00:21At present, several Philippine offshore gaming operators or POGO
00:26continue their operations despite the call to close them.
00:31What are the reasons behind this?
00:35Regarding the legalization of IGLs, Internet Gaming Licenses,
00:39if I'm not mistaken, they're down to 38 or 37.
00:42And they really are winding down.
00:44We don't have a problem with the legalization
00:48because they're complying with the requirements of PAGCOR and the President
00:52to really stop all their operations by the end of the year.
00:55Now, our real problem is the illegal from the get-go.
01:00From the start, they're already illegal and underground.
01:04That's our problem now because we're chasing them all over the country.
01:09I could say that they are between 50 to 100.
01:14Illegals might exceed 100.

02:09All we need is the proactive assistance of the different agencies of the Executive Branch.

02:44because I could not possibly speak for PAG-COR because I am not a PAG-COR official.

02:54And since the deadline given by President Marcos Jr. is approaching
02:59for the total closure of POGO hubs in the country,
03:03what is the challenge that POGO is facing now regarding this directive?
03:09Well, the challenge is that there are a lot of people who are underground.
03:14There are a good number of them and we're having difficulty catching up.
03:20We would like to thank the LGUs and the different agencies of the Executive Branch for their assistance.
03:29That's why we are a bit more compact.
03:31But assuming that there are people left after December 31,
03:36the mandate of our Task Force will continue.
03:40We are part of the Task Force POGO Closure led by Secretary of Justice Remolia.
03:46The Vice-Chair is the Executive Director of PAOC, Secretary Gilbert Cruz.
03:51So we will continue.
03:52Assuming that there are people left beyond December,
03:55we will still go after them and close them down.
03:57Sir, as of now, what support do you and the law enforcement agencies need
04:03for the effective closure of POGO hubs in the country?
04:08We need the help of the community.
04:10Because the community is the eyes and ears of our government and our country.
04:16So if they see illegal activities, we need their help to be able to report it to the LGUs,
04:21to their police officers, to their municipal and city police stations,
04:26and to us, to PAOC, to PNP, NBI, CID, whatever.
04:30At the end of the day, this has to be a whole-of-government fight.
04:33Because if it's just PAOC, PNP, or NBI, they won't be able to handle this big problem.
04:40Sir, what is the update on the last Chinese nationals in Paracale, Camarines Norte?
04:47The last ones in Paracale were inquested last night.
04:51Their immigration inquest is over.
04:54What we are waiting for is the criminal inquest or violation of the Philippine Mining Act.
04:59And other violations of our laws with regards to environmental protection.
05:05Sir, do you see any similarities between the arrested in Paracale and the illegal POGOs?
05:12No, definitely not.
05:14What we caught in Paracale were guerrilla mining operations.
05:17This is the second operation we did against illegal mining run by the Chinese.
05:24We have a lot of reports of illegal mining operations all over the country as the day progresses.
05:34Sir, we have a question here from Louisa Erispe of PTV.
05:38It is mentioned that there are four other POGOs in the country.
05:45Do we have a lead if these POGOs are in the Philippines and are authorities looking for them?
05:52Yes, we have.
05:54Most of them are Chinese and we've got a few who are Malaysian, Malaysian-Chinese.
06:02We have a lead and we are currently monitoring them.
06:05We are just developing enough cases to apply for search warrants and mission orders so we can catch them.
06:15In the next few days or weeks, we might be able to catch all of them.

06:22Is it possible that these financiers are also part of the POGOs who are funding?
06:30Yes, yes. They are really POGOs and junket financiers.
06:34Our evidence against them is solid because we have been monitoring them for a long time.
06:40I'm sure it's not just four of them. There are others who are with them.
06:44But so far, we have been monitoring four of them.

06:51Earlier, you were inspecting the IGL in Binan, Laguna.
06:56What happened to the operation?
06:58We are here now. We are inspecting the new wave technologies.
07:05This is the IGL that we caught last time, Lin Shun Han.
07:12When we arrived here, all the possible evidence, including the BPLO of Binan and the POGOs,
07:22they conducted a regulatory visit and an inspection visit.

07:34What's saddening is when we looked at the areas, all the computers and hard drives are gone.
07:41It means that the evidence of their illegal activities is gone and we can't get anything.

08:01Unfortunately, they don't understand because they are insects.
08:05But with regards to the community, if you see activities like this, many foreign nationals, not tourists,
08:15inform your local government units, PNP and NBI.
08:22To the owners of properties, apartments, condos, buildings, commercial facilities and so on,
08:29please make sure that you do your due diligence.
08:32If we were able to prove that you allowed your facilities to be used for illegal activities,
08:38we will lock you up. We will file a civil forfeiture to get your properties from the government.

08:48How is the news that the Filipinos are taking over the POGOs?
08:52Do you have a message for them?
08:55It is necessary for the POGOs. There are Filipinos who are taking over some scanning operations.
