00:00Lower house solons are particularly concerned over the possible use of confidential funds
00:05to finance the supposed reward system under the Duterte administration's war on drugs.
00:11For the part of the upper chamber, a lawmaker believes a parallel investigation is in order

00:33The House Quad Committee has no problem with the Senate's plan to conduct its own
00:37investigation into former President Rodrigo Duterte's war on illegal drugs.
00:42However, Senator Bato de la Rosa should not head the probe or even recuse himself of
00:47Quadcom co-chair Bienvenido Abante Jr. said to ensure fairness and impartiality.
00:52He became the director general of the Philippine National Police during the time of
00:59the former president. Just imagine, he was only a brigadier general, all of a sudden,
01:05he became a major general and a director general. So I would think that he would be more biased than
01:17actually balanced in that hearing. Senator de la Rosa had earlier opposed the hearings
01:24being conducted by the Quadcom. In a parallel investigation yet to be scheduled,
01:29he said he would personally summon former President Rodrigo Duterte.
01:33For his part, Senate President Pro Tempore Jinggoy Estrada expressed his positive sentiments
01:49on a parallel probe in the Senate. He said to ensure justice and transparency,
01:54it is important for the former chief executive to participate to shed light on the issues being
01:59thrown against him. For now, one of the issues the House Quad Committee ought to investigate
02:04further is the money trail related to the alleged reward system during the Duterte government's
02:09all-out war versus illegal drugs. Some congressmen suspect confidential and intelligence funds of the
02:15former president may have also been used to finance operations and incentives. In the testimony of
02:21former PCSO general manager and retired police colonel Llorina Garma, she revealed that cash
02:26rewards were allegedly given to police officers every time they killed a drug suspect and that
02:31the reward money was routed through banks. Because of this, the Quadcom is seeking help from the
02:37Anti-Money Laundering Council and the Commission on Audit, and this issue is also up for discussion
02:42in the next hearing. We'd like to find out how much confidential funds were obtained
02:48in the years that the former president was president.
