00:00Following the order of President Ferdinand R. Marcos Jr. to revive the Bicol River Basin Development Program,
00:07the Department of Public Works and Highways is currently in the process of building a detailed engineering design for the next year.
00:15This is the story of Clayzel Pardilla.
00:20Some places in the Bicol Region are still flooded due to the heavy rain caused by Hurricane Christine.
00:26It is said that twice as much rain was caused by Hurricane Christine compared to the heavy rain caused by Hurricane Ondoy in 2009.
00:36The problem is that the flood is still not reaching some places in the region.
00:41There is a bad weather forecast.
00:44That's what we remember because the LPA is still coming.
00:47These places, Batangas, Cavite, the water is already gone.
00:52The water does not disappear here.
00:54But that's the proverbial problem of the Bicol River Basin.
01:02We really need to think about what are we going to do in the long term because you cannot expect any changes.
01:13The next time it rains, we will be here again.
01:16To address the possible flooding in the future,
01:19President Ferdinand R. Marcos, Jr. ordered the Department of Public Works and Highways to re-study the Bicol River Basin Development Program.
01:30This is a project of the President's father, former President Ferdinand Marcos, Sr.
01:35that will focus on infrastructure projects for the residents of Bicol,
01:40such as flood control, land consolidation, and health programs
01:46from the funds of the United States Agency for International Development,
01:50Asian Development Bank, and other international organizations.
01:55But the administration changed in 1986.
01:59Despite some challenges, it looks like we were able to help a lot.
02:04But that's not all. We have to revisit it now.
02:08The conditions are different now.
02:10With the advent of climate change, now we have to focus specifically on flood control.
02:16The others, we have a lot of plans for the rest of it.
02:20DPWH will help Korea to do this.
02:25Now, we are including the feasibility study for the flood control program, Mr. President.
02:31So, by early next year, we'll be doing the detailed engineering design of the river.
02:37While that is not yet done, the resulting operation or removal of the borex from the main rivers in Bicol will be carried out
02:45to help collect rainwater.
02:48Macquarie operations in other provinces will also look to expand and contribute to the flood control.
