00:00Anyway, Colonel, you're in the Signal Battalion, right?
00:03Yes, ma'am.
00:04But there's a report recently, and it looks like the Army is investigating this,
00:09that the Sunshine Media, called the Angels of Death, of Apollo Kibuloy, is in the 1st Signal Regiment.
00:17What is the status? Is this true?
00:20This is it, ma'am. Our spokesperson of the Philippine Army confirmed this.
00:26We are investigating this.
00:27As long as you have a report that was given to the Philippine Armed Forces,
00:32we are the ones who are acting on it.
00:34As of now, there is no final result of this investigation, as it is ongoing.
00:42But if there is one that comes out about this, we will inform you accordingly.
00:49They said that there are certain individuals that might be associated with this,
00:54but of course, at this time, unless our investigation is complete,
00:59that's when we will really give you the full details, ma'am.
01:03Okay.
01:04In a recent hearing of the Senate, it was said that Apollo Kibuloy led a general of an army unit
01:13because there was a ceremonial graduation event.
01:17He was there and it was said that it was for General Apollo Kibuloy.
01:21Is this like a security contingent given by the Armed Forces?
01:26We don't have any details about this.
01:30There was no official report on this.
01:32But this is what happens, ma'am, as reservists.
01:37What we are looking at is how they carry themselves during certain instances.
01:42There were pronouncements that were made as a reservist.
01:49So if this is how they represent themselves, in uniform and being a reservist,
01:56then we will give them the appropriate attention and what action we should take about that.
02:02But if they do it in an official capacity as a civilian, not as an official capacity of the Armed Forces,
02:09they will be treated as civilians.
02:12So here, ma'am, we have a jurisdiction on who should give the appropriate action
02:19depending on how they represent themselves.
02:24Even if they are in uniform as a reservist in the letter presented to the Senate?
02:30Yes, ma'am. If they are in uniform, then the Armed Forces of the Philippines will exercise our policies
02:36and our jurisdiction in this case.
02:40If they are a reservist, ma'am, and in an official capacity,
02:43they also have a responsibility in terms of the policies and regulations of the Armed Forces of the Philippines.
02:49And they can also be tried using our military courts.
02:54Okay. So to clarify, the image you are presenting is that the Armed Forces are very friendly,
03:00particularly the Army, Signal Battalion or Reservist Command, to Apollo and Boloy.
03:06How do you value that kind of relationship?
03:10Is that true? Or in other religious groups, do you also have that kind of relationship?
03:16We don't have a choice in terms of who wants to join us as reserve forces.
03:22Of course, we want to enjoin more Filipinos and more skilled personnel
03:28to offer their services to the Armed Forces of the Philippines.
03:31But in cases where there is abuse or defaming of our uniform,
03:39then they will be tried accordingly in terms of the regulations of the Armed Forces of the Philippines.
03:45As I said, we cannot formally conclude anything at this point
03:51until such time that we have the results of the investigation that we are conducting.
03:56But rest assured, we are fair here.
03:59We are not being biased and we will follow the regulations.
04:06Okay. To be more clear, Col. Francel,
04:08what are the duties and privileges of being a part of the Reserve Command?
04:15We have what we call a ready reserve and we have an active reserve.
04:19It depends on the skill set that they offer to the table and our age.
04:23So our fighting class, our fighting age, these are our ready reserve.
04:29They can call us at any one time if we need to fight, they are there.
04:37We also have those who are a bit older.
04:40Their offer is their skill sets.
04:44They can be doctors, dentists, or lawyers.
04:50Whatever skill sets they can offer to the Armed Forces of the Philippines, we accept it.
04:58Remember, during World War II, during the war, we were active.
05:03We were the frontliners.
05:06But for business as usual, the work that we left behind, our reserve forces will fill it up.
05:13They can be radio operators, telephone operators.
05:17In the modern times, they can be cyber warriors.
05:21They can fulfill various roles to help the Armed Forces of the Philippines.
