00:00Some government employees are asking if there is still hope for civil service eligibility for the workers' job order and contract of service even if they did not pass their civil service exams.
00:13We will now discuss the latest developments in our CSC in action.
00:19Here it is.
00:20Good morning, Philippines!
00:28We are now given the opportunity to answer your questions on the programs and policies of the Civil Service Commission.
00:36I am Chairperson Carlo Nograles for CSC in Action.
00:42The Civil Service Commission issued a new policy that gives the opportunity for job order, contract of service workers, and other qualified government employees to have civil service eligibility.
00:56In accordance with CSC Resolution No. 2301123, which became effective last February, job order, contract of service, casual, contractual, coterminus, employees in Category 3 and 4 positions,
01:14and career service employees with First Level Eligibility, or collectively known as JCOS C6 workers, may apply for the Career Service Eligibility Preference Rating, or CSEPR.
01:32Under the policy of CSEPR, a JCOS C6 worker who obtained a career service examination and used a low rating of less than 70 points may apply for CSEPR to be given additional points to reach the passing rate of 80.
01:53Only up to 10 points can be given.
01:57For example, a J.O. who obtained a 75 failed rating in the March 3 exam and was granted CSEPR.
02:07His rating will be added 5 points to reach 80.
02:13To qualify for the grant of CSEPR, a JCOS C6 worker must currently serve in one or multiple government agencies within less than 10 years and have a Very Satisfactory Performance Rating in the last two available rating periods before the application.
02:39A J.O. who obtained a failed rating in the March 3 exam and was granted CSEPR must also start his career service exam in March 3, 2024.
02:48Just a reminder that the previous exams before the March 3, 2024 exam will not be included.
02:56A J.O. who obtained a failed rating in the March 3, 2024 exam must also file within 6 months from the date of the results of the career service exam.
03:05Based on the resolution, the grant of CSEPR can only be availed once.
03:12It is not surprising that many J.O. C6 workers find it difficult to obtain a Civil Service Eligibility,
03:19which is one of the requirements to apply for a regular position or promotion in government agencies.
03:27Therefore, CSEPR is a way for the J.O. C6 workers to get to know the important role of the J.O. C6 workers in the proper and effective distribution of public services.
