00:00Retired Police Colonel Ruyina Garma pointed out the former President Rodrigo Duterte

00:06who ordered the implementation of a nationwide war-on-drugs model in 2006.

00:14In 2016, when the Quad Committee of the Camera heard the news,

00:18Garma cried out that the model that is said to be related to each drug suspect who is killed in operations was paid.

00:29I received a call from the President, Rodrigo Roa Duterte, at approximately 5 a.m.

00:37instructing me to meet him at his residence in Tuna, Luisana, Pau City.

00:44During our meeting, he requested that I will locate a PNP officer or operative who is a member of the Iglesia Ni Cristo

00:57indicating that he needed someone capable of implementing the war-on-drugs on a national level, replicating the DABO model.

01:18The DABO model referred to the system involving payment and reward.

01:26According to Garma, the DABO model is the system of payment for drug operations

01:33and payment of reward whenever a drug suspect is killed.

01:37It is said that depending on the type of drug suspect,

01:40the amount that can be given is from Php 20,000 to Php 1,000,000.

01:46Garma instructed his upperclassman, NAPOLCOM Commissioner Edilberto Leonardo,

01:53who was instructed by Duterte to form a task force for this.

01:58Leonardo also mentioned to Garma that he already has an outline of the task force operation.

02:05Leonardo is also the one who is capable of joining or removing the name from the narco list

02:12and determine the threat level of this.

02:15He also thinks that Senator Bongo has a role here, who was met by Leonardo.

02:21Garma thought for a week before making the affidavit to submit to the Quadcom.
