00:00I just want to ask, Col. Pancel, the issue of giving a watch to a cadet of the PMA, you've already talked about this but the last time we heard about it was in the disciplinary action stage when President BBM asked for a watch.
00:17Is there really a tradition or no tradition? And what is the disciplinary action that will be given to the child who is asking for a watch?
00:27This is not a tradition. It is not acceptable for us to ask for a favor or a gift. Cadets are also government officials. We have a law that we cannot accept any gift.
00:44He admittedly made a mistake. This is an unisolated incident. This is not common.
00:51But of course there could be, we do not want to speculate ma'am, but of course there could be euphoria.
00:59I'm graduating, all my four years of hard work, in front of me is none other than the President of the Philippines. So there could be emotions at that point, though we cannot speculate how he was feeling at that time.
01:12But we admit that he committed a mistake and he already paid for that mistake by being reprimanded accordingly in terms of the regulations set forth by the Armed Forces of the Philippines.
01:23So reprimand would be what? Suspension of benefits or dismissed from service? It's not like that?
01:32It's not like that ma'am, but it will serve as a reminder and it will be part of these records that he committed such a mistake.
01:39So this will be a reminder for everyone not to commit the same mistake in the future.
01:46But what happened is, Vice President Sara's father, President Rodrigo Duterte, gave his watch and a video like that, in general terms.
01:58But what should be the right action of presidents when someone is asking them for something?
02:07First of all, ma'am, these are two separate incidents and we do not want to relate both.
02:12We also do not know the circumstances of what happened in the first incident.
02:17It could have been given freely, we don't really know. We are only judging based on the videos that we see.
02:25So it will be depending on perceptions of certain people.
02:29As an organization, we are a regimented organization.
02:33All of us are taught to be governed by a set of rules and regulations that we strictly follow.
02:42And we adhere to these rules and regulations.
02:45And as I said, if someone makes a mistake, we really need to defend the mistake that we made.
02:52So ma'am, in any of these instances, we respectfully request for the AFP not to interfere in political discussions.
03:02We are a non-partisan organization.
03:05We are all professionals and we do not want our name to be interfered with.
03:11Being adjudged by the latest OCTA survey as one of the most trusted organizations of the Philippine government.
03:20We want to defend our trust by being non-partisan and very professional in our dealings.
