00:14Good afternoon to you.
00:18Good afternoon, Usec Edu and Usec Nina.
00:22Asek, first of all, for our countrymen to understand
00:25what is the basis of this 20% discount for PWDs in our country?
00:33Usec Edu, the basis of this is Republic Act No. 10754
00:38or the law that extends the benefits and privileges of people with disabilities.
00:44So, Republic Act No. 7277 or the Magna Carta of Persons with Disabilities
00:52states that the establishments that sell products and provide services will be given a 20% discount
01:01and they are also exempted from the 12% VAT.
01:05So, this is the legal basis, Usec Edu.
01:10What is the correct use of this discount for group setting and individual consumption?
01:18Usec Nina, for individual consumption, persons with disabilities can use this.
01:24For example, they went to an establishment or restaurant
01:28and it is very clear that they are using it alone.
01:31So, definitely, they can avail the 20% and the VAT deduction
01:36based on the total cost of the price of the food that they avail.
01:41For group setting, if a person with disability has a solo order,
01:46only that will be given a 20% discount and VAT exemption.
01:51If all the food that is in order is for one group,
01:55the amount that is in order should be divided and commensurate with the order
02:01or the exclusive consumption of persons with disabilities.
02:05For example, if there are five persons, it will be divided into five.
02:09So, only one portion will have a 20% discount and then exemption from VAT.
02:21Alright, thank you for clarifying.
02:23Glenda is really a partner that you need because many of our PWDs
02:28have not yet understood the group setting and what their claim is.
02:32The total bill deducted is 20%.
02:35To clarify, Glenda, what are the limitations of using this discount card
02:41that is included in the Magna Carta for PWDs?
02:46Maybe we should know where we can apply the 20%.
02:52We have a special discount of 5%.
02:56So, for the 20% discount, it will only be available on medicines and medical supplies
03:04subject to the guidelines of the Department of Health,
03:07Administrative Order No. 2012-007.
03:12So, professional fee of attending physicians in all private hospitals,
03:17medical facilities, outpatient clinics, and home healthcare services.
03:23Professional fees of license help providing home care services.
03:28Medical and dental services diagnostic.
03:31Laboratory fees in all private hospitals, medical facilities, outpatient clinics.
03:38Actual fare for land transportation, travel in public utilities,
03:43including domestic air transport services, and sea shipping vessels.
03:49Utilization of services in hotels and similar lodging establishments,
03:54restaurants, and recreation centers.
03:57Admission fee for theater, cinema, concert halls, circuses, leisure, and amusement.
04:06Food, drinks, desserts, and other consumable food items.
04:11Funeral and burial.
04:13So, that is the only coverage of 20%.
04:16The 5% is for basic necessities or prime commodities.
04:22So, that is the limitation of our discount.
04:25They can see this on our web page of NCDA,
04:30what is entitled for 20% and what is entitled for the 5%.
04:36So, what is the implication of this for restaurants and service providers
04:41for their group consumption including PWD?
04:48Siguro po, marapat lang po na maging aware at maging accommodating po
04:56ang ating mga restaurants and establishments sa pago-honor po
04:59ng persons with disabilities ID cards.
05:02And i-determine po nila na halimbawa man even if ang isang person with disability
05:07ay um-order siya ng group meal.
05:10Pero nakita naman nila, lalong-lalong kung dine-in,
05:13made-determine naman nila na exclusive availment and enjoyment
05:18of persons with disability.
05:20Kahit group meal yan, siya lang yung nag-consume.
05:22Then, kinakailangan po, total cost po yung ibigay po nila po
05:27para sa persons with disability.
05:29So, yung determination po lies with the establishment.
05:33Pero yun nga po, pag napatunayan na talaga namang
05:37si persons with disability lang yung nag-consume,
05:40even if it's a group meal, kinakailangan po ay ibigay po ito
05:44ng ating mga establishmento.
05:46As in Glenda, balikan natin ng issue ng regulation dito sa pag-issue ng PWD IDs.
05:53Alam natin, nakatalaga ito sa local government.
05:58Paano natin na-regulate?
06:01Alam natin, may mga napeke pa rin yan.
06:03May mga for sale yan na fake IDs na talaga na-abuso.
06:07May mga habang ba tayo sa NCDA para sugpuin yung mga ganung peking IDs?
06:15Yung SEC-EDO, tayo ay very closely nakikipag-coordinate
06:19sa mga persons with disability affairs offices.
06:22So, tinuturoan natin sila, binibigyan natin sila ng technical assistance
06:26regarding sa pag-issue ng ID po ng ating mga persons with disability
06:33para yung talagang presumption ng regularity ng pag-issue ng ID ay naroon.
06:39Nakikipag-partner din po tayo sa mga establishment
06:43para po bantayan ang ating mga ID na nagsisirculate
06:49at tumatawag po sila sa mga PDO offices para po i-report
06:52kung meron silang nakikita ng mga fake na mga IDs.
06:56So, kailan lang po nakipag-meeting po tayo sa mga ilang local chief executive
07:01lalong-lalo na po dito sa National Capital Region
07:04para po magkaroon ng hotline ang mga PDO offices na kung maaari ay 24 hours
07:10kasi yun lang po yung way para po ang mga establishments naman po
07:13ay ma-validate po ang authenticity ng ating mga ID.
07:18Sa lower house po meron po tayong pending deal regarding the universal design of ID
07:24na ang nakalagay po doon ang mag-i-issue sana ay ang NCDA.
07:29So, we're working closely po dito sa Congress regarding dito
07:34at meron po tayong hearing sa October 22 sa Technical Working Group on universal ID po.
07:42Bukod po dito sa 20% discount, may iba pa po bang benefits at discounts
07:48na maaaring ma-avail ng ating mga PWDs katulad po nitong 20% discount?
07:55Yusek Mina, meron tayong JMC No. 1 Series of 2022.
08:00Na-inamend naman ngayong 2024 ng JMC 24-02. Ito yung sinabi ko kanina na 5% sa basic and prime commodities.
08:10So, dati yung cap noong 2022, meron kang cap na within a month na P1,300.
08:19So, every week kinakailangan may mababawa sa mga binibiling prime commodities and basic commodities P65.
08:29So, for this year tumaas yung cap, naging P2,500 siya.
08:34So, every week senior citizen or persons with disability can get as high as P125 per week.
08:47So, a total of P500 for basic and prime commodities.
08:51Meron po tayong mga local ordinances na nagmumula sa LGUs na nagbibigay ng special privileges.
08:56Pero ito ay nagmula sa savings or programs ng ating mga local government unit.
09:03Meron din naman po tayong automatic na registration or membership ng persons with disability sa ating Peel Health.
09:11Meron din po tayong mga disability support services na ibinibigay po nila.
09:16Diyan po sa opisina nila, USEC-EDU, sa aming mother agency, ang DSWD.
09:22So, nagbibigay po tayo ng financial assistance, medical assistance, and then auxiliary or augmentation po.
09:29Ito po yung mga gadgets na kinakailangan ng mga persons with disability.
09:33Katulad ng mga prosthesis, hearing aid, canes, and wheelchairs po.
09:38So, madami po na na-avail ang ating mga persons with disability.
09:43Alright. Mensahin nyo na lang po si Glenda sa ating mga kababayang PWD na nakatutok sa atin ngayon.
09:51Una sa lahat, maraming salamat ni USEC-EDU and USEC-NINA for giving us this opportunity
09:57na i-clarify po yung tungkol sa 20% discount and other discounts.
10:02Kailang lead agency po para sa disability sector, ang NCDA po ay bukas na tumatanggap ng mga tanong,
10:08sugestion, at mga reklamo patungkol po sa issue ng discounts at iba pang violation po sa mga karapatan ng persons with disability.
10:18Makakaasa rin po kayo na kami ay patuloy na kumakausap sa ibang mga ahensya at mga institusyon
10:24upang gawing mas inklusibo ang mga pulisiya at programa para po sa sektor ng may kapansanan.

10:55Paglilinaw ng Manila International Airport Authority tungkol sa VIP Service Protocols
11:10at ang paghahanda nito bilang airport regulator,
11:13ating pag-uusapan kasama si Atty. Chris Bendijo,
11:17ang tagapagsalita at head executive assistant ng Manila International Airport Authority.
11:23Atty. Chris, magandang tanghali po.
11:29Ano ba ang nagtulak sa MIAA para maglabas ng paglilinaw tungkol sa VIP Service Policies na ito?
11:38Yes ma'am, there was a clarification only on the part of MIAA dahil ito kung VIP Service na ito,
11:47this will now be handled by NNIC already bilang operator ng ating terminal.
11:52And in one of the press releases, there was misinterpretation siguro na sinasabi doon
11:59na for P800 if you avail of the VIP services, mababaypas po ang airport processes.
12:06So we had to clarify that even before when MIAA was handling the VIP services,
12:12wala pong pagbabaypas na nangyayari sa ating airport regulations.
12:17Even if VIP po kayo, mag-avail po kayo ng VIP services,
12:21dadaan pa rin po tayo sa customs, immigration, quarantine and security protocols ng ating airport.
12:27Alright, salamat sa paglilinaw. Further clarification siguro Atty. Chris,
12:32ano po ba yung mga purpose, original purpose talaga at features nitong meet and assist service
12:37na binibigay ng MIAA at ano po magiging pagbabago dito
12:42sa ilalim ng pamumuno ng new IA Infrastructure Corporation?
12:47Originally, USEC, ang VIP services natin was a free service.
12:51This was extended as a courtesy for other government and other states.
12:56Para pag meron tayong mga dignitaries or visita, this was the VIP service that was extended to them.
13:02It slowly evolved into a payable service and it was open to the public,
13:06kung sinong may gusto mag-avail ng VIP services.
13:09Before, when it was MIAA hunting it, meron po tayong assistance patungkol sa baggage ng ating VIP passenger.
13:17Yung ating VIP passenger would also have access to the VIP lounge.
13:21At meron nga po siyang parang magiging guide.
13:24Kasi sa aming mga historical records, yung po nag-avail itong kadalasan either yung mga first time traveler,
13:31yung pong mga medyo sikat na personalities para meron po silang parang kasama sa ating paliparan,
13:37at pati rin po yung mga advanced in age na gusto po na may kasamang magpubuhat na kanilang mga bagahe.
13:43Now, with respect to the turning over to the new NAIA INPRA Corporation,
13:48I think it's their intention to sort of discourage itong pag-a-avail ng VIP services
13:54because with the introduction of their technology, their renovations, their improvements,
13:59ang hangarin po nila ay hindi na po mga ngailangan ng VIP service.
14:04Because mababawasan na po yung queuing, bibilis na po yung ating mga proseso,
14:08there will be no need to avail of VIP services na lang po.
14:12But in the very rare occasions that we will still avail, they have increased the premium to P8,000 po.
14:19Sir, magkano po uli?
14:21Question, kung ikaw ay ordinary yung mamamayan, hindi ka artista, hindi ka official or dignitary or politiko,
14:29pwede bang mag-avail yan basta magbayad sila? At magkano nga uli?
14:34Tama po yun ma'am. It is open to the public if they will be paying the premium of P8,000 po.
14:41Okay.
14:43Alright, salamat sa clarification.
14:45Atty., ano po ba yung mga hakbang ng MIAA para may iwasang maabuso itong ganitong meet and assist services
14:54ng MIAA noon bago paman ang naging pagtaas ng presyo nito?
15:01Even before sir, ito pong ating meet and assist, there's only a selected office that will handle meet and assist.
15:11At sila po yung makikita nyo noon na nakapurple na coat.
15:15At present, we will turn over to NNIC.
15:18They have also limited the individuals who would be able to provide this service.
15:23Kung kaya very limited rin lang po talaga ang mag-a-avail ito.
15:27At the same time, we have to consider also and balance yung security na kailangan nating gawin.
15:33At sa ganun, hindi naman po maabuso itong meet and assist service natin.
15:38Paano natin masisiguro na hindi ito maaabuso ngayon na mga pasaherong may kakayahang magbayad ng malaki para sa VIP service?
15:48In this case, 8,000 per person.
15:51So kahit po bata, may senior citizens discount ba yan?
15:56Tama po yan.
15:57If the senior citizen would still avail of the VIP service,
16:01una-una po meron na po siyang automatic service mula sa airlines for assistance kapag tayo po senior citizen.
16:07But in the event that they will avail of it, the discount extended to senior citizens will still be offered.
16:13Ito naman po ginagawa ng NNIC towing mag-a-apply po tayo for VIP service.
16:19I think it undergoes a screening process also.
16:22They also evaluate itong nagre-request kung mayroon pa bang ibang considerations.
16:27And in such instances, lumadaan din po siya sa security processing.
16:32So ito po yung mga pamamaraan nila para ma-regulate itong meet and assist service.
16:36Again, their intention really is maybe in a few years' time,
16:40wala na po mag-a-avail ng VIP service dahil the entire process sa ating airport will be expedited na po.
16:47Alright.
16:48Atty. Chris, sa ngayon naman po, ano yung paghahanda ng MIA para sa bagong role ninyo as airport regulator?
16:54Para sa kaalaman ng ating mga kababayan, ano po bang pagbabago when it comes to policy and operations ng paliparan?
17:03Tama po yun. We just completed a three-day workshop with ADB
17:08as we identify and we also absorb itong ating magiging bagong role as regulator.
17:16Dati po, kami po ang nagpapatako ng ating paliparan.
17:20Dito rin po, tayo naman ang mag-o-observe sa nagpapatako ng ating paliparan. Ito yung NNIC.
17:26At doon sa ating concession agreement, may nakapalo po ditong key performance indicators.
17:31Magiging trabaho na po ng MIA na bantayan na tutugunan po ito ng NNIC.
17:37Ito rin po ang ating kagampanan ito.
17:39Pagdating po sa ikawalong taon ng concession agreement, ito rin po ang magiging basihan
17:44kung mag-e-extend pa po ng additional 10 years ang kontrata with NNIC.
17:48At kung hindi naman po nila ito nagagampanan, ang kanilang kontrata ay mananatili ng 15 taon po lamang.
17:54So, marami pa po tayong ginagawang activities.
17:57For instance, meron tayong nakaschedule pang training sa ating magiging electronic data system
18:04kung saan magkakaroon ng palitan ng komunikasyon between the private concessionaire and MIA.
18:09We are familiarizing ourselves with this new technology.
18:12And of course, just this morning, we convened yung project management team
18:17at nangsa ganun, bawat departamento ng MIA ay may tungkulin na babantayan,
18:22may key performance indicator na babantayan,
18:24at nangsa ganun ay masigurado nating matutugunan ng ating private concessionaire ang concession agreement.
18:30Paano po sa ngayon binabalanse ng MIA at NNIC ang kaligtasan, seguridad,
18:36at professionalism sa lahat po ng airport services nito?
18:41Madalas po ang ating coordination with NNIC.
18:45We have to admit that even before the turnover, marami na po tayong coordination meeting.
18:51Parang meron po nangyaring shadowing.
18:54Meron po tayong security division. Sa NNIC din po, meron din po security division.
19:00At madalas po naguusap ang dalawang panig na ito.
19:03At nangsa ganun, masigurado natin na smooth yung transition.
19:07Ngayon na nag-ooperate na po ang NNIC, patuloy pa rin po ang dialogong ito.
19:11At dahil meron din po mga responsibilidad nakapaloob sa ating concession agreement,
19:17kung kaya talagang minamarapat po namin madalas ang pag-uusap with NNIC,
19:22para masigurado po natin wala po tayong nakakaligta ang obligasyon sa loob ng ating concession agreement.
19:28Alright, Atty. Chris, mensahe o paalala nyo na lang po sa ating mga kababayan mula sa inyo sa MIAA.
19:36Mula po sa MIAA, galing po sa ating general manager na si Eric Ines,
19:41kami po ay nagpapaalala na bilang sa pagtugun namin sa aming bagong role as regulator,
19:48makakaasa pa rin po ang ating publiko na tayo ay handang makinig at maglintod sa ating mananakay sa palipara.
19:54Kung meron pa kayong naisiparating o reklamo, opinion, or reaction sa mga bagay,
19:59sa mga developments na nangyari sa ating paliparan,
20:01pag po kayong mahiyang lumapit sa amin, at amin po itong ipaparating din sa ating private concession agreement.
