00:23Her Royal Highness, the Princess, the President of the National Observatory of the Rights
00:29of the Child, presided yesterday in Rabat the celebration of the 25th anniversary of
00:34the Parliament of the Child.
00:36Back on the highlights of this ceremony in a moment.
00:39Joe Biden's special envoy pleads for a definitive resolution between Israel and the Hezbollah
00:48in Beirut.
00:49Words held by Ramos Rolstein, while Benyamin Netanyahu announced that he would lead military
00:54operations against the Hezbollah, even in the event of a ceasefire.
00:57In Senegal, the anticipated legislature of November 17 confirms the people's confidence
01:04in the new government.
01:06What lessons to learn from this scrutiny?
01:08Report to follow at the end of the day.
01:14Her Royal Highness, the Princess, the President of the National Observatory of the Rights
01:20of the Child, presided yesterday in Rabat the celebration of the 25th anniversary of
01:26the Parliament of the Child.
01:27Mariam Amjoun, on behalf of the Parliamentary children, made a speech in which she expressed
01:33her deep thanks to His Majesty the King Mohammed VI for his constant commitment to making
01:37the Kingdom a model to follow in the field of child protection.
01:40Mariam Amjoun also thanked His Royal Highness, the Princess, Mariam, for her tireless efforts
01:45in order to lead the Parliament of the Child to the real tribune, allowing these young people
01:50to express their opinion.
01:51On this occasion, Her Royal Highness presided over the signing ceremony of three bilateral
01:56conventions.
02:21In addition, Her Royal Highness, the President of the National Observatory of the Rights
02:42of the Child, presided over the signing ceremony of three bilateral conventions on the support
02:43of the Child.
02:44The monthly session of oral questions on the government's general policy was oriented
02:56on the national policy of industrialization.
02:59The opportunity for the head of government to recall a series of successful strategies
03:03that have strengthened the place of Morocco as an industrial destination, competitive
03:07par excellence.
03:08The explanations with Al Benani.
03:11In the Chamber of Councilors, the head of government has put forward the national policy
03:16of industrialization.
03:17In this sense, he has cited several key royal initiatives.
03:22His Majesty the King Mohammed VI has initiated since his ascent to the throne a series of
03:30successful strategies that have strengthened the place of Morocco as an industrial destination,
03:35competitive par excellence, allowing to reposition the Kingdom on the world stage.
03:41Among these key initiatives, we can cite the Emergency Plan, launched in 2005, the National
03:47Pact for Industrial Emergency, launched in 2009, the Industrial Acceleration Plan 2014-2020,
03:53as well as the 2022 Investment Charter.
03:57His Majesty the King also recalled that the Kingdom has mobilized more than 13,600 hectares
04:04of industrial land and created 150 industrial zones.
04:09The Kingdom continues to focus on the industrial sector through a renewed and sustainable policy,
04:18taking into account the accelerated mutations of the global economy and aiming to achieve
04:23national sovereignty in terms of industrialization.
04:26In this context, I would like to recall the royal message addressed to the participants
04:30at the first edition of the National Industry Day in March 2023, in which the sovereign
04:36of Morocco insisted on the need for Morocco to fully prepare itself to inaugurate a new
04:41green industrial era and by the notion of sovereignty.
04:45In this message, His Majesty the King stressed that the Kingdom needs to succeed in this challenge
04:50of an industry that integrates new activities and new know-how and offers more job opportunities.
05:06In his speech, the head of the government also indicated that 654 projects have already
05:11been signed, mobilizing investments of 78 billion dirhams and generating more than
05:1689,000 direct jobs.
05:24We have also treated 2012 industrial projects in various sectors, with a total investment
05:29exceeding 800 billion dirhams.
05:33These projects will create more than 275,000 direct jobs.
05:43In his speech, the head of the government also stated that the successful experience
05:47of the Kingdom in the field of car manufacturing and aircraft parts has constituted a real
05:52momentum to enter the field of train manufacturing.
05:56At the level of the car sector, thanks to government efforts, our country has become
06:00an important industrial center.
06:03Regarding the African automotive industry, our country ranks first on the continent,
06:07with an annual production capacity of about 700,000 vehicles.
06:11Our country has been able to export cars to more than 70 destinations around the world,
06:16with a local integration rate equivalent to 69%, thanks to a strong industrial fabric
06:23made up of more than 250 car parts suppliers.
06:27The government is committed to raising the local integration rate to 80%.
06:42Finally, Aziz Akhnouch did not fail to underline that since the beginning of his government's
06:47mandate and until the end of July, the industrial sector has allowed the creation of more than
06:53125,000 jobs.
06:55In Rabat, the first edition of the EFSEC Morocco forum took place.
06:59The meeting made it possible to highlight the role of the Kingdom as a pole of regional
07:03excellence in terms of strategic reflection and defense.
07:06I propose more details in this report by Faisal Abroosh and the story of Younes Benzineuf.
07:15In an international context marked by profound changes and security challenges,
07:21the EFSEC Morocco forum is the ideal place to exchange and promote a deep reflection
07:27on the contemporary issues of geopolitics, defense and security.
07:32For its first edition, the forum organized by the Global Governance and Sovereignty Foundation
07:37brought together a plenum of decision-makers and international experts.
07:42Today is very important and illustrates the very important and strategic place of the
07:46Kingdom of Morocco, under the enlightened vision of His Majesty the King Mohammed VI.
07:51The Kingdom of Morocco is now positioned as a pivot of stability and strategy for many
07:55of its allies.
07:56We are in a world in the midst of a mutation, a change of new blocks.
08:01It was important today, through the organization of this event organized by the TICTAC GGSF,
08:06to bring together experts of the foreground.
08:09In the program of this first edition, three thematic roundtables.
08:12The first is devoted to the development of a sovereign defense industry.
08:17The Atlantic dimension of Moroccan strategy is the theme of the second roundtable,
08:21which highlights the positioning of Morocco as an interface between Europe,
08:25Africa and the Atlantic façade.
08:27The third session is dedicated to the role of research centers and media
08:31in the analysis of strategic and defense issues.
08:35The defense industry in Morocco, which is a project that was launched by His Majesty
08:40the King in 2020 with the promulgation of law 10-20, which laid the foundations
08:46of the future military defense industry.
08:49And we thought it would be useful to bring together experts from different
08:54backgrounds, military, experts in the field of defense.
08:59We are here to salute this enlightened leadership, this vision that was well
09:06reflected in the first panel that we saw, a necessary political vision
09:10in the very long term, which gives us the strategic compass in which
09:14we can move forward in our different disciplines.
09:18During this meeting, the action was put on the speech pronounced by His Majesty
09:22the King Mohammed VI before the 28th Summit of the African Union,
09:26on January 31, 2017, in Addis Ababa, which, according to the speakers,
09:32is a historical reminder of the place and the ambition of the Kingdom of Morocco
09:36within the African community.
09:41A solution to put an end to the war between Israel and Hezbollah in Lebanon
09:44is within reach.
09:45Tomorrow, on Tuesday, the special emissary of the American president,
09:48visiting Beirut on Tuesday, Amos Ronstein, stated a real opportunity
09:52to put an end to this conflict.
09:54The American ambassador to Beirut, Lisa Johnson, presented last Thursday
09:59a 13-point plan, planning a 60-day truce
10:03and the deployment of the Israeli army in the south of Lebanon.
10:06The Israeli Prime Minister, however, warned on Monday night
10:09that Israel would lead military operations against Hezbollah,
10:12even if he agreed to cease fire.
10:19Hezbollah announces that its leader, Naim Kassem,
10:22is expected to give a speech today,
10:24while an American emissary is in Beirut
10:27to negotiate a 13-point American proposal.
10:29In a statement, the pro-Iranian movement
10:31announced that its leader was going to give a speech today,
10:34without further details.
10:35Naim Kassem, who succeeded Hassan Nasrallah,
10:37killed in an Israeli strike on September 27 last year,
10:40was already due to give a speech on Tuesday,
10:42but Hezbollah had postponed its speech.
10:50The UN Security Council must speak today
10:52on a resolution project,
10:55an immediate, unconditional and permanent ceasefire in Gaza.
10:58At the moment, a new attempt is being initiated
11:00to put pressure on parties to the conflict
11:02that may be blocked by the United States.
11:04The latest version of the text project
11:06prepared by the 10 elected members of the Council
11:08requires an immediate ceasefire
11:10that must be respected by all parties
11:12and the immediate and unconditional liberation
11:14of all hostages.
11:15A formulation that has previously provoked
11:17the anger of Israel
11:19and fears a new American veto.
11:25Vladimir Zelensky warned on Tuesday
11:27about the risk of a defeat in Moscow
11:29in the event of the end of American aid.
11:31Moscow promised an appropriate response
11:33after the attack carried out by Ukraine
11:35on its own during the night from Monday to Tuesday
11:37and announced that the possibilities of use
11:39of nuclear weapons were thus widened.
11:41A rhetoric denounced by the West,
11:43which had its European allies,
11:45is worried about the consequences
11:47of Donald Trump's return to power
11:49on January 20.
11:51The Republican president is very skeptical
11:53about the billions of dollars
11:55that the Biden administration has awarded
11:57to Ukraine since February 2022.
12:01In Senegal, the legislative
12:03anticipated on November 17
12:05was the opportunity for voters
12:07to confirm the Senegalese exception
12:09in West Africa.
12:11So what to get out of this scrutiny?
12:13Elements of response with our correspondents
12:15in Dakar, Ouseinouniang and Moussandière.
12:17The past has confirmed
12:19its dynamic of victory
12:21in favor of the anticipated
12:23legislative elections.
12:25An election for which
12:27the organization's challenge
12:29has been raised.
12:31I think the Senegalese also
12:33wanted to confirm
12:35what they had already
12:37opted for on March 24.
12:39That is to say,
12:41they elected on March 24
12:43in the first round
12:45a president of the Republic
12:47with 54%.
12:49It's not about that,
12:51it's about the organization of scrutiny.
12:53Despite the fact that it was
12:55anticipated elections,
12:57we have seen that the electoral
12:59administration is irreproachable
13:01from the point of view
13:03of the material organization.
13:05Whether Senegalese to preserve
13:07stability and peace
13:09was also well appreciated
13:11by the Senegalese civil society.
13:13The calm and tranquility
13:15that we experienced
13:17during the campaign
13:19was very moving at first.
13:21Fortunately, it calmed down
13:23at the end.
13:25The Senegalese people are very mature
13:27and have enough maturity
13:29to manage in a peaceful way
13:31what happened in Senegal.
13:33With a comfortable majority,
13:35the ruling party can now
13:37lead its development project
13:39for Senegal.
13:41The strongest expectation
13:43of the Senegalese is
13:45to take into account
13:47their needs
13:49in higher education,
13:51national education, health,
13:53and the well-being
13:55of the Senegalese people.
13:57By nominating the ruling party,
13:59the Senegalese people chose
14:01the will of systemic change
14:03for this new national assembly.
14:05It is now up to the deputies
14:07of this 15th legislature
14:09to satisfy the expectations of the population.
14:11And now it's time
14:13for the guest of the Grand Journal.
14:15Today, we come back to the very first
14:17EFSEC Morocco forum.
14:19We meet the ambition
14:21and to reflect on the contemporary issues
14:23of strategic reflection and defense.
14:25This first edition has brought together
14:27decision-makers and national and international experts.
14:29And to talk about it,
14:31we meet Chakraoui Loudani,
14:33an expert in international relations and geostrategy.
14:39Hello.
14:41Thank you very much for the invitation.
14:43Thank you for answering our questions.
14:45So, in an international context,
14:47we know very well that it is marked
14:49by major security challenges,
14:51this first edition was organized in Rabat.
14:53Why is this forum so important?
14:57Yes, as you well pointed out,
14:59we are in a world where there is
15:01a strategic uncertainty.
15:03And as Thierry de Montbriel said
15:05at the Normandy forum,
15:07war and peace is a dialectic
15:09that has always existed.
15:11It is human nature.
15:13And we cannot do anything about it.
15:15And this will continue
15:17in space and in time.
15:19And besides, the war in Ukraine,
15:21the tensions around the world,
15:23we are in a world,
15:25there is a kind of tension.
15:27It is a world of tension,
15:29where there are conflicts everywhere.
15:31And in fact, today,
15:33this vision of His Majesty,
15:35to put in place a global strategy
15:37and also to create a strategic autonomy
15:39and also to adapt our economy
15:41to other horizons,
15:43capable of having a projection
15:45of this economy
15:47so that it rises as a global power
15:49on the continental and regional scale.
15:51And in fact, today,
15:53we are in a world
15:55that requires a certain vision
15:57and a certain development of a clear vision
15:59with strategic objectives.
16:01Moreover, Morocco is in the implementation
16:03of a global strategy.
16:05And in fact, today,
16:07we are in the implementation
16:09of an industrial acceleration plan
16:11that has been refined
16:13by a clear vision of His Majesty
16:15through the identification
16:17of certain key segments
16:19of the defense industry
16:21and investing in certain components
16:23that are essential
16:25for national security.
16:27And in fact, today,
16:29this roadmap that has been established
16:31through a very attractive
16:33result, through the implementation
16:35of several international partnerships,
16:37today we are talking about Embraer in Brazil,
16:39we are talking about Tata Defense
16:41in India, we are talking about several strategic partnerships
16:43with several European countries
16:45and in fact, several international consortiums
16:47that are specialized
16:49in defense and security,
16:51therefore, they have this objective
16:53of establishing alliances
16:55to create a certain
16:57strategic partnership
16:59with the Kingdom of Morocco.
17:01And in fact, today,
17:03Morocco has put in place
17:05a very attractive framework
17:07regarding the exoneration
17:09in the field of taxation
17:11so that we can invest
17:13in research and development.
17:15And in fact,
17:17Morocco is in the ambition
17:19of harmonizing
17:21with national needs
17:23and ensuring
17:25that this national strategy
17:27manages to meet
17:29the demands of the national armed forces.
17:31And in fact, today, Morocco
17:33is in this global strategy
17:35to put in place
17:37certain components and also
17:39a clear vision to create
17:41first a strategic autonomy
17:43and also create
17:45mechanisms and approaches
17:47to have a certain
17:49national industrial sovereignty
17:51in the field of the defense industry.
17:53So,
17:55according to many experts
17:57in defense and security,
17:59Morocco has become a real
18:01security provider in the region.
18:03What allowed the Kingdom to reach
18:05this position according to you today?
18:07Listen, today,
18:09Morocco is a pioneering country
18:11on the African continent scale.
18:13Morocco is a center of gravity
18:15of several equations
18:17of geostrategic demotion
18:19on the Mediterranean scale.
18:21So, it is a country that has
18:23a very positive impact
18:25and will have an added value
18:27in the securitization
18:29of this geopolitical space
18:31which is very important
18:33for maritime security
18:35on an international scale.
18:37Morocco is an African country,
18:39an Atlantic country,
18:41with two visions of His Majesty
18:43King Mohammed VI to register
18:45the Afro-Atlantic countries
18:47in the Atlantic geostrategy
18:49and also the registration
18:51of the countries of
18:53this geostrategic Moroccan
18:55conception, especially with
18:57the fact that Morocco
18:59today has several
19:01geostrategic assets
19:03and therefore cannot
19:05be insensitive
19:07to certain developments
19:09that the whole world knows.
19:11As I have just said,
19:13we are in a world where there is
19:15a strategic uncertainty
19:17where there is a detention
19:19everywhere on the African continent scale
19:21and also we must not forget
19:23the terrorist threat.
19:25So, we have a strategic depth
19:27and we know some geopolitical
19:29gaps and in fact Morocco
19:31is in a strategy to put in place
19:33what is called a more global
19:35vision concerning national security.
19:37Let's not forget also that Morocco
19:39today has strategic partnerships
19:41with the United States,
19:43with the European countries,
19:45with the African countries.
19:47So, recently we have seen
19:49on an international scale more than 100
19:51military maneuvers each year,
19:53notably Africa Lion, Handshake,
19:55Obingham,
19:57and also Flintlock,
19:59maneuvers that are very important
20:01in the implementation of
20:03interoperability, inter-army
20:05on a national scale.
20:07We are in a security multilateralism.
20:09Let's not forget also that Morocco
20:11through a vision
20:13of perception
20:15of its national defense,
20:17multiplies strategic alliances
20:19by signing agreements with companies,
20:21with foreign governments,
20:23for the transfer of technologies and co-production.
20:25So, we are in a global strategy
20:27that also
20:29meets the needs
20:31of a national strategic autonomy
20:33and also of an adaptation of our economy,
20:35of industrialization,
20:37of defense armament
20:39with the needs and
20:41with the requirements of the national armed forces.
20:43In fact, we are in a
20:45more global vision of increasing
20:47our potential, especially with
20:49the implementation of a vision that will
20:51focus on new technologies
20:53such as 4.0,
20:55prioritizing emerging areas such as
20:57artificial intelligence, drones,
20:59cybersecurity. So, these are areas
21:01that are very, very important on a
21:03global scale. And so,
21:05in fact, today we are in this
21:07global strategy of implementing
21:09several
21:11development compartments
21:13through a very, very
21:15clear roadmap
21:17to ensure that this Moroccan strategy
21:19responds, as I just
21:21said, to adopt
21:23this global strategy integrating
21:25economic and technological aspects
21:27and also, we must not forget the diplomatic dimension.
21:31So, precisely, to come back a little
21:33on the
21:35diplomatic theme,
21:37among one of them,
21:39discussed during this forum, is also the development
21:41of a sovereign defense industry.
21:43What are the issues for the kingdom in
21:45this regard?
21:47Well, listen, today
21:49Morocco is a country
21:51that, as I just said, is a country that is
21:53pioneering in South-South relations.
21:55So, implementing this strategy
21:57of the military
21:59defense industry
22:01was aimed
22:03to create mechanisms
22:05also to restore
22:07and also to deepen
22:09the parameters of strength
22:11of the Moroccan strategy,
22:13to weigh more in South-South relations.
22:15And, moreover, we are in a vision
22:17to implement, as I just
22:19highlighted to you,
22:21the registration of Afro-Atlantic countries
22:23in the geostrategy of the Atlantic,
22:25to register in a new Moroccan geopolitical doctrine,
22:27which is the South Atlantic.
22:29And so, in fact, Morocco
22:31is implementing several
22:33strategic partnerships with
22:35a diversification of its relations
22:37and of its strategic alliances with
22:39the countries of South America, like Brazil,
22:41like India, like the United States,
22:43like the European countries, like France.
22:45We recently attended the
22:47visit of President Macron
22:49and the signing of several contracts
22:51very strategic,
22:53moreover, at the level
22:55of aerospace,
22:57of aeronautics, and also
22:59of strategic dimensions concerning
23:01the energy transition
23:03and also the sustainable production
23:05through the respect
23:07of a decarbonized production.
23:09And, in fact, today,
23:11Morocco, through its strategic alliances,
23:13is increasing
23:15its parameters of strength
23:17of industrial sovereignty
23:19and also to create platforms
23:21and local skills through
23:23the training of the workforce,
23:25to create partnerships between
23:27the public and private sectors,
23:29and to offer specialised training
23:31in the defense industry. Moreover,
23:33recently, Morocco has allocated
23:35about 165 million
23:37dirhams,
23:39about
23:411.5 billion,
23:43for the implementation of its strategy
23:45to create start-ups and
23:47to promote the transfer of know-how.
23:49Also, Morocco has put
23:51on collaboration with countries
23:53with advanced expertise
23:55to train engineers and
23:57local technicians, and also
23:59the implementation of industrial zones,
24:01industrial zones
24:03of the armament industry.
24:05There are two zones now. We are talking
24:07about the high-tech region of Tangier,
24:09which is a region that goes
24:11in the harmonization of national needs
24:13with international requirements,
24:15and also we are
24:17really in this
24:19roadmap
24:21which is well established, which also established
24:23the avenues to achieve
24:25global industrial autonomy
24:27in the long term.
24:29So, during this forum,
24:31there was also a question
24:33about the role of research centres
24:35and media
24:37in the analysis of strategic and
24:39defense issues. Can we go back to this point?
24:43Well, listen,
24:45Morocco, of course,
24:47in the roadmap that was supervised
24:49by His Majesty the King Mohammed VI,
24:51the first thing was
24:53to invest in research and development.
24:55It is the Senecan condition. Without science,
24:57we cannot have this projection
24:59of force to really create
25:01strategic autonomy or
25:03industrial sovereignty.
25:05To invest in research,
25:07we must create excellence centres, develop
25:09research centers in collaboration
25:11with Moroccan universities,
25:13scientific institutions, even at the international level.
25:15This was also the objective
25:17of several agreements
25:19that were signed under the supervision
25:21of His Majesty with President Macron.
25:23It is also very important to encourage innovation
25:25because we must offer tax incentives
25:27and subsidies to encourage
25:29innovation in local businesses.
25:31And also, we must put action on new technologies
25:33such as artificial intelligence
25:35or what is called
25:37the Internet of Things, IOT.
25:39So, these are technologies that are very important.
25:41And also, what is very important,
25:43the condition that is also important
25:45from my point of view, is to prioritize
25:47emerging areas such as
25:49artificial intelligence and cyber security
25:51and cyber defense. Today,
25:53we only have drones or hypersonic missiles,
25:55but we must know how to secure
25:57what is called the onboard system
25:59of these missiles. Today, with
26:01technology, with also
26:03the power of artificial intelligence,
26:05to be able to create
26:07a safe communication with
26:09all the components of an army
26:11really requires a global strategy
26:13on what is called cyber security
26:15and cyber defense. And this is
26:17the field of technology. I think today,
26:19Morocco, through several initiatives,
26:21through several global strategies,
26:23is really putting in place
26:25an unprecedented development of this technology
26:27and I think Morocco can
26:29establish itself in a short time
26:31as a continental power in this
26:33global strategy of what is called Industry 4.0.
26:35It is an industry
26:37that is very important in the implementation
26:39of a defense and security strategy.
26:41And that's why
26:43we must also encourage more
26:45international partnerships,
26:47because by having strategic alliances,
26:49by signing agreements with
26:51companies and foreign governments,
26:53with groups of international dimensions,
26:55with consortiums, for example,
26:57like the American consortiums,
26:59I think we have the possibility
27:01to delocalize or
27:03to create a co-localization
27:05and a co-production of several
27:07components or several
27:09key segments of one of the defense
27:11and also invest in drones
27:13and land equipment.
27:15And that, as I just said,
27:17is to create an industrial sovereignty
27:19that is indispensable today,
27:21in light of the metamorphoses,
27:23the mutations that the world knows,
27:25and also in light of the geopolitical
27:27and geostrategic context that the region
27:29and this region know, especially
27:31with the projection of Morocco as a Mediterranean country,
27:33which was called to play
27:35a very important role in the security
27:37of what is called maritime terrorism.
27:39Morocco needs to set
27:41strategic priorities by identifying
27:43the clear objectives
27:45and also this Mediterranean country
27:47is called to play a very important role
27:49by collaborating with
27:51its strategic allies.
27:53Thank you, Mr. Kraweludani,
27:55for all these details. And I remind you
27:57that you are an expert in international relations
27:59and geostrategy.
