00:00Good afternoon, let's first update on our monitor, Bagyong Leon, with an international name, Kongray.
00:09This is our latest satellite image, we can see Tropical Storm Leon,
00:17it is at a distance of 1,000 kilometers east of Central Luzon.
00:21It is carrying a strong wind of 75 kilometers per hour
00:25and a storm of 90 kilometers per hour.
00:29It is moving in the direction of Canluran at a speed of 20 kilometers per hour.
00:34At the moment, the southwesterly wind flow is affecting the canlurang part of southern Luzon and Visayas.
00:41And this southwesterly wind flow, we expect it to bring heavy rain and flurries,
00:47flooding and landslides in the western Visayas, Negros Island region, in the Palawan and Occidental Mindoro.
00:55Meanwhile, the trough or the extension of Tropical Storm Leon
01:00will also bring flurries, floods and landslides in Meikat, Anduanes.
01:05Our colleagues in the Regional Services Division will continue to issue rainfall advisory,
01:11thunderstorm advisory or heavy rainfall warning if necessary.
01:16This is Leon's latest track, we can see this yellow-orange area,
01:23this is the strong wind area, at least 39 kilometers per hour.
01:28And this enclosed area, this is what we call the area of probability or cone of probability.
01:36So the center of the storm can lie here, wherever this area of probability is.
01:45So we can see, for today, this Leon, it is possible for the canlurang direction to move
01:52before the northwest direction on Monday and Tuesday.
01:57And when Wednesday and Thursday comes, it is possible for it to move to the north-northwest direction.
02:04We can see in our latest track that this Leon will remain far from our landmass.
02:12Although we are not yet removing the possibility of tropical cyclone wind signals rising in the next few moments.
02:20And then it is possible for Leon to pass close or landfall in Taiwan or in the southwestern portion of Ryukyu Island.
02:30So its shift to the canlurang is still possible.
02:34And we can see, because the other areas of extreme northern Luzon are also within our area of probability.
02:42So we will continue to update and hope for updates on this Leon's track.
02:52We hope that Leon will be strong in the next 24 hours.
02:57By tomorrow, it is possible for this to be a severe tropical storm.
03:02And when Tuesday comes, it is possible for this to be in the typhoon category.
03:07It is also possible for Leon to undergo rapid intensification.
03:12For the strong winds, we expect that the signal number one is possible to rise
03:19in the portions of the Cagayan Valley and northeastern portion of the Bicol region,
03:24early yes, tonight, or the latest, by tomorrow.
03:28The highest wind signal for Leon is signal number one or two.
03:35It depends on how close it is to our country.
03:39We also hope for strong winds today in Palawan, Romblon, Catanduanes, Sorsogon, Masbate,
03:47a large portion of Visayas, Dinagat Island, Surigo del Norte, and Camiguin.
03:51By tomorrow, strong winds in Batanes, Babuyan Island, Batangas,
03:57a large portion of Mimaropa, a large portion of Bicol Region, Visayas,
04:01a large portion of Mindanao, and a large portion of Caraga Region.
04:06On Tuesday, strong winds in Aurora, Metro Manila, Calabarzon, Mimaropa, Bicol Region,
04:13Visayas, Dinagat Island, Surigo del Norte, and Camiguin.
04:18For the strong rains, we still do not have heavy or weather advisory,
04:26but in the next few days, we may issue a weather advisory.
04:34We hope that, depending on how close Leon is,
04:38its outer rainbows may affect the extreme northern Luzon,
04:42as well as the eastern part of the Luzon area.
04:46Furthermore, this southwesterly wind flow,
04:50which was first influenced by Trami or Christine,
04:54may continue to be influenced,
04:57which is why it is raining in the western section of the southern Luzon, Visayas, and Mindanao.
05:04What do we expect in coastal waters?
05:07It is possible that moderate to rough sea conditions,
05:12and then up to 4 meters here in the seaboard of Batanes,
05:16up to 3 meters in the seaboard of Calayaan Islands, Babuyan Islands,
05:21northern and eastern seaboard of Mainland Cagayan Valley, and Catanduanes.
05:25So, the small boats or motor boats,
05:30if possible, do not sail because the ocean will be unstable.
05:35Up to moderate sea conditions, up to 2.5 meters,
05:40in the western seaboard of Palawan, Batangas, Bataan, Zambales,
05:44seaboards of Occidental Mindoro, Pangasinan, La Union, Ilocos Sur, Ilocos Norte, Aurora,
05:49Northern Mainland Quezon, Camarines Norte,
05:52northern and eastern seaboard of Polilio Islands, Camarines Sur,
05:56Northern Samar, eastern seaboard of Albay, Sorsogon, and Eastern Samar.
06:01Up to 2 meters in the eastern seaboard of Dinagat Island.
06:04So, for small boats and motor boats sailing in these areas,
06:10caution is needed.
06:14And that is the latest from Bagyong Leon.
