00:00Suspended Porac Mayor Jing Capil and other current and former officials of the city filed a complaint with the Graph and Corrupt Practices Act.

00:09This is the result of their roles to operate the company that runs the illegal fireworks in Pampanga.

00:29After being suspended by the Ombudsman for 6 months,

00:32a complaint filed with the Graph and Corrupt Practices Act

00:35against Suspended Porac Mayor Jing Capil and other current and former officials of the city filed a complaint.

00:42The PNP-CIDG and the Presidential Anti-Organized Crime Commission filed a complaint against Capil

00:49and other current and former officials of Porac

00:53for their actions to operate Lucky South 99 in Porac.

00:58They are the ones who approved the business permit that Lucky South is not qualified to operate in Pogo.

01:04If you look at the application forms, they are blank but they are processed.

01:09The primary purpose of Lucky South is outsourcing, not Pogo.

01:15This is against its primary and secondary purposes.

01:20Vice Mayor Francis Tamayo is also included in the complaint.

01:24The head of the Business Permits and Licensing Office of the City is Emerald Vital

01:28and seven other councilors who sat in the City Council.

01:31A witness is also present in the filing of the complaint.

01:35He is a eyewitness who can see those personalities going to Porac and Lucky South

01:42but not on a regular basis, but on a monthly basis.

01:49This complaint will also go through the evaluation process of the National Prosecution Service

01:54before it is sent to the Preliminary Investigation.

01:58But because public officials are included, the Office of the Ombudsman also submitted the case.
