00:00Rescuers in Valencia are still working to find survivors following flash floods that
00:06claimed at least 95 lives.
00:10At least one person has been killed and about 35 people injured by a Russian bomb attack
00:16in Kharkiv, Ukraine's second largest city.
00:21The United States has accused Israel of not doing enough to address concerns over strikes
00:27on Gaza.
00:31Kamala Harris and Donald Trump have made their final pitches to voters across the U.S. swing
00:37states.
00:46Residents of Valencia woke up to scenes of devastation on Thursday after villages were
00:51wiped out by monstrous flash floods that claimed at least 95 lives.
00:56The death toll is expected to rise further as search efforts continue with an unknown
01:01number of people still missing.
01:04It is the worst natural disaster to hit Spain this century, with scenes eerily similar to
01:09damage left by a hurricane or tsunami.
01:13Wrecked cars and trucks piled up along the highways and a thick layer of mud covered
01:19many streets as Spanish military personnel worked to clear flooded areas.
01:24Over a thousand soldiers joined local emergency workers to search for bodies and survivors.
01:31Thousands of people were left without water and electricity and parts of the region were
01:35isolated as roads were cut off and train lines disrupted.
01:39Spain's government declared three days of mourning starting on Thursday.
01:50Spain's Prime Minister Pedro Sanchez visited Valencia on Thursday, pledging full support
01:55to the areas affected by deadly floods.
01:57I want to tell you that any resource you need, the Spanish government is here.
02:04I said it yesterday in my speech, we are not going to leave the Valencians alone.
02:09We are going to be with you all the time we need, with all the resources and with all
02:15the possible means.
02:16The priority right now is to find the victims, the missing people, to alleviate the anxiety
02:28and anguish that the families may be suffering.
02:32He added that he had spoken to European Commission President Ursula von der Leyen, who had offered
02:37the EU's assistance and said member states had also stepped up to offer resources.
02:43EU services are still working hard to find survivors and recover bodies, of which some
02:48still remain inside hundreds of stranded vehicles, according to Spain's transport minister.
02:54Sanchez urged people to stay at home, saying the situation remained unstable.
03:05At least three people have died and about 35 others injured after a Russian bomb hit
03:11a residential building in Ukraine's second-largest city, Arkiv.
03:16Authorities in the city confirmed one of the victims to be a 12-year-old boy.
03:22Emergency services said rescue operations were underway and their workers were assisting
03:27residents even as officials feared others could still be trapped under the rubble.
03:34According to the regional governor, a 500-kilogram Russian glided bomb hit the building directly
03:40on Wednesday evening.
03:42The strike damaged the entrance to the residential building.
03:47Russia has increasingly used powerful glide bombs to pummel Ukrainian positions and strike
03:52cities dozens of kilometres from the front line.
03:55Arkiv, a city of 1.1 million and about 30 kilometres from the border, has been hit severally
04:02by Russian strikes since the war broke out nearly three years ago.
04:10Swedish Prime Minister Ulf Kristersson has met with his Danish counterpart to discuss
04:15the ways in which their two countries can combat rising gang crime and violence.
04:22Sweden has seen a surge in shootings and bombings committed by gangs over the last year, violence
04:28which has spilled over the border into Denmark and Norway.
04:33Officials say many of these Swedish gangs recruit teenagers from disadvantaged immigrant
04:38neighbourhoods.
04:39There is unfortunately a very close connection between foreign policy and crime today.
04:46When we look at organized crime, when we look at violence, when we look at narco, there
04:53is a huge repression in Denmark and Sweden, especially with young men with non-Western
05:00backgrounds.
05:01In August this year, Denmark announced it was tightening its border controls with Sweden
05:06to combat the threat from gangs, while cross-border crime between the two nations has also led
05:11to Danish police working in Sweden and vice versa.
05:19Could the European Union's enlargement policy be at a crossroad?
05:25On Wednesday, the European Commission presented its annual progress report on candidate countries.
05:34But the publication comes after two elections in Moldova and Georgia, which have upset the
05:40political momentum seen since Russia's invasion of Ukraine.
05:44The former said yes to Europe, but by a narrow margin of 50.4%.
05:51The Georgians, on the other hand, have kept a party in power that has adopted laws inspired
05:56by Russia.
05:57This has raised questions about the attractiveness of the European project.
06:06The European Union definitely has a lot of credibility, particularly in Georgia, and
06:10this is what the people choose for their future.
06:12It's not about the credibility of the EU, it's about the current government that is
06:16really taking their choice away from the Georgian people.
06:19In Moldova, the situation is a little bit different because Moldovans are very poor
06:24currently and they have been the victims of all the manipulation from Kremlin, including
06:28increased prices, inflation, and they are just really vulnerable to that.
06:32With allegations of interference from Russia in two elections, questions are also being
06:38raised about the EU's ability to be a political alternative and a guarantor of security and
06:44stability.
06:46This analyst believes that in order to strengthen their credibility, the 27 member states must
06:52no longer delay enlargement.
06:55I don't think any of these countries are looking towards Moscow. I mean, that train left the
07:00station a very long time ago. I mean, Moscow remains a huge threat to the entire region
07:07and to the EU. But the EU really needs to stick to the commitment that it made, not
07:15just for the sake of the candidates and its own security, but also for its credibility
07:21as a geopolitical actor.
07:25Observers like Amanda Poole are calling on the EU to support reforms and the defense
07:30of democratic values among the candidates for accession in order to bind them more closely
07:36to the European project. If the European response is insufficient, they say Russia
07:41could strengthen its influence in these territories.
07:46Invest, invest, invest. This is what British Treasury Chief Rachel Reeves said the UK government
07:56plans to do as she announced her budget plans on Wednesday.
08:00She told lawmakers that taxes will rise by 40 billion pounds to provide new funding for
08:05the UK's cash-starved public services, including its national health services.
08:11More pounds in people's pockets. An NHS that is there when you need it. An economy that
08:20is growing, creating wealth and opportunity for all. Because that is the only way to improve
08:28living standards.
08:29Reeves also stressed that so-called working people would not suffer from the tax hikes,
08:34and that employers' national insurance contributions would increase.
08:39I say to working people, I will not increase your national insurance. I will not increase
08:45your VAT, and I will not increase your income tax.
08:51This is the Labour Party's first budget since returning to power earlier this year after
08:5614 years in opposition. Reeves claimed that higher taxes and limited public spending increases
09:02are needed to fix an economy that her party argues has been undermined by Britain's previous
09:07conservative government.
09:14The United States has accused Israel of not doing enough to answer international concerns
09:20over indiscriminate strikes on Gaza.
09:23They are not doing enough to get us the answers that we have requested. There are significant
09:29questions that you all ask, that other countries have asked, that we believe Israel needs to
09:34answer publicly.
09:35Mueller went on to say that the situation surrounding humanitarian aid provided by Israel
09:41to civilians in Gaza is not at a level the U.S. finds acceptable.
09:48Meanwhile, Israel's military chief says the Israel Defense Force needs to be larger as
09:54the war expands to different fronts.
09:57It comes as international mediators have launched a new push for negotiated ceasefires
10:03in Lebanon and Gaza, with senior White House officials scheduled to visit Israel on Thursday.
10:10Discussions surrounding a two-state solution to the crisis have also begun in Saudi Arabia,
10:16which is hosting the first meeting of a new global alliance to press for the establishment
10:20of a Palestinian state.
10:25U.S. presidential candidates Kamala Harris and Donald Trump have made their way across
10:30several swing states as they continue appealing to voters with less than a week to go until
10:35the election.
10:39After being confronted by pro-Palestine protesters at all three of her events on Wednesday, Harris
10:46told voters in Wisconsin she is looking for common ground with people who disagree with
10:51her.
10:53Unlike Donald Trump, I don't believe people who disagree with me are the enemy. He wants
11:00to put them in jail. I'll give them a seat at my table.
11:04Meanwhile, Donald Trump has continued to seize on the controversial comments made by President
11:10Joe Biden on Tuesday, boarding a white garbage truck after his arrival in Green Bay, Wisconsin.
11:17Joe Biden should be ashamed of himself if he knows what he's even doing, and she should
11:22be ashamed because she shouldn't let him do it. She's the vice president, but I assume
11:27she's acting as the president. She should never have let that happen. I hope you enjoy
11:32this garbage truck.
11:34Both candidates made a campaign stop in North Carolina earlier in the day, and Kamala Harris
11:39also traveled to Harrisburg, Pennsylvania, where she urged voters to cast their ballots
11:45early.
