00:00Hello and welcome to Medea TV. Thank you for joining us for the big news of the afternoon.
00:22Here are this week's headlines.
00:25Morocco celebrated yesterday the 49th anniversary of the Green March.
00:30On this occasion, His Majesty the King Mohammed VI addressed a speech to the nation
00:34in which the sovereign emphasized the international recognition of the Moroccanness of the sacred.
00:42Morocco was elected today to a large majority vice-president of Interpol for Africa.
00:47Details of this nomination in a moment.
00:54Olaf Scholz nominates his federal minister of finance, Christian Lindner, president of the Liberal Party.
01:00This nomination puts in peril a government coalition already weakened.
01:08And to start, we start with this celebration in Morocco of the 49th anniversary of the Green March.
01:25Morocco celebrated yesterday the 49th anniversary of the Green March.
01:28On this occasion, His Majesty the King Mohammed VI addressed a speech to the nation
01:32in which the sovereign emphasized the international recognition of the Moroccanness of the sacred.
01:37Let's listen together to this excerpt from the royal speech.
01:44Morocco successfully used the evidence of a tangible reality and irrevocable truth
01:50based on the foundation of the good law, legitimacy and responsible commitment.
01:55This is, first of all, the attachment of our Sahara sons to their Moroccanness
02:00and to the sacred symbol of the nation, in virtue of the secular bonds of the Beyah
02:06that unite the population of the Sahara and the kings of Morocco.
02:09Secondly, the dynamic of renewal and development of security and stability enjoyed by the Moroccan Sahara.
02:16Thirdly, the increased international recognition of the Moroccan Sahara
02:20and the broad support for the proposal of autonomy.
02:30In contrast, with this state of legitimate and natural things,
02:33unfortunately, another disconnected configuration of the real world arises,
02:38in the sense that it feeds on myths of the past and desperately clings to perennial theses.
02:44Among these tenants, some always claim the holding of a referendum,
02:49despite the abandonment of this option by the United Nations, due to its inapplicability.
02:55At the same time, it is the same people who refuse the censure of the sequestered populations in the camps of Tindouf
03:01or held hostage in lamentable conditions.
03:04They are humiliated, mistreated, deprived of the most basic rights.
03:08The others, in their convoy of access to the Atlantic, instrumentalize the Sahara affair.
03:14To this, we simply say that we are not opposed to it.
03:18In fact, as everyone knows, Morocco has been the craftsman of an international initiative
03:24that tends to facilitate the access of the states of the Sahel to the Atlantic Ocean.
03:29Designed in a spirit of collaboration, partnership and shared progress,
03:35this company proposes to be beneficial to all the countries of the region.
03:41There is then what is used of the Sahara affair as before to cover their many domestic problems.
03:48There is also another category that detours the legal aspects of this issue for political and tricky purposes.
03:55To this, we say that the partnerships and legal commitments of Morocco
04:00will never be at the expense of its national unity and territorial integrity.
04:06The time has come for the United Nations to take responsibility,
04:10highlighting the great difference between two paradigms,
04:14the one that Morocco embodies in its Sahara, realistic and legitimate,
04:18and the one that rests on a sclerotic vision, cut from the real world and its evolutions.
04:25The sovereign also called for the mobilization of all Moroccans to preserve the territorial integrity of the kingdom
04:31and continue to make the southern provinces shine.
04:34Let's listen together to this other excerpt of the royal speech.
04:39The sacrifices of the generation of the Green March
04:42encourage us to more mobilization and vigilance to strengthen our achievements
04:46regarding the consolidation of the Moroccan identity of the Sahara
04:50and to continue the dynamic of development at work in our southern provinces.
04:54In the same spirit, we must ensure that the fruits of progress and development
04:58benefit the citizens of all regions of the country,
05:01from the Rif to the Sahara, from the East to the Ocean,
05:04through the mountainous areas, plains and oases.
05:07The celebration of the glorious Green March is an opportunity for us
05:11to remember the eternal oath of this epic,
05:14committed in faithfulness to the immaculate memory of its craftsman,
05:18our venerated father, His Majesty King Hassan II,
05:22may God bless him with his holy mercy, as well as the valiant martyrs of the nation.
05:39Morocco was elected this Thursday to a large majority
05:42vice-president of Interpol for Africa.
05:45A statement from the General Directorate of National Security indicates
05:48that the representative of the kingdom was elected thanks to the votes
05:51of the delegates from 96 member countries,
05:53with a large advance compared to the rest of the candidates.
05:56Morocco had presented its candidacy for this post
05:59in order to contribute to the development of African police structures
06:02and in order to promote a determination to strengthen
06:06the security cooperation between South and South
06:09and to share its experiences and expertise with the security services of the continent.
06:17In the midst of a diplomatic crisis,
06:19Algeria is suspending import-export domicilations with France.
06:23As of November 5, Algerian banks are no longer processing
06:26import domicilations from France,
06:29as well as exports to this country,
06:32announced by the former French ambassador to Algeria, Xavier Driancourt,
06:35on the social network X.
06:37To thank France, Algeria decides to block
06:40all French imports and exports to France
06:43and complains the diplomat.
06:45This Thursday, we are decidedly blind.
06:48Did he regret it?
06:49Xavier Driancourt explains that this decision
06:51intervenes in a tense context,
06:53exacerbated by the recognition by Emmanuel Macron
06:56of Moroccan sovereignty on his throne.
07:01Morocco and the United States of America are united by a historic alliance.
07:05The words of His Majesty the King Mohammed VI,
07:07who addressed a congratulatory message to Donald Trump
07:10following his victory at the US presidential election.
07:12In this message, the sovereign wishes full success to the Republican candidate.
07:16And for His Majesty the King Mohammed VI,
07:18the authentic victory of Donald Trump
07:20is a recognition of his patriotism
07:22and a confirmation of his commitment
07:24to continue to defend the supreme interests of the United States,
07:27great friend and long-time ally of Morocco.
07:30The victory of Donald Trump at the US presidential election
07:33raises many concerns.
07:35We see the main issues and challenges
07:37of this new election with Al Benani.
07:41The return of Donald Trump worries Europe.
07:44In terms of commercial and economic policy,
07:47Trump promised to impose general customs rights
07:50on European products entering the United States,
07:53which could have devastating consequences
07:56on the European economy dependent on exports.
07:59In the energy sector,
08:01Trump wants to get the United States out of the Paris Agreement on climate.
08:05He could also favor American fossil fuel industries
08:09and hinder European efforts to mitigate climate change.
08:13The return of Donald Trump also worries NATO
08:16and transatlantic relations.
08:18His approach to America First
08:20could translate into a new strategy
08:24by a partial disengagement of the United States of the alliance.
08:28He had also declared that the United States
08:31would defend NATO members
08:33against a possible Russian attack
08:35only if these countries respect their budgetary obligations
08:38in terms of defense.
08:40Trump insists on the objective of 2% of GDP
08:43dedicated to defense for all NATO members.
08:46With the United Kingdom,
08:48relations are often described as special,
08:51but again Trump's promise
08:53to impose high customs rights on imports
08:56could affect trade negotiations between the two countries,
08:59especially in the post-Brexit context.
09:02In addition, economists anticipate
09:04a drop in British growth
09:06from 0.5 to 0.7 points
09:08if Trump imposes new customs tariffs.
09:11As for the Ukrainian case,
09:14Trump said he would settle the war in Ukraine in one day.
09:18However, analysts suggest
09:20that Trump could push Ukraine to give up territories
09:23currently occupied by Russia.
09:25Trump has also mentioned
09:27a significant reduction in American aid to Kiev.
09:30This could seriously compromise
09:32Ukraine's ability to defend itself
09:34and force it to make major concessions.
09:37As for the war in Gaza,
09:39Trump was not particularly prolix during his campaign.
09:43As for the way he heard weighed in this file,
09:47the American president said
09:49that the Israelis should finish what they started
09:52and promised to give Israel the necessary support to win.
09:56That said, Trump claimed
09:58he wanted to end the conflict quickly.
10:01Finally, in China,
10:03Sino-American relations should enter
10:05a more turbulent and uncertain period.
10:08Trump promised to apply at least 60% customs rights
10:11on all Chinese products imported to the United States.
10:14On a technological level,
10:16Trump could reinforce sanctions
10:18against Chinese tech companies.
10:20New restrictions could affect sectors
10:23such as artificial intelligence, semiconductors and biotechnology.
10:30Olaf Scholz is nominating his federal finance minister,
10:33Christian Lindner, president of the Liberal Party.
10:36This political formation is one of the three parties
10:39forming the governmental coalition in Germany,
10:41with the SPD and the Greens.
10:44The coalition is already weakened.
10:46During a TV interview,
10:48the German chancellor announced
10:50his intention to raise the issue of confidence
10:52with the Bundestag deputies in early January.
10:55The German deputies will have to decide
10:57whether to call for an early legislative election,
11:00which could then be held later,
11:02at the end of March, said Olaf Scholz.
11:05The next legislative elections in Germany
11:07are scheduled for September 28, 2025.
11:13In eastern Lebanon,
11:15at least 40 people were killed this Wednesday
11:17in Israeli strikes.
11:19The famous Palmyra Hotel in the city
11:21was also damaged by Israeli strikes nearby.
11:24The Lebanese Ministry of Health
11:26said two people died there.
11:28An Israeli strike also killed 16 people
11:31in the village of Nasriyah.
11:33According to Lebanese authorities,
11:35rescue operations and debris removal
11:37are underway to find the missing people.
11:40The Israeli army has not issued an evacuation order
11:43for this part of Lebanon.
11:52Now it's time for the guest of the big news.
11:55And we continue to talk about the royal discourse
11:57pronounced by His Majesty the King Mohammed X
11:59on the occasion of the 49th anniversary
12:01of the Green March.
12:02And to talk about it,
12:03we are live from Casablanca
12:05with Jamel Belhadesh,
12:07President of the House of the Moroccan Diaspora.
12:10Hello.
12:11Hello and thank you for your invitation.
12:14In the royal discourse,
12:16His Majesty the King Mohammed X
12:18stressed that institutions
12:20formerly responsible for managing affairs
12:22of Moroccans abroad will be restructured
12:24in order to prevent the overlap
12:26of their respective attributions.
12:28What do you think is the objective
12:30of these restructurations?
12:32First of all, we must salute
12:34the coherence and continuity
12:36of His Majesty because two years ago
12:38he gave a speech
12:40where he asked to rethink,
12:42to re-engineer the policy
12:44vis-à-vis the Moroccan diaspora
12:46around the world.
12:47This initiative,
12:48this first restructuring initiative
12:50aims to put a lot more efficiency
12:52since, as you know,
12:54there are a number of institutions today
12:56but which are rather
12:58working in silos.
13:00And today it is about putting efficiency
13:02and giving a strong signal.
13:04I think that by listening to the diaspora,
13:06His Majesty, since his arrival
13:08on the throne, has always been very close
13:10to the diaspora.
13:12And today he has come to put in place
13:14a new dynamic, a new engineering
13:16to be even more efficient
13:18because we must remember
13:20a few figures, it is more than 6 million
13:22women around the world
13:24and today it is a real asset
13:26for the country,
13:28for its soft power.
13:30The sovereign also
13:32directed the government
13:34to proceed with the restructuring
13:36of the institutional framework
13:38around two key entities,
13:40namely the Council of the Moroccan
13:42Community Abroad
13:44and the Mohamed Zia Foundation
13:46of Moroccans living abroad.
13:48What will be, in your opinion,
13:50the attributions of these two entities?
13:52Listen, I do not want to preempt
13:54the work that will be done
13:56but what is certain, in any case,
13:58in the royal will today,
14:00what is it? It is indeed that each
14:02plays a very precise role,
14:04it does not mean that the two institutions
14:06will not work together, but each
14:08must have a real roadmap.
14:10As for the CCME, as
14:12His Majesty said, it is here
14:14that the role, we will say,
14:16of reflection, of think-tank finally
14:18on these issues today
14:20of the Moroccan diaspora around the world,
14:22as well as its representativeness
14:24and therefore its ability to make
14:26proposals that are adapted
14:28to the new world in which we are.
14:30I recall, without offending anyone,
14:32that the world has changed
14:34and so finally we have to embrace
14:36this change and adapt to this diaspora
14:38which is not a monolithic block.
14:40We say the diaspora,
14:42but in the end it is
14:44diasporas, because depending on the continents,
14:46cultures, the educational model,
14:48they behave differently.
14:50So as for the CCME,
14:52it is first of all, once again,
14:54to have a beautiful representativeness,
14:56reflections, a strength of proposals.
14:58As for the CCME,
15:00which is a great idea, if I may say so,
15:02it is to say, indeed,
15:04today it will be necessary to ensure
15:06that all stakeholders
15:08who work to deliver
15:10a service of some nature,
15:12whether it is vis-à-vis the diaspora,
15:14that this CCME today
15:16can be the single
15:18point of contact,
15:20a single place, where there too
15:22we will have much more efficiency.
15:24What is important through this message
15:26and these two entities that His Majesty delivered
15:28vis-à-vis the diaspora,
15:30which has been waiting for this for a very,
15:32very long time,
15:34is a visibility
15:36of efficiency and above all,
15:38His Majesty has always said,
15:40the diaspora is part of the nation.
15:42And today, with this
15:44dynamic, it means that
15:46today there are processes that will be put in place
15:48for more efficiency.
15:50To continue on the royal speech,
15:52His Majesty the King
15:54also called on the Moroccans
15:56who live in Morocco or elsewhere
15:58to contribute together to a stronger Morocco
16:00in phase with the current world challenges.
16:02What reading do you make of the royal call
16:04to unity and mobilization?
16:06Indeed,
16:08what I was saying earlier
16:10is that the power
16:12of this speech last night
16:14is once again a real inclusion
16:16to the nation.
16:18The members of the diaspora
16:20work in their daily lives
16:22for their Moroccan identity
16:24and they express it, whatever the generations.
16:26Once again, Moroccan identity
16:28does not fade away. Moroccan identity
16:30is a spirit, it is a DNA that is fundamental.
16:32And of course today,
16:34in the economic, political, social,
16:36demographic dynamics of the country,
16:38the diaspora has a role to play that is fundamental.
16:40And so today,
16:42this union, this inclusiveness,
16:44what is the message
16:46delivered to the diaspora?
16:48It is that today, wherever you are,
16:50in this dynamic, whether it is political
16:52through the representation of our territorial unity
16:54or if you wish to invest
16:56or if you wish to come
16:58and contribute with your talent,
17:00Morocco is your country.
17:02His Majesty does not make a difference.
17:04That is why today, I think
17:06the echo given to this speech
17:08is important
17:10first of all for the Moroccans here,
17:12once again, because
17:14as you certainly know,
17:16the image of this diaspora is very particular,
17:18even partial,
17:20even, I would say, a little exacerbated
17:22on various facts.
17:24But it is a real asset for Morocco.
17:26Once again, I remind you, it is 6 million souls
17:28worldwide. And so I think
17:30with that, the Moroccan soft power
17:32would deserve, in any case,
17:34to be better structured. And that is why
17:36His Majesty has engaged this project
17:38with the two organizations that tomorrow
17:40will still have to work together
17:42but with different goals.
17:44Morocco has
17:46key competences and
17:48sharp profits that occupy strategic positions
17:50in several countries.
17:52How can these personnel or these profits
17:54contribute to respond favorably to the royal call?
17:58Listen, in several ways. Besides, it is in this spirit
18:00that more than two years ago
18:02we created the House of the Diaspora
18:04with a fundamental objective
18:06which was not only to help
18:08investors from the Moroccan community
18:10who live abroad to facilitate
18:12their work, to guide them,
18:14but also for those who simply want
18:16to work and make a contribution.
18:18But above all, it is to create a real
18:20global network of competences today
18:22that exist. And they can contribute
18:24either by being from where they are,
18:26as you know, there is today
18:28a digital world that settles permanently
18:30and technology allows
18:32to connect people, whatever their
18:34place of life today, but also
18:36those who want to come and contribute
18:38to projects. However, there is
18:40also a set of regulations
18:42that will have to be evolved
18:44to make all this much more fluid
18:46in a world that is 100% digitized
18:48today. And so, what must be said
18:50is that there is not a Moroccan
18:52around the world who does not want to contribute
18:54to his country of origin today.
18:56And that, once again, His Majesty understood
18:58very, very, very quickly. And I recall in this regard
19:00that during COVID, there are
19:02national funds around the world who have
19:04contributed on the technological level,
19:06on the health level, to put things in place
19:08and accompany Morocco in its
19:10management of the health crisis.
19:12So today, it is obvious that
19:14Moroccan competences around the world
19:16are to be mobilized,
19:18but to be mobilized not simply
19:20by counting, but by tools,
19:22by processes, by a dynamic,
19:24by an organization that makes
19:26everyone work together. I believe
19:28that His Majesty finally
19:30whistled the end of the recreation,
19:32in quotation marks, saying, today
19:34we have a community that is part
19:36of the nation, creating the conditions
19:38all together to make it
19:40live through its host country,
19:42but also with its country of origin.
19:44So, in parallel,
19:46how can these people, the Moroccans
19:48living abroad, today with recognized skills
19:50and successful careers in different
19:52fields, can they serve as
19:54real accelerators of economic
19:56cooperation?
19:58Listen, when
20:00we often talk about
20:02bilateral strategy with a country
20:04today or another,
20:06or even in the multilateral, but today,
20:08when we have a community as strong and as powerful
20:10as that of Morocco,
20:12reminding in this regard also that
20:14we have gone from a
20:16community with a majority of blue
20:18collars to a community with a majority
20:20of white collars. They are engineers,
20:22they are doctors, they are in all fields,
20:24they are in politics. So what does it mean?
20:26It means that if we manage to federate
20:28all this world, to create the conditions
20:30to keep the link with the
20:32country of origin, because, as you know,
20:34we are already the fourth generation,
20:36soon the fifth, etc. So
20:38this link must not be distanced.
20:40And for it not to be distanced,
20:42the two institutions that will
20:44set up must create the conditions
20:46for a continuity of the link and
20:48permanently make this community
20:50want to contribute
20:52through economic projects that are their own,
20:54or come with international companies
20:56to settle in Morocco,
20:58to settle and work
21:00and bring value creation.
21:02Because today this community,
21:04its strength, what is it?
21:06It is simply to have been in a different environment
21:08that can contribute to
21:10accelerate things in the rhythm of work,
21:12in creativity. We see it well
21:14today in the world of start-ups.
21:16Today there are many young Moroccans
21:18who are exceptional, who create start-ups
21:20around the world, which can be used
21:22in terms of products here. And
21:24beyond Morocco, and I think
21:26His Majesty also had this
21:28in mind, is that
21:30the African continent today
21:32is the continent of tomorrow. So what does it mean?
21:34With a demographic dividend such as
21:36ours on the continent, and even in Morocco,
21:38it means that there is a youth today
21:40who is full of energy, who is
21:42full of ideas, and who will make tomorrow
21:44that the continent will be different. And so
21:46the acceleration of growth will be
21:48by this new generation, which will
21:50be full of ideas, on one condition, once again,
21:52that we release the energies,
21:54that we create the conditions of inclusiveness,
21:56and above all, that we go towards
21:58a certain efficiency, that is to say,
22:00less processing, more digital,
22:02and above all, more heart and more
22:04confidence.
22:06In your opinion, what makes the difference
22:08today, about this
22:10very important motivation of the
22:12Moroccan community living abroad,
22:14to invest or to return to
22:16homeland lands? Do you think
22:18that today this attraction or
22:20this entry is more important than 20 years ago
22:22or now?
22:24So, I will be very direct with you,
22:26and because it is a subject that we often
22:28bring up within the community and the diaspora,
22:30the first element of
22:32attraction, it was,
22:34let's say, the declaration of love,
22:36if I can explain it like that, that His Majesty
22:38declared as soon as he ascended the throne.
22:40It was very clear. The proof today,
22:42look at the number of billions
22:44of transfers today coming to Morocco,
22:46how they exploded. So there is
22:48first this fundamental link
22:50that these Moroccans have
22:52with their king today,
22:54and that's what makes us want,
22:56once again, not to be disappointed
22:58and to contribute to a country that
23:00has transformed in 25 years.
23:02Do you think the Moroccans today see it?
23:04They are proud to say,
23:06ah, did you see how the country has evolved?
23:08Did you see the new economic sectors?
23:10Did you see the highways? We have the TGV,
23:12we have the solar. So what does it mean?
23:14It means that they say, I want to be part
23:16of this journey of transformation
23:18that began in 1999.
23:20Of course,
23:22the terror was quite propitious before,
23:24but what was important
23:26was this link. It means that
23:28we recognize you as you are,
23:30where you are. His Majesty never
23:32asked this diaspora to choose.
23:34He asked them to be
23:36what they are, where they are,
23:38and to be respectful. And from there,
23:40trust has been established for a long time.
23:42Now there is a phenomenon
23:44today of questioning
23:46on the part of this diaspora
23:48to perhaps accelerate more
23:50its contribution, its installation
23:52in Morocco, etc. And that's happy
23:54because it means that today,
23:56when you look at the prospects we have
23:58with 2030, with the events,
24:00we can see that Morocco will once again
24:02be on the construction site. And that means
24:04that there are opportunities. Morocco has
24:06also become a land of opportunity.
24:08We just saw it recently with
24:10the French boss who came
24:12as part of Mr. Macron's visit,
24:14when it was signed. So it means that
24:16we are a country of opportunity.
24:18We are a country that counts today
24:20in the concert of nations.
24:22And territorial recognition
24:24of our territorial unity
24:26is just such an obvious element
24:28today that Morocco
24:30today corresponds
24:32more to the vision of the diaspora
24:34who wants to contribute
24:36in one way or another to this
24:38new Morocco that is being born.
24:40Well, thank you Jamal Belharrach
24:42for all your answers.
24:44I remind you that you are president of the
24:46House of the Moroccan Diaspora.
24:48Thank you very much.
