00:00One of the steps to strengthen the well-being of coconut farmers in agrarian reform communities.
00:07We will discuss this with Director Vaughn Mendoza,
00:11Director for Project Management Service and Support Services Office of the Department of Agrarian Reform or DAR.
00:17Director Mendoza, good afternoon. Welcome to Bagong Pilipinas.
00:21Good afternoon to all our viewers.
00:25Director, we would like to ask for details about the collaboration of the Agrarian Reform and the Philippine Coconut Authority for our coconut farmers.
00:35What are the details of this?
00:36Yes, this is a result of our President's order and our beloved Secretary, Cornelius Chela III,
00:46to look at these convergence activities so that the assistance of each agency will be faster.
00:57For instance, the Department of Agrarian Reform and in convergence with the Philippine Coconut Authority.
01:05Our expectations are high because our initial meetings with the PCA Administrator, the person of Administrator Dexter Buten, have already started.
01:22And our talks are promising because first of all, the interventions are already here.
01:30It's not just a drawing, it's already there and ready.
01:35Plus, you have marginal instructions from our President and Secretary.
01:41So, our expectations are high especially in developing and improving the coconut industry of our country.
01:52Sir, you said that you have already talked to them.
01:55But have you identified the places or can we give the priority of this project to the agrarian reform communities?
02:05Yes, we have.
02:06Initially, this will be implemented around 15 regions, namely Region 1, Region 4A and 4B,
02:19Mimaropa, Bicol Region, and Karaga.
02:27So, covering around almost 30,000 ARBs.
02:32How big is the help of this project to help all the coconut farmers all over the country?
02:40And how many are our coconut farmers?
02:43Well, as of this date, and if I may quote the Philippine Coconut Authority,
02:50in Ganangdar, 30,000 coconut farmer beneficiaries are planting along the coconut-based agrarian reform area.
03:00But according to PCA, the total is around 2.5 million coconut farmers are involved.
03:07So, in short, they are the initial ones to be helped with this convergence.
03:12Because, number one, we will undergo registration because that is the mandate of PCA.
03:21So, we will register our ARBs, our coconut farmers with the PCA Coconut Registry
03:30so that they can be included in the total program intervention of PCA.
03:36Second, we will go through CAPDEV or Capital Development Intensive Program for our farmers
03:44so that they can be strengthened and they can hold on to the program wholeheartedly,
03:54and not just a little bit.
03:57And along with that, we will be providing financial or credit facility.
04:03We have already discussed that as part of DAR.
04:06And we will be proposing a credit facility to support our coconut-based ARBs.
04:21Sir, is this part of the COCO-AID or Convergence on Coconut Assistance for Industry Development Project?
04:26Or is this something else?
04:28Can we just explain what is COCO-AID?
04:31What will it focus on and what is the goal of COCO-AID?
04:35Well, number one, this is a convergence with the Department of Agrarian Reform and the Philippine Coconut Authority
04:42which we intend to target around 30,000 ARBs, Agrarian Reform beneficiaries,
04:48within the coconut areas, coconut-based areas.
04:55And as I've said, this will cover around eight regions.
05:00And we entailed a budget, a proposed budget of around Php 380 million for the whole region,
05:08for the different regions.
05:10That will cover around five years, starting next year until 2029.
05:16According to one statement, DAR and PCA will form a technical working group
05:22to develop a roadmap for this project.
05:26So when do you expect this to be completed and when will this project be implemented?
05:32That's right.
05:33Actually, as we speak, there will be a TWG meeting between DAR and PCA
05:42in our office in DAR.
05:46And we will discuss the nitty-gritty, so to speak, on how to launch.
05:52First is when and how to launch the program in the soonest time possible.
05:58And earlier this morning, on the side of DAR,
06:03we are also meeting all of our partner employees in DAR in covering those eight regions
06:14to inform them that we need to start collating all the data that is needed
06:24to prepare themselves for the eventual launching of the program.
06:29Sir, you mentioned earlier that the budget is Php 380 million for eight regions.
06:35Yes.
06:36But for the whole program, how much did we invest or earmark for the program?
06:42Actually, that is de-projected.
06:44But this is not all cash.
06:48If you look at the program, it's not only PCA.
06:54There is also DA, different bureaus of DA, like Philmec, the DNR.
07:00Because if you go by the details, it's too confusing
07:05because there are component areas that are identified as indigenous areas.
07:15So, it's a bit sensitive.
07:17So, we need the assistance of DNR.
07:20But all in all, the umbrella here is between DAR and PCA.
07:25So, it's a convergence of all effort.
07:28Initially, we agreed in the exploratory talks that this is the only cash equivalent.
07:37But what I'm trying to say is, let's say in the case of Philmec, it can be in the form of machinery,
07:43a land bank in the form of a credit facility.
07:47So, this is the initial amount that we are looking at to eventually launch the program.
07:53Okay.
07:54Can you tell us how our coconut industry is doing now?
07:58I understand that we are one of the biggest producers and exporters in the world.
08:05Yes.
08:06Actually, if I may, I wish to quote coming from the data.
08:14Actually, we are the second largest coconut producer next to Indonesia.
08:18Okay.
08:19And we are the number one in the world on major export, 24 countries export partners.
08:30And with an average of US $2 billion.
08:35So, the potential of the coconut industry is really big.
08:40So, it means that if we can maintain that position,
08:45we are looking around, for instance, export performance of coconut products in crude oil alone is US $1,368,000,000.
08:57In desiccated coconut, it's US $369,000,000.
09:01And refined bleach and oil is around US $339,000,000.
09:06So, it's big.
09:07Yes.
09:08That's what we expect from our farmers.
09:11So, please send a message to our coconut farmers in the country.
09:15Yes.
09:16To our fellow countrymen, I repeat, in accordance with the order of our beloved President
09:22and our beloved Secretary, Conrad Estrella III,
09:26Undersecretary Nina Daduran, our Undersecretary of Support Services,
09:33we are working together to help, not only in the form of lip service,
09:42but also a concrete step to help our coconut-based TRBs and the whole coconut industry for that matter.
