00:00One of the most flooded areas in the Bicol region is the Camarines Sewer
00:07where it rained for almost 3 months for 24 hours.
00:13From Naga City, we are live with John Consulta.
00:18John, how is the situation there?
00:20Well, the flood hit Naga City after the Christine Flood hit their city.
00:34Floods were pouring in our area last night as the Christine Flood approached the Camarines Sewer.
00:45The water was so strong that some motorcycles and eight-wheeled vehicles could not move.
01:04Many houses near the road were suddenly flooded.
01:08That is why they were dispatched to ask for help from the rescue units.
01:15In this cellphone video, you can see the water level rising in a subdivision in Naga City.
01:20They were asked to ask for help.
01:26The next day, this is what happened to the residents.
01:29Vehicles, SUVs, and cars were piled up like matchboxes.
01:36According to the residents, there was a flash flood in the middle of the rain.
01:43The vehicles that came from that area,
01:47were picked up and brought to this area.
01:52They were piled up here.
01:54Some of the vehicles were already floating.
01:58That is why we were trying to pull them out.
02:03These three vehicles that came from the subdivision that was hit by the flash flood were brought to the river.
02:09They were brought to Naga City LGU.
02:13First of all, the river swelled.
02:18The concrete fence was broken.
02:23Because of that, the water entered the subdivision.
02:29Around 30% of the entire territorial jurisdiction of Naga was flooded.
02:38Around 70% of our population was affected by the flood.
02:48First time. This is unprecedented.
02:52All of the houses were flooded.
02:55There was a mix of white.
02:57That is why they were forced to go up to the second floor to be saved.
03:00According to Naga LGU, even though it is usually flooded when there is a flash flood,
03:04they only experienced the heavy rain that fell on 24 hours of continuous rain.
03:12By around 2 o'clock or 1 o'clock in the morning,
03:16there was 700 millimeters of accumulated rainfall.
03:22Meanwhile, the normal or monthly average rainfall of Naga is around 230 to 235.
03:31So, almost 2.5 months of equivalent rain that fell within 24 hours.
03:39Let's add, because Naga is a part of the Bicol River Basin,
03:45the flood water of Albaay, of Rinconada,
03:50entered the city of Naga.
03:55It was a combination of flash floods at the same time,
03:59the volume of water,
04:01what happened was very abnormal.
04:03What happened in the city of Naga is very much similar to what happened in Metro Manila in Ondoy.
04:10We are used to floods up to Bewang,
04:13that is why our trucks,
04:15actually we are prepared with heavy equipment,
04:21but this is what is not good,
04:23what happened is that even our 6x6 trucks,
04:28they were not able to go to the rescue areas.
04:34For now, Naga needs a lot to recover,
04:38especially when their number of evacuees reached 30,000.
04:42We need additional rescue equipment,
04:45we need additional rescue boats,
04:47the need for food,
04:49because now almost all of our families are closed,
04:56because they are still drowning in the flood.
04:58Of course, the housing equipment,
05:00because there are a lot of houses that will surely need to be built.
05:09At this time, Mel, there is still no electricity in the entire city of Naga,
05:16and some establishments, like the one behind me,
05:19are just running their generator sets.
05:22And for now, it is difficult to buy basic needs and supplies,
05:27because a lot of establishments are still closed until now.
05:31That is the latest.
05:33John, on social media,
05:35you know, there were a lot of requests and appeals for help.
05:38A lot of people were trapped in their homes
05:42because of the heavy rain.
05:44Is there an update on that?
05:46What about the residents who were not rescued there?
05:54Yes, Mel, we actually got footage of the deployment.
05:58The Philippine Army helped here,
06:01and the Philippine Coast Guard also rescued people
06:05from different cities and municipalities here in Camarinas Sur.
06:10And from what we got,
06:12the number of evacuees is huge, Mel.
06:1530,000 in Naga City.
06:20That's where they are.
06:22And from what we know,
06:26it is possible that this number will increase in the coming days.
06:28But what is clear here, Mel, is that the need is huge.
06:31Not only in Naga, but in the entire province of Camarinas Sur,
06:35in food, relief goods, and help,
06:37so that our fellow countrymen here
06:40can reach their homes
06:43because of the heavy rain, Mel.
06:46Thank you very much, John Consulta.
