00:32Well, at 11 p.m. last night, we felt the strong rain.

00:50And then, eventually, this afternoon, it was hot here.
00:55In the northern portion of the province,
00:59they felt 30 to 40 kilometers per hour wind speed.
01:08And it stopped a bit this morning.
01:11Somehow, in the pre-disaster risk assessment that we did earlier,
01:17the forecast of the forecast earlier was that
01:24we will feel the effect of the typhoon, the tropical storm Christine.
01:42And it might raise the wind signal to signal number 3.

02:48it hit Pena Blanca.
02:53So our preparedness, based on that, is the same preparedness as we have in place
03:00during the time of Julian, of which our seven quick response stations
03:09that are strategically located in the province,
03:13are pre-deployed and in place there, our land and floating assets,
03:21together with our quick response personnel,
03:26as well as the engineering fleet of the province,
03:30of which it is located in Pamplona, Lalo, Gunsaga, Bagao, and Tugagarao,
03:38are also in place.
03:40The same way, since we did not evacuate during the time of Julian,
03:48the food and non-food items are still in place from the barangay, local government,
03:56and also from the provincial government.
03:59And as of now, the operational period briefing of our incident management team is ongoing,
04:08where the pre-deployment of our assisting agencies from the uniformed personnel,
04:15from the AFP, PNP, BFP, Coast Guard, and the Marines,
04:20we actually are facing three secondary hazards because of Tropical Storm Christine.
04:33We are preparing the flood, rain-induced landslide, and the threat of storm surge.
04:41So, because of those three hazards, we will be deploying our assisting agencies,
04:49especially to our coastal municipalities,
04:52and on the areas that are highly susceptible to floods and rain-induced landslides.
04:59How is your coordination with the local governments regarding the possible impact of Tropical Storm Christine?
05:07What are the details of this?
05:12Yes.
05:15Although, we have been in close coordination since Monday
05:23on the actions that needs to be taken by the local dreams.
05:27But somehow this morning, the chairman of the Provincial DRM Council has issued a PDRM advisory.
05:39Since we are now on red alert and under Charlie Emergency Response Protocol
05:47to implement the forced evacuation of areas that are highly susceptible to floods and rain-induced landslides.
05:58And also, those coastal barangays must have a forced evacuation.

06:17Yes. To our fellow countrymen in Metro Manila or Cagayan,
06:25don't worry. We are prepared.
06:30Our local governments are well prepared. Everything is in place.
06:35Somehow, knowing that we are the catch basin here in Region 2,
06:40all the waters that come from Vizcaya, Quirino and Isabela,
06:45we will catch them.
06:47The same way, the rains that will fall in Caraballo Mountain Range, Apayao and Cerramadle,
