00:00And regarding the security of the filing of COCs, we will hear from Police Colonel Gene Fajardo,
00:06the Acting Chief PIO and Spokesperson of the Philippine National Police.
00:10Good evening, Colonel Fajardo. This is Dominic Almelor of PTV Ulatbayan Weekend.
00:16Good evening, Sir Dominic.
00:19Colonel, in the report that the PNP will further restrict the security of the filing of COCs,
00:25have we received any warning? Is that why we need to restrict it, Colonel?
00:30Yes, Sir. Our Chief PNP has already given the order to restrict the security measures that we are implementing
00:38while we are in the process of filing the candidacy.
00:42But so far, we have been filing the candidacy for 6 days,
00:47and we have not yet witnessed any untoward incident.
00:50Even though we are not confident, our Chief PNP issued an order to make sure that we maintain our maximum police presence,
00:59especially in the areas where the filing of the candidacy of our candidates will take place in the next election year.
01:10Colonel, how many PNP forces are deployed to monitor the filing of COCs, Colonel?
01:17We deployed nationwide, Sir, around 35,000 to make sure that the filing of the candidacy will be safe and secure.
01:30We are working on the so-called strategic checkpoints.
01:35Of course, we will monitor the crime-prone areas that we cannot neglect.
01:41Our focus now is on the areas where we can monitor intense political rivalries
01:49so that we can avoid any chaos, especially while filing the candidacy.
01:55We are trying to avoid any disturbance to the supporters of our candidates.
02:02Colonel, what is the assessment of the PNP on the first 6 days of filing of the COC, Colonel?
02:08So far, Sir, everything is safe and secure.
02:13We did not record any incidents related to the filing of the candidacy of our candidates in the upcoming elections.
02:22As we said, hopefully, in the next two days, we will not be able to monitor any disturbance.
02:33Our TPNP wishes to reiterate our desire for the filing of the candidacy to be safe and secure in the next two days.
02:44Colonel, regarding the election, have the areas of concern and election hotspots been investigated, Colonel?
02:51We are looking at potential election areas of concern, Sir Dominic,
02:58but we will not release it yet because it needs to go through a sourcing evaluation and assessment by the Joint Security Coordinating Council,
03:07led by the PNP and AFP, along with our colleagues there.
03:12We will investigate the areas that will be included there.
03:16Of course, the election-related incidents of the past elections,
03:22that will serve as our basis if we need to include them in the election areas of concern, Sir.
03:31Colonel, regarding the police who will be proven guilty of being a partisan in the upcoming elections, what will be our advice to them?
03:40We keep on reminding our personnel to refrain from any political activities because we should remain neutral and non-partisan.
03:51After the filing of the candidacy, we will submit the names of the policemen who filed the candidacy, their relatives.
04:03Because it is automatic, they will be removed from their places of assignment
04:09to make sure that they will not use their involvement as policemen to influence the upcoming elections,
04:17especially to the local candidates.
04:20Lastly, Colonel, an additional announcement and a reminder to our fellow countrymen.
04:25Colonel.
04:26Yes, to our fellow countrymen, we are also asking for help and support from them.
04:32We will jointly monitor the filing of the Certificate of Candidacy.
04:39If you are monitoring any suspicious activities in your areas,
04:44do not attempt to approach your police force.
04:47We will jointly ensure that we will have a peaceful and orderly election next year.
04:55Alright. Thank you very much, Police Colonel Gene Fajardo, spokesperson of PNP.
