Israeli television.
01:22But according to a source close to the Lebanese movement quoted by the France Press agency,
01:27Hassan Nasrallah is innocent, while Israeli media sources confirm his death.
01:33In total, four buildings have been completely destroyed by these strikes,
01:38the most violent since the 2006 war between Israel and Hezbollah.
01:45Strikes that took place just a few hours after Benjamin Netanyahu announced
01:50in front of the UN General Assembly in New York that Israeli strikes on Lebanon
01:56will continue until all objectives are achieved and until the threat of Hezbollah is put to an end.
02:03A speech, by the way, boycotted by several delegations
02:07and quenching the hopes of a temporary truce proposed last Wednesday
02:12by France and the United States, joined by many Western and Arab countries.
02:19On its side, Hezbollah almost daily launches rockets in the north of Israel,
02:25promising to continue its attacks until the end of the attack in Gaza.
02:31The movement has now claimed shots against Israel in the Bay of Haifa,
02:35which houses many industries, including defense.
02:39The Israeli army has confirmed, on its side,
02:42that it has intercepted four drones fired from Lebanon towards the border area,
02:47but also a missile fired last night from Yemen.
02:53And for Agnès Levallois, Vice President of the Mediterranean and Middle East Research and Studies Institute,
03:00Israel is deafening by rejecting calls from the international community.
03:05With one objective in mind, let's finish with Hezbollah.
03:09Together, we listen to it.
03:11For Israel, it is about going to the end of the operation that it has launched now for more than a week,
03:17which consists, according to his words, of ending it with Hezbollah,
03:22as he had declared he wanted to end it with Hamas.
03:26We see Israel, which is in a logic of going to the end of what it considers to be its war objectives.
03:33And in this context, it absolutely does not intend to stop the fire,
03:39all the more so, as you have reminded us in your words,
03:42that the destructions and bombings are important today against Lebanon,
03:48whether it is the south, but also further inland and up to the capital.
03:53And so Israel considers that it is in a position of strength,
03:58that Hezbollah is seriously weakened after these various attacks,
04:03which started with the attacks on the Bipers and the Tokimoks,
04:07which put the entire chain of command in difficulty,
04:11since the communication between all those responsible was damaged.
04:16And so Israel today feels in a position of strength on the ground,
04:21and this is the reason why it absolutely does not want to hear of a ceasefire.
04:25And the other reason, which is also a reason that makes it possible to understand this position,
04:32is that the ministers within the government,
04:35the ministers who represent the far-right and who support the coalition,
04:39because if they leave, Netanyahu falls,
04:43these far-right ministers consider that it is absolutely not necessary to negotiate,
04:48and they have already threatened to leave,
04:51to undermine the governmental coalition if Netanyahu accepts a ceasefire.
04:57In the rest of the news, it is official,
05:00the French president will make a state visit to Morocco in a few weeks.
05:05An announcement today from the Elysée,
05:08Emmanuel Macron will make his visit at the end of October
05:12in order to seal the bilateral relationship, to specify the French presidency,
05:17adding that this visit will be an opportunity to confer to the partnerships of exception between Rabat and Paris
05:24a renewed and ambitious vision covering several strategic sectors.
05:35And to talk about this visit of the French president to Morocco
05:38and its issues, with us live from Paris,
05:41Mustapha Tossa, editor, editorialist and political analyst.
05:45Mr. Tossa, good evening.
05:47Good evening.
05:49It is official, Emmanuel Macron will make a state visit to Morocco at the end of October.
05:55Can we talk today about the new era in Morocco-France relations, Mustapha Tossa?
06:01In fact, the real new era between France and Morocco began on July 30,
06:08when, on the occasion of the 25th anniversary of the accession of His Majesty King Mohammed VI to the throne,
06:15Emmanuel Macron addressed him a message of congratulations,
06:20but also of support for the Moroccan identity of the Sahara,
06:25which was considered at the time as a great French clarification requested by Morocco.
06:31In response to this message from President Emmanuel Macron,
06:35His Majesty the King had also sent him a letter in which he said
06:41that he was welcome to come and make his state visit to Morocco,
06:46the first since his arrival in the Elysée in 2017.
06:50And the fact that today we can officially announce from the Elysée
06:56that this visit will take place at the end of October, we are talking about October 28 and 29,
07:00is a way of putting on the rails this rapprochement between France and Morocco
07:06after a long sequence of cold in their diplomatic relations.
07:11And after this clarification, it was quite normal for President Emmanuel Macron
07:19to be able to make this state visit to Morocco.
07:22What must also be said is that, in parallel to the announcement of this official visit by Macron to Morocco,
07:28we are talking about French media sources,
07:31that His Majesty the King Mohamed VI, who is currently on a private visit to Paris,
07:36could participate at the Summit of Francophonie, which is held in France on October 4 and 5,
07:44which is an additional signal of the great warming of relations between the two countries.
07:50A visit announced that confirms this rapprochement, this diplomatic warming between Rabat and Paris.
07:58What are the ambitions of the two countries in this bilateral relationship?
08:04In addition to economic perspectives, should we expect strengthened cooperation
08:08in other areas, including illegal immigration or the flexibility of the visa policy?
08:16We should expect the creation of a new alliance between France and Morocco.
08:22Indeed, sensitive files such as the management of illegal immigration,
08:28whether on the Moroccan side or on the French-European side, will be at the heart of this partnership.
08:34Of course, the policy of visas, when we are close and when we are friends, when we are allies,
08:40we visit each other more, I would say to someone I know.
08:44But we should not link this rapprochement and this partnership only to these issues.
08:49We have to see bigger, because the two countries will pull in the same direction.
08:54They will try to establish a strategic partnership, both at the level of international geopolitics
09:01and at the level of economic rapprochement and cooperation.
09:05So here are two countries that have just finished with the real reasons for their cold,
09:13which lasted months or even years, to be able to consider a new sequence in their relationship
09:19and give their strategic partnership the luxury it deserves, a historic partnership between Rabat and Paris.
09:27That's all when you say we have to see bigger, that is to say?
09:33That is to say that today, between France and Morocco, not only economic cooperation
09:39will be at the heart of their partnership.
09:42And it is quite normal between large countries, a European country and an African country.
09:48We will have to think of gigantic alliances in which the two countries will invest their strength,
09:55their intelligence to establish a winning partnership.
09:59And we can see very well that between France and Morocco, the two countries can play a major role
10:04in Africa, a major role in the Sahel countries, a major role in the Mediterranean.
10:08And so, inevitably, when the two countries come together in this way, reconcile on a political level,
10:15it is possible to imagine that they can launch gigantic economic projects
10:22that would bring the two countries and the two peoples together.
10:25So, despite the economic setbacks, the decision of the Elysée was not motivated by the economy.
10:31France Presse has a source close to the file earlier,
10:35so that it can have economic effects, that's for sure.
10:38But it was first of all a political position.
10:40Do you agree, Mr Fatosa?
10:43Yes, I believe that this government source who spoke with the AFP is right to underline
10:50that the economy is not everything.
10:52We cannot buy everything with the economy.
10:55If the decision to get closer to Morocco,
10:58if the decision of Emmanuel Macron and the French state to recognize the sovereignty of Morocco over the Sahara,
11:03it is not only for economic reasons, it is also a political choice,
11:07thought out by the French state.
11:11So, if after this rapprochement and this alliance and this new partnership,
11:16the two countries can benefit from it, why not?
11:20Moreover, the Moroccan Sahara boasts immense investment potential,
11:26both for Morocco and for France.
11:28And the two countries will play this winning partnership.
11:32And it is quite normal in international relations,
11:35and even more so between two countries that know each other,
11:38and who have historical relations,
11:40and who want and who have made the decision to give their strategic partnership
11:46a new dynamic to be able to benefit from it as well in Morocco as in France.
11:53Mustapha Tossa, I remind you that you are an editorialist and political analyst,
11:58and that you have been with us since Paris.
12:00Thank you for answering our questions.
12:07Direction New York at the moment,
12:09where the support for the Moroccan autonomy plan continues at the UN.
12:13Last in date, that of the Netherlands,
12:15which reiterated their position in favor of this Moroccan initiative,
12:20qualified as a very serious and credible contributor to the political process
12:25carried out by the United Nations.
12:27A position reiterated by the head of Dutch diplomacy,
12:31for whom Morocco is a very stable partner in the region.
12:34Kaspar Weltkamp met yesterday with his Moroccan counterpart Nasser Bouletta
12:39on behalf of the UN General Assembly.
12:43It is also a question of strengthening cooperation
12:46between Morocco and India this time in the field of defense.
12:50The Indian group Tata Advanced Systems Ltd.
12:53will produce combat vehicles in Morocco,
12:56carrying out very high directives of His Majesty the King Mohammed VI,
13:01Supreme Leader and Chief of Staff General of the Royal Armed Forces,
13:05the National Defense Administration,
13:07and the company TASL, subsidiary of the international conglomerate Tata Group.
13:12We conclude a strategic partnership for the local production
13:16of the WAP-88 ground combat vehicle.
13:19The company, already recognized for its global expertise
13:24in the manufacture of defense systems,
13:27thus becomes one of the first international players
13:30to invest in Morocco in this sector.
13:36Back to New York, where the Kingdom of Morocco
13:39and the United Nations Office for Struggle Against Terrorism
13:42held their first session of the Strategic Dialogue,
13:46a dialogue co-chaired by the head of Moroccan diplomacy
13:49and the president of this UN department.
13:52This partnership is part of Morocco's wider engagement
13:56to contribute to the multilateral framework of the fight against terrorism
14:00in accordance with the high orientations of His Majesty the King Mohammed VI.
14:06Moroccan diplomacy has been active since the beginning of this week
14:11of the 79th session of the UN General Assembly.
14:15So today, what are the major diplomatic issues for Morocco?
14:19Element of response with Charka Wirudani,
14:22he is an expert in international relations and in geostrategy.
14:26Of course, Morocco has participated brilliantly
14:30in several extraordinary meetings.
14:33For example, I am talking about non-aligned countries.
14:36It is an organization, a multilateral platform
14:41that allows to discuss several issues of international dimension,
14:46in particular, Morocco's shelter on the issue of the Palestinian cause.
14:50The Moroccan delegation has put in place
14:54the roadmap initiated by His Majesty
14:58at the time of the speech of the throne,
15:00when he said that today, trying to manage Greece is not a solution,
15:06but he found a political solution that is very important.
15:09Moreover, Morocco has participated in what is called the Paris Pact
15:13for the peoples and the planet.
15:16It is a platform that is very, very important.
15:19And today, I think Morocco is starting to play a very important role
15:23in this platform because it designs a global strategy
15:28for the African continent.
15:30Let's not forget that Morocco, in all its speeches,
15:33in all its actions at the level of its meetings,
15:37on the basis of this 69th UN General Session,
15:44has put Africa at the heart of its discussions.
15:48Africa is starting to play a very important role on an international level.
15:52And I think today, Morocco offers sustainable,
15:56sustainable, pyramidal space for the African continent.
15:59I think today on the initiative of His Majesty
16:02to register Afro-Atlantic countries in the Atlantic geography,
16:07or to open the Atlantic space to Sub-Saharan Africa
16:10which has been discussed with several delegations,
16:13and moreover with Denmark and Italy.
16:16With Italy, there was a discussion on the strategy of MATI
16:21the development of renewable energies at the national level.
16:31So I think that today we are really in a global strategy to put in place several initiatives
16:38that will allow the African continent to find its aura and also to find its balance.
16:44Geopolitically speaking, everyone today is looking for how Africa is going to orient itself
16:50to the East or to the West in what we call the antagonism between what we call the Global South
17:00or the Global North.
17:03And so I think today Morocco has shone, it has put in place several points that are very important
17:11for its strategy concerning food security, which has become a question,
17:16especially with climate change, with also questions that are very important
17:21to the fight against terrorism.
17:23Moreover, there was a strategic meeting between the Kingdom of Morocco
17:28and the Office of Terrorism.
17:35Diplomacy always, and this Friday was the second day of the 11th Consultative Meeting
17:41of the Association of Senats, Shoras and Equivalent Councils of Africa and the Arab World.
17:47This meeting was held yesterday in the Equatorial Guinean capital, Malabo.
17:52It was chaired by Morocco, in the person of Ne'am Miara,
17:56President of the Chamber of Councilors, by the way, and at the head of the ACK.
18:01This meeting aims in particular to strengthen parliamentary action and cooperation
18:05between the countries of the South in order to face technological, environmental and development challenges
18:11in an international context marked by multidimensional and consecutive crises.
18:20Direction Tunisia now.
18:22Parliament held today an exceptional session devoted to the revision of the electoral law
18:28only nine days after the presidential election.
18:31At the heart of the debate, a bill submitted by 34 deputies
18:35which aims to modify the mechanisms of management of electoral litigation
18:39by removing the currently competent administrative tribunal
18:43in favor of the appeal court.
18:45An initiative that arouses strong reactions within civil society
18:49and legal bodies that denounce a hasty approach
18:54that could destabilize the electoral process.
18:57Najwa Bachar tells us more.
19:01Neutralize the role of the administrative tribunal
19:03to secure the electoral process and preserve social peace.
19:08This is what the launchers of this initiative said
19:12during a plenary session in Parliament.
19:15Parliamentarians also stated that they had proposed the bill
19:19because they felt that the administrative tribunal was no longer impartial
19:23and aimed towards the cancellation of the election results
19:26which could, according to them, plunge the country into chaos and a constitutional void.
19:34The task of the administrative tribunal today
19:37is mainly to send back to the presidential race the candidates
19:41who have been excluded from the race by the electoral commission.
19:45Today, we see that the administrative tribunal examines a case that does not exist.
19:50This is proof that the administrative tribunal is no longer neutral
19:53but rather plays a role in guiding the elected representatives.
19:56Today, we are witnessing a debate between the administrative tribunal and the electoral commission.
20:01This puts us at risk of legitimacy.
20:08I will vote against this law
20:10because the electoral law cannot be modified during the election year.
20:14Today, we are talking about a change during the election week.
20:18They say that there is an imminent danger.
20:20We say that the danger cannot be faced by changing the laws.
20:25This decision of the Parliament has aroused the anger of the opposition
20:29and the groups of civil society
20:31who have again protested against the bill in front of the seat of the Parliament.
20:37The minimum that we can do today
20:39is to demonstrate and to protest
20:43what the current government wanted to do
20:49and transfer the competences of the administrative tribunal to the judiciary.
20:58Because the judiciary is under the dominance of the executive power.
21:03So we denounce this procedure, which is a dangerous and serious precedent.
21:11It should be noted that the Superior Council of the Magistrate
21:15expressed its opposition to any modification of the electoral law during the election period.
21:21This position was communicated in response to the request of the Parliament
21:26which had asked for its opinion on the issue.
21:29On the other hand, the President denies the accusations of his opponents
21:33and says that he is leading a battle of liberation
21:36and that he is fighting the traitors, the mercenaries and the corrupt.
21:41While the supporters of the President accuse the administrative tribunal of not being impartial,
21:46this has been criticized by his opponents
21:48for having used both the electoral body and the judicial system
21:53to ensure victory by suffocating his rivals and intimidating the other candidates.
22:00From Tunisia, Najwa Bechat for Media.
25:28sur Mediain TV. Merci de votre attention.
