00:00Blessed Sunday, November 3. CPD and party supporters are reminiscing about the moment
00:29President Paul Biam came to power 42 years ago celebrating his achievements and are also
00:36looking at the gigantic challenges the new deal must handle in the days ahead.
00:43The Ministry of Finance and Government stakeholders have carried out a detailed study on the debts
00:48the government owes Cameroonians, organisations and institutions and have outlined a payment
00:55plan.
00:56Plus, we go to church where Catholics today were celebrating the All Saints Day and Christians
01:05of the Apostolic Church in Cameroon raised prayers and praises to God for the country.
01:11Those are our top stories. I am Benin Bumagana. This is the 7.30 News.
01:20Tomorrow, Monday, makes it 42 years since the first President of Cameroon, Amadou Ahijo,
01:26resigned and handed power to his constitutional successor, Paul Biam. According to results
01:31of a research carried out by a journalist and writer, Michel-Roger Mvana, there were
01:37foretelling signs that Paul Biam was predestined to be President, as we tell us in this report
01:46According to the book titled Paul Biam, Les Secrets du Pouvoir, written by Michel-Roger
01:54Mvana, who is a journalist and writer, there were signs foretelling that Biam was born
02:00to be President.
02:07I wrote this first book called Paul Biam, Les Secrets du Pouvoir, in which I explored
02:12aspects which are not scientific. I interrogated astrologists, marabouts, etc., and all of
02:18that enabled me to understand that Paul Biam was born to be President.
02:24Paul Biam never fought to become President. His accession to power was the fruit of his
02:29loyalty, service, and above all, divine destiny.
02:37Sheikh Sekou, who was Ahijo's marabout, told him in 1962 that this man would be President
02:43of the Republic in 1982, that is 20 years after Paul Biam became President by divine
02:49destiny.
02:57Paul Biam is firmly in control, piloting the ship of the nation, despite vicissitudes.
03:04The celebration of Paul Biam's accession to power comes at the end of the national
03:08tour to project the documentary on President Paul Biam. The last stop was in the south
03:14region where CPDM party supporters have not stopped talking about the achievements of
03:19the President. After the projection of the film, Saturday, our reporters in Sierra TV
03:24South sampled the opinions in the following report. Clarence Azay.
03:31For many, it was their first time spending close to two hours held spare bound and be
03:36edified on the positive and landmark role of President Paul Biam in shaping Cameroon's
03:40destiny.
03:41What I learned about this movie premier is that Paul Biam is a great personality in Cameroon
03:49that contributed for his development.
03:52Reporters were simply overwhelmed to discover more about the great statesman.
04:03Some came to be inspired and to emulate the man who has championed the fight for a united
04:08and indivisible Cameroon.
04:13Attendees of the premier all went home with something in memory that will take a lifetime
04:23to forget.
04:27And from the unity palace, the presidential couple continues to pay attention to the issues
04:32struggling Cameroonians. They have sent relief assistance to the tune of 500 million CFA
04:38francs to flood victims in the five divisions affected by the floods. The goods of basic
04:43necessities were handed over to the beneficiaries from the 27 councils by the governor of the
04:49far north region, Mijiawa Bakari, with a promise from the president that the government
04:54is working to get permanent solutions to the problems of floods.
05:03The floods in the far north region have been devastating with homes and hundreds of hectares
05:09of farmlands destroyed with some deaths recorded. Fully aware of the difficulties the flood
05:15victims go through, the presidential couple Paul and Chantal Bia provided goods of basic
05:21necessities worth 500 million CFA francs to the five consent divisions and a total of
05:2927 local councils to help the victims have decent living conditions. While handing out
05:36the items in the name of the presidential couple, Paul and Chantal Bia, the governor
05:42of the far north region, Mijiawa Bakari, says the government is keen to the suffering
05:47of the local population and will do its possible to improve on their well-being while seeking
05:54permanent solutions to the flooding problem.
06:12These presidential relief items come just a month after the Minister of Territorial
06:25Administration Paula Tanganji was in the region with another consignment of relief items from
06:31the presidential couple Paul and Chantal Bia.
06:42From 2002 to 2019, the Minister of Finance last October 16 issued a press release to
06:50inform beneficiaries of the findings and debt payment modalities. The state floating debt
06:55which amounts to over 671 billion CFA francs includes salaries of state workers, some commercial
07:02and academic debts, lease liability among others. Beatrice Losamba in the following
07:07reports tells us who is concerned and how the payments will be done.
07:13The floating debt heaped over the years 2002 to 2019 includes salaries of civil servants
07:20totaling over 303 billion CFA francs. Those concerned are workers of some public enterprises,
07:28mission allowances and reimbursement of some medical fees for state workers. The government
07:33intends to pay this debt with money from the 2024 budget. In two months' time, workers
07:40of the ministries of basic and secondary education concerned will receive their dues by the end
07:44of this year. Commercial debts including money for service providers totaling over 121 billion
07:51CFA francs are part of the bundle. Tax on income designed to offset the social security
07:58deficit will also be paid out to state workers to the tune of over 5 billion CFA francs.
08:04The state and public entities will begin paying customs tax debts estimated at over 215 billion
08:10as from this year. This until the year 2026. There is also lease liability of over 9 billion
08:19and academic debts which stand at over 15 billion CFA francs. As for compensation dues
08:24the state owes those who lost property to projects, it goes up to 410 million CFA francs.
08:30Thus a total of over 671 billion CFA francs which the state will gradually clear until
08:38the year 2026. Now without financial resources to run their investment activities, enterprises
08:46end up performing below expected targets. As the state continues servicing floating
08:51debts, the impact on the economy is expected at the level of service delivery in the execution
08:57of projects. Clarice Aritaka explains further. Mounting unpaid bills can only have a negative
09:05impact on a company's raison d'etre. The decision by the state to service commercial debt amongst
09:10others is good for business. The execution rate of certain projects has been sluggish
09:16because certain banks are not willing to put in those liquidity, certain individuals are
09:21not willing to carry out advance payment in realizing this project. So it comes to
09:25stimulate the private sector itself. The credibility of the state is equally at the fore with mounting
09:31financial commitments at the domestic and international levels, ensuring that service
09:36providers are happy and continue their ventures with the government is crucial to attain goals
09:41in different sectors. But then the right motivation should be in place. It gives stronger investors
09:48confidence. The state of Cameroon is one of the responsible partners, especially when
09:54it gives services as well as public contracts to the private sector. By repaying it, it
10:00actually boosts the economy as a whole because the purchasing power increases as well as
10:05other micro and macroeconomic sentiment. It will improve business liquidity. By repaying
10:12commercial debt, the state will allow businesses to recover funds, thereby improving their
10:19cash flow and their ability to invest and grow. With more liquidity, businesses could
10:25increase production, hire more staff and contribute to more robust economic growth. The commercial
10:32debt will be jointly serviced by the state and debit entities from 2024 to 2026.
10:40Come with me to church now. Catholic faithful were today celebrating the Solemnity of All
10:45Saints Day, which is a moment of joy and faith of the Catholic Church in Cameroon. During
10:51the Holy Mass, His Grace Jean Barga called on all Christians to promote unity and be
10:55disciples of justice and peace by cultivating the spirituality of solidarity. Ewanepole
11:02joined the doxology.
11:04It is with joy and faith that the Catholic Christians celebrated at the Our Lady of Victory's
11:10Cathedral in Yaoundé the Solemnity of All Saints Day, a time of meditation and communion
11:16with all the saints in heaven under the sign of justice and peace.
11:21Christians must be a model in the society so that I have criticized, I have denounced
11:27all the bad behaviors. We have criticized all these to help us to know exactly what
11:34is good and what we have to do in the name of Christ.
11:38In his homily, the celebrant of the day, the Metropolitan Archbishop of Yaoundé, then
11:44called on his flock to build a better world. This celebration awakens the prophetic testimony
11:52for the continuation of God's work.
11:55I hope that it will be a good presence among the faithful in this cathedral so that they
12:00will also win in their life, be winners in the name of Christ.
12:05It was also an occasion to install the very first Executive Bureau of the Catholic Men
12:12Association of Sons of St. Joseph, whose Honorary President is the Prime Minister Head of Government,
12:19Dr. Joseph Dion Guti. They received blessings as they have been assigned as missionaries
12:26and messengers of peace in the Catholic Church of Cameroon.
12:30Let's pick up that story where Ewanepole ended. To say the Honorary President of the National
12:37Executive Bureau of the Catholic Men's Association is the Prime Minister Head of Government,
12:43Joseph Dion Guti. Ebuné Charles attended the Mass and now brought this report.
13:14of Cameroon and the blessing of the new statue of the Virgin Mary.
13:19First of all, to celebrate the All Saints as our liturgy is telling us, so that we say
13:26the message is we have to get good behavior, to accept good values, to accept evangelical
13:38values in our life.
13:40The Honorary President of the Catholic Men's Union of Cameroon is the Prime Minister Head
13:45of Government, Joseph Dion Guti, a practicing Catholic. The Honorary Bureau members of the
13:52movement are also installed. Amongst them, the Minister of State for Higher Education,
13:58Jacques Famendongo. The others are well-known faces to the Cameroonian people, especially
14:05politicians and media leaders.
14:08Christians must be a model in the society, so that I have criticized, I have denounced
14:14all the bad behaviors as we know. We have criticized all this to help us to know exactly
14:23what is good and what we have to do in the name of Christ.
14:27The special Mass highly attended is officiated by the Archbishop of Yaoundé, Monseigneur
14:34Jean Barga, who calls on all to follow the example of one of their key saints, Joseph,
14:40the foster father of Jesus. The last key event was the Blessed Mary statue construction project
14:48to cost millions, and with the grace of God, the completion will be achieved very soon,
14:55according to the officials.
14:59And we get it clearly from Charles Ebuné's report, the Catholic Men's Union, quite different
15:04from the Catholic Men's Association.
15:07This time, physical education instructors and fitness coaches encouraging individuals
15:13to set up a weekly timetable. And as we get to that story, we stop over where leaders
15:19of the Jeunesse d'Action Protestants et Evangéliques, JAPES, of the Eglise Presbyterienne du Cameroun
15:25BMRC Parish, have been installed into their functions today.
15:29During the end of the Harvest Thanksgiving Mass, officiated by Rev. Dr. Ngana Martin,
15:35the Christians were encouraged to remain in the spirit of thanksgiving till the end of the year.
15:40Sandrine Tani reports.
15:46Baskets full of thanks, hearts full of gratitude for a year's worth of blessings.
15:55The harvest season is here for these Christians of the Eglise Presbyterienne du Cameroun church.
16:06Today it was very special. We never had enough like today, and we thank God about it.
16:16The faithful say this gesture signifies giving back to God from whom all the blessings come from.
16:31We decided to thank God today because God is the Almighty. He blesses us every day,
16:39and He pours us His benedictions. So, since we are still alive, we decided to say thank you to Him.
16:50The money raised will be used for running projects of the Eglise Presbyterienne du Cameroun BMRC Emmanuel Parish.
16:58And this time, faithful of the Apostolic Church in Cameroun-Idiande have been encouraged to shun all acts of misconduct
17:05that can threaten the peace and stability of Cameroun.
17:08The message was echoed by the president of the Apostolic Church of Cameroun,
17:12Apostle Dr. Mosomae Sondembote, while presiding over the service to crown this year's
17:18Field 12 Ecclesiastical Convention. Victor Sigal has details.
17:26Songs of adoration and praises echoed by members of the Apostolic Church of Cameroun-Idiande
17:32as members of the Field 12 Convention crowned the 2024 edition of Field 12 Ecclesiastical Convention.
17:39Emphasis was laid this year on evaluating the achievements of the Church
17:43and showing concern to the multifaceted crisis that Cameroun, the Church, as well as individuals are going through.
17:51This time we are talking about help come only from God.
17:54Let them not go to find help elsewhere, else they will go astray.
18:00We are the custodians of peace, but instead the Church is developing hatred than peace.
18:07While commissioning a new shepherd into his pastoral mission,
18:10faithful were enjoined to shun every act of barbarism that can tarnish the image of the country.
18:16The Church is fighting one another, so they have to be aware of the teachings of the wicked people.
18:24Forms were raised for the completion of the ongoing construction works of the headquarters of the Apostolic Cathedral, Iaoundi.
18:33Go and serve the Lord, the service is ended.
18:36Physical education instructors and fitness coaches are encouraging individuals to set up a weekly timetable
18:42to carry out physical activities for their well-being.
18:46These coaches say the practice of physical education is the ideal solution to limiting heart diseases,
18:51which is becoming common.
18:54Consistent physical activities are considered fundamental remedies to cardiovascular diseases.
19:01An increase in blood flow, the muscles themselves, they are well furnished with oxygen,
19:05and the oxygen itself is what we need for the body to function well.
19:09When these muscles are well supplied with oxygen, then,
19:13summarily, the system is well established to carry out activity.
19:18The practice varies by age groups, and fitness coaches advise a structured timetable will be very necessary.
19:25In a week of seven days, for a very normal person who is not really in competition,
19:31you can do sports three times a week, with an average of maybe two hours a session.
19:38People between 15 and 30, they should be much more involved in physical activity like running, involved in games,
19:48and in sporting groups, the old age people, they will need more of athletic work.
19:54I'm here this morning with my family to do sports and to reinforce our relationship.
20:00It reduces cardiovascular diseases.
20:03Sports also help to prevent and treat uncommunicable diseases, stroke, diabetes, breast and colon cancer.
20:12Nutritionists say foods with less salt, less sugar, vegetables and fruits will help lessen the risk of cardiovascular diseases.
20:20Limiting alcohol intake and smoking are also vital elements to guard against the diseases of the heart.
20:26Alphonsa Bongo-Achu spoke to a nutritionist and compiled the following report.
20:33The human heart needs the right nutrients to stay healthy.
20:37But before consuming foods or drinks in different quantities, nutritionists advise on knowledge of three key factors.
20:45Firstly, as an individual, you're supposed to know your body mass index, you're supposed to know your waist circumference,
20:51and you're supposed to know your body type.
20:53These three things will help you to know where you belong so that you'll be able to know how to go about the prevention of these cardiovascular diseases.
21:01Alcohol in its wrongful quantity will also predispose the heart to danger.
21:07You have to make sure that you always stay hydrated.
21:10For somebody who is in the normal weight range, he's supposed to consume at least 2.5 litres of liquid or water per day.
21:18Vegetables and fruits can also prolong the lifespan of the human heart.
21:23Also consume fruits that are very rich in potassium.
21:26Fruits like banana, fruits like oranges, fruits like watermelon, fruits like guavas.
21:34Low cholesterol foods, low salt and low sugar have also been identified as vital elements to escape cardiovascular diseases.
21:44Fish like mackerel, like sardine, like salmon fish, those are examples of fish that are very rich in omega-3 and omega-6.
21:53Smoking, which many derive pleasure in, is one of the fastest steps towards reducing the oxygen that the human heart requires to stay alive.
22:06A sensitization campaign against breast and cervical cancer in Kongsamba in the Littoral region has ended the general Pink October Cancer Sensitization Month.
22:15More than 500 women from various groups benefited from the free screenings and educative talks and carried out the sports work to close activities organized by the regional hospital in Kongsamba.
22:26Leris Nane-Pote reports.
22:29Leading a healthy lifestyle is the first preventive measure against breast and cervical cancer, which today poses a significant health threat to women, especially in Africa.
22:39Women from various walks of life in Kongsamba have taken preventive steps to combat this disease.
22:45They walked through the streets of Kongsamba heading to the Konkam Falls, one of the region's most popular touristic sites, a means to educate, exercise and promote tourism.
22:57We decided to do this sports work to relax our muscles and to also come and discover this beautiful touristic site.
23:06For one week, personnel from the Kongsamba Regional Hospital dedicated time to educating women about breast and cervical cancer while also offering free screenings.
23:17While palpitating their breasts, we discovered some lungs and we have oriented the women to go for an echography and others, a mammogram.
23:27Cases of breast and cervical cancer in different stages have already been diagnosed.
23:34From 2023 to 2024, we have had 13 cases of cervical cancer.
23:40In collaboration with the Douala Referral Hospital, we have handled six cases of advanced breast cancer and we have treated many other minor cases.
23:49By combining health awareness with physical activities and community engagement, this campaign not only empowered women with knowledge and resources,
24:00but also fostered a supportive network to encourage regular screenings and healthy lifestyle choices.
24:07The Public Independent Council of the North Region or Northwest Region has exalted regional and council authorities to all master the implementation of the program budgeting model.
24:19Mr. Tamfu Simon Faye made the call in Bamenda during a two-day training on the control of the main outputs of the planning, programming and budgeting system chain.
24:30Calden Dofuka-Olivier reports from Bamenda.
24:33The Public Independent Council of the Northwest Region has made significant strides in promoting decentralization and resolving disputes between regional and council administrators.
24:45The two-day workshop for regional and local authorities on the control of the main outputs of the planning, programming and budgeting system chain is here.
24:56We go for good governance in councils and to be able to get good governance, they need to manage the finances, public finances well.
25:06The local authorities are being schooled on the principles and practices of program budgeting in order to equip them with the necessary skills.
25:16It's a new approach which centers around resource-based management.
25:21Each local authority or council area constitutes in itself an entity that should be able to do a good balance.
25:31The new system insists on clear-cut objectives, clear-cut actions, clear-cut goals that have to be achievable within the period set for it.
25:49The workshop was facilitated by two seasoned experts on the subject matter.
25:56And about 30 selected trainees of the Mandela Washington Fellowship have completed a three-day mentoring program in Yaoundé.
26:03The 2024 Cameroon Booth Camp presented an opportunity for the changemakers to discuss projects which they believe can make Cameroon a better place.
26:12Clovis Bawe reports.
26:15Heads filled with different transformative ideas and projects that Cameroon and the world can benefit from.
26:22These 30 selected trainees have just completed a three-day mentorship program courtesy of the Mandela Washington Fellowship alumni.
26:30I believe that for a country to be developed, the education system needs to be put in place.
26:35Who better than young Cameroonians like us, with all the empowerment received, we believe that will cause a change and the story is going to change.
26:42The first ever Booth Camp, organized to celebrate the 10th anniversary of the Mandela Washington Fellowship, was an opportunity for the new fellows to get the necessary guidance from experts on their respective projects so as to become the change they want to see.
26:56We believe that if these youths are trained in whatever they are doing, they could impact their society and that's how Cameroon could begin its change.
27:05It's really about developing leaders for the next generation. It's also very important, this flagship program, YALI, for relations between the United States and Cameroon at the people-to-people level.
27:18For 10 years now, the Mandela Washington Fellowship has been the flagship program of the Young African Leaders Initiative, bringing together African civic, business and community leaders for a leadership training and networking.
27:32The 2024 Cameroon Booth Camp once again testifies of the fruitful collaboration existing between Cameroon and the United States of America.
27:41We stay here in the region to talk about the launch of the Agence L'Aviance PLC. This is open to the people of the central region and is going to provide assistance even in online businesses and commerce. Let's get details from Maimoune Ndouyea.
27:58The mobile payment of bills and the digitalization of banking services in Cameroon are being amplified. The inauguration of the M'Aviance PLC office in Yaoundé says it all.
28:12Stakeholders reaffirm that people can always obtain digital solutions around their businesses and financial transactions in no time.
28:23At M'Aviance, what we do is that we help businesses to collect and make their payments, leveraging technology. We have a payment platform, a payment gateway that connects to all the major companies in Cameroon, be it the Brazzaries of Cameroon, the INEO, Cannaplus, and many more companies who want to be able to collect their payments efficiently.
28:45What actually brought us to get convinced about what M'Aviance was doing was because our digitalization journey at NFC Bank started a very long time ago, 12 years ago. So at that point, we saw in M'Aviance a baby that was coming up to ensure that our digitalization vision is actually felt within our community, and now we see how to expand it in St. Mark as a whole.
29:14Created in 2012, the digital microfinance institution M'Aviance PLC is poised to drive economic revolution in the country and improve the security and efficiency of payments. It's time-saving, convenient, and cost-effective, a palpable endeavor to put Cameroon on the ladder of entrepreneurship, innovation, and competitiveness.
29:40In the meantime, there are projections to expand the M'Aviance PLC services within the St. Mark sub-region.
30:10M'Aviance PLC talks about a man who is focused on the development of the 10 regions, and in the program, testimonies from people who have worked with him will be aired. The program is presented by Evelyn Menge Akung. She's the head of the news department and editorialist, and Fonka Mutabuo Bena, senior reporter, channel manager of CRTV News. 9.10 is the time for the program.
30:35Have a very wonderful evening, and wait for the 8.30 news with Arthur Bardin Omar. God bless you.
