00:30nor by the system of popular houses, which evidently rightly guarantees lower income.
00:36These incomes, which we have imagined between 1,500 euros per month and 2,000-2,500 euros per month,
00:44at this moment are devoid of all respect for a market that is becoming more and more complex
00:51and more and more bipolar, that is, on the one hand the popular houses, on the other the free market.
00:57What to do? The Municipality intends, it has also been announced by the Mayor,
01:06to launch a municipal house plan that puts into play the areas of the property of the Municipality
01:12at a free price as far as the location is concerned
01:18and at a conventional price as far as a limited part of the property is concerned.
01:23The location part should be a permanent location part,
01:27which guarantees a location plan that does not exceed 80 euros per square meter.
01:32This will allow to give an answer in the coming years to the need for houses
01:37for that part of the population that I was talking about before,
01:40and above all it will allow to enrich a rental market,
01:44which at this moment is the rental market at conventional prices,
01:48which at this moment is totally absent or almost absent in the Municipality of Milan.
01:53Because it is true that there are very valuable and very interesting social residential buildings
01:58made by private individuals, but without a public financing,
02:02without public areas at a reduced, limited or non-existent cost,
02:07they allow to cover the needs of a higher population range,
02:12because they lead to rents between 120 and 150 euros per square meter.
02:16This is the challenge. Obviously, the fact that there is a European Commissioner says two things.
02:21First, that this challenge is European, that this problem is European, if not global,
02:25and therefore that it is not only Milan that has this problem.
02:28Second, that Europe itself intends to implement financial instruments,
02:35to support this development.
02:38And this makes us hope for the possibility of proceeding with this challenge in our territory,
02:44both in alliance with private individuals, first of all of the social private sector,
02:49and verifying the possibility that this effort is supported by its strategy,
02:54also by the European Commission.
