00:00Now it's Indigenous Peoples' Month, let's celebrate the community of our indigenous people
00:05who are serving as the door to the rich culture and tradition of our country
00:10that has passed through time.
00:12And if that's the case, let's learn about the programs and projects
00:15of the National Commission on Indigenous Peoples
00:18to protect and enrich the abilities of our indigenous countrymen.

00:27Good morning and welcome to Rise and Shine Philippines.
00:29Good morning, Ma'am Diane.
00:32It's a great honor to be invited here today
00:35as one of our ways to raise awareness, knowledge, and public awareness
00:44about the Filipino indigenous people here in our country.
00:47So, good morning to you and happy Indigenous Peoples' Month.
00:55It's our pleasure to have you here today, Chair.
00:57The National Indigenous Peoples' Month and the 27th year of IPRA Commemoration
01:04or the Indigenous Peoples' Rights Act were celebrated at the same time.
01:07How are the preparations and activities being prepared for this month, Chair?
01:11Thank you, Ma'am Diane, for asking.
01:14The National Commission on Indigenous Peoples really planned
01:19and organized our programs, policies, and activities
01:25that will not only take place here in Manila,
01:28but also in other regions of our country.
01:32We have many offices of NCIP from Regions 1 to 13.
01:37So, different activities will take place in different parts of our country
01:43to celebrate the Indigenous Peoples' Month and the 27th year of IPRA Commemoration.
01:50What is the theme of our celebration today?
01:52Our theme for this year is
01:56Indigenous Peoples and Indigenous Peoples should be cared for,
02:01valued, and honored.
02:03That is the central theme of our celebration.
02:06I would also like to share, Ma'am Diane,
02:10that this is just right and appropriate.
02:13It is time, because for a long time, we know that our fellow Filipinos,
02:19especially our ancestors,
02:22gave their lives, worked hard, and suffered
02:27so that the new generation can have a law
02:32to care for them,
02:34to recognize, value, and care for their rights and rights.
02:39Alright, we have a project called Indigenous Peoples' Cuisine.
02:43Tell us more about this program and how was the reception for this project?
02:47On the first day of our Indigenous Peoples' Month,
02:51the National Commission of Indigenous Peoples
02:54created a program to show the public
02:58what we call a cooking tradition,
03:01where the ingredients
03:03and the recipes and ingredients
03:10of our fellow Filipinos are used.
03:12We showed it to the public
03:15through our Zoom and Facebook Live
03:19of our official Facebook page, NCIP.
03:22We showed the skills of our fellow Filipinos
03:26on how to cook what we call Indigenous cuisine,
03:31where these foods are prepared,
03:34especially during the time of rituals or celebrations,
03:39especially for our fellow Filipinos.
03:43Aside from this, we also have a conference
03:46on the rights of ancestral domains.
03:49What will be discussed here, Chair?
03:52Of course, as I said earlier,
03:56we have a lot of programs, especially in our regions.
04:01In raising awareness and awareness
04:07about ancestral domains,
04:09the topics that are included in this program
04:15are, number one, the concept of ancestral domain,
04:19which is explained to our fellow Filipinos and the public
04:23what are the rights that need to be protected
04:27and taken care of in the ancestral domain
04:29of our fellow Filipinos.
04:32Secondly, what we call ownership
04:35and possession of our fellow Filipinos
04:39in their ancestral domain.
04:41It is also explained what is the reason
04:44why they own it.
04:46And the processes and mechanisms,
04:48like the FPIC,
04:50which we always talk about,
04:52why it is necessary for the proponents
04:57or those who want to enter the ancestral domain
05:02to make a project.
05:05We say that it is understood that ownership
05:09or ownership is given by our fellow Filipinos
05:14so that the projects and programs
05:17can enter their ancestral domain.
05:20Thirdly, we also want to share with the public
05:24that we also have conflicts sometimes
05:27with the cultures and traditions
05:30of our fellow Filipinos.
05:32Sometimes, we cannot say goodbye to the custom,
05:36like the proper traditional clothing
05:41worn by our fellow Filipinos.
05:44Sometimes, it is different
05:47or we have what we call cultural appropriation.
05:50If it is not shown by others,
05:53it is not appropriate to use the traditional clothing
05:57and fabrics of our fellow Filipinos.
06:01Well, I hope this will be available online also
06:03in this conference so that many can watch it.
06:06Of course, we have it on our Facebook Live
06:10and on the official Facebook of the National Commission
06:13on Indigenous Peoples.
06:14We show it every day
06:17and we share it with our Central Offices
06:22and our Regional Offices
06:25in different places in our country.
06:27Okay.
06:28Chair, when it comes to giving long-term education
06:31to our members of Indigenous groups,
06:34what are the plans and programs of the NCIP, Chair?
06:37The NCIP sees and gives importance
06:42to what we call investing in human development.
06:46So, we have a program called
06:49Educational Assistance Program,
06:51Merit-Based Program,
06:53the so-called Support to Advocacy Program,
06:56and PAMANA, PAMANA at Masaga ng Pamayanan.
07:00Even though our budget is limited for this,
07:04it is a financial support
07:10for our young people
07:13who want to finish their studies.
07:18For as long as, of course, they are qualified, Ma'am Dayan.
07:21And talking about that,
07:22we already have accomplished members
07:24of Indigenous communities and tribes
07:26and you will introduce them.
07:27Tell us about that, Chair.
07:29On the last day of October,
07:31for the IP Month
07:35and for the commemoration of the 27th year
07:37of the Indigenous Peoples' Rights Act,
07:39we organized an awards for the Indigenous peoples
07:46that really gave a big contribution
07:50to the name of the indigenous people here in our country.
07:54And we can see them,
07:56there is Bayang Barrios,
07:58there is Aljun Kayawan,
08:00and many others who introduced
08:03that the indigenous people have their own talents
08:07and skills and talents
08:09when it comes to sports,
08:12to singing,
08:14and many other talents
08:16that our indigenous Filipinos have
08:18so that they can raise
08:22the reputation and name
08:26of our indigenous people here in our country.
08:29Well, lastly, Chair,
