Is Elon Musk's $1 million giveaway for voters to sign petition legal?

00:00Let's go! Elon Musk, who's the billionaire founder of SpaceX and Tesla and the owner of
00:07X, formerly known as Twitter, announced that his super PAC, which is called America PAC,
00:13announced that he's going to begin giving away one million dollars a day to people who register
00:19to vote in a battleground state and sign his petition. If you already believe in the Constitution,
00:24you're just signing something you already believe and you can win a million dollars.
00:27That's awesome. The petition says that you support the first and second amendments of the
00:32Constitution and Musk is casting it as a very common sense thing that people should very easily
00:38be able to agree to. The hinge point, the requirement, is that you be registered to vote
00:43in one of the battleground states. The issue with Musk's million dollar giveaway, according to
00:49election law experts I spoke with, is that it's illegal to pay people to vote or register to vote
00:57and because the fine print of the petition that people are signing to enter to win the million
01:05dollars requires you to be registered to vote. Now the experts I talked to said this kind of
01:10walks up to and just edges over the line, the legal line. It's a little unclear what Musk's
01:17attorneys and what the super PAC says about the legality of the giveaway. We've reached out to the
01:23PAC and have not heard back from them about it. The Justice Department has declined to weigh in
01:29about whether they'll pursue an investigation or bring any possible charges, but Musk has said that
01:35he'll continue to give out a million dollars a day to people who are registering and signing
01:40his petition from now until the election on November 5th.
