Digital skills: Education Ministry plans to add 400 more hybrid classes next year

The Education Ministry plans to expand its hybrid class pilot project to an additional 400 classes next year, aiming to enhance digital skills in selected schools across both urban and rural areas, Deputy Minister Wong Kah Woh told the Dewan Rakyat on Wednesday (Oct 16).

00:05Malaysian education community is always committed to implementing education reform.
00:12The Malaysian Education Development Plan 2013-2025 has included 11 points, including point 7,
00:21which is to make use of ICT to improve the quality of education in Malaysia.
00:26Last year, the Digital Education Fund was launched on 28 November 2023.
00:33Once again, it has strengthened the implementation of the PBPM 2013-2025
00:39in an effort to create a digital fast-safe generation
00:42without competition, using digital technology in a collaborative, creative, innovative, responsible and ethical way.
00:50The KPM has certified digital students' skills through the Digital Competency Score, or DCS.
01:00The achievement of digital students' skills in 2023 shows that
01:06the average score of urban students is 3.24 points
01:14compared to the national average score of 3.31 points.
01:20Meanwhile, the average score for urban students is 3.34 points.
01:29So there is a gap between our students in the city and outside the city.
01:36The KPM has always recognized the importance of improving the digital education ecosystem
01:43so that it is complete and conducive in all schools, including schools outside the city.
01:49Through four levels of infrastructure and infrastructure development,
01:56based on digital education,
01:58the KPM has also developed digital skills in the learning ecosystem,
02:05namely the RINTIS hybrid class has been implemented in 110 selected educational institutions,
02:12including schools outside the city.
02:14This includes 550 classes starting in 2021,
02:20and this smart class is equipped with digital equipment such as a smart board,
02:26smart TV, camera set, voice recorder, etc.
02:30Next year, in 2025, the KPM plans to expand this project to another 400 classes,
02:39including selected schools in the city and outside the city.
02:47In terms of internet access,
02:49the KPM has implemented a new internet access program for July 2024
02:55until June 2025, including schools outside the city.
03:00And specifically for schools outside the city,
03:03the KPM has employed a total of 367 teacher activities centers
03:09and 16 educational resources and technology sectors,
03:13state universities throughout the country,
03:16including outside the city, as a center of excellence
03:19with the permission of the Center of Excellence
03:21for digital education initiatives since 2022.
03:26And this project has been completed this year,
03:29involving a total of RM44.6 million.
03:35Indeed, the development of digital teacher competence
03:38is one of the important focuses and pillars under the basis of digital education.
03:45And in that, Ms. Timbalan Speaker,
03:49the development of teacher professionalism in relation to digital education
03:54has always been prioritized.
03:57And earlier, Mr. Matledang mentioned about the level of digital teacher competence,
04:03which is at a basic level in 2021,
04:06at a level of more than 50%.
04:10I would like to give a little update here
04:13about our digital teacher competence level,
04:16which is the exercise or this series is done every year.
04:21And as of September 30, 2024,
04:26a total of 364,579 teachers have been selected
04:33and they are in the next stage, 6,338 people,
04:38together with 1.73%.
04:41For the basic level, it has dropped to 23.61%.
04:48So we see a leap to develop digital teacher competence.
04:57So the basic level is 23.61% together with 86,062 people.
05:04And they are in the middle stage, the largest group,
05:0874.66% together with 272,179 people.
05:16And at the same time, KPM also recognizes part of the teachers
05:25who are in the next stage as digital teachers.
05:29That is, as of September 30, 2024,
05:32a total of 810 teachers have been recognized as digital teachers
05:40who are experts in digital education technology integration
05:47and provide support and guidance to local teachers.
05:51We do it by training the trainers with permission.
