00:00The Land Transportation Office has identified the owner and driver of the SUV that has a number 7 license plate as a Senator after illegally entering EDSA bus lane.

00:13Sir, just for a moment. Just for a moment, sir. You're blocking the road. Just for a moment.

00:24The SUV was caught by the enforcer of the Special Action and Intelligence Committee, or SAICT, of the Department of Transportation.

00:35It was not seen in the video if there was a Senator driving the SUV, but the face of one of the drivers was seen.

00:41The SUV backed away from the vehicle and drove further away.

00:45According to the LTO, the license plate is fake because it does not have the security feature that a real Senator has.

00:53And there is no such license plate issue in the alleged model of the SUV.

00:57The owner and driver of the SUV were immediately called for questioning.

01:01Senate President Cheese Escudero said that if the owner of the SUV is a Senator, he should be the one to face the driver.

01:11They just need to present themselves, pay a fine, and if there is a violation in the use of the protocol plate, they should surrender the protocol plate.

01:20Clearly, there is a violation of the law. The SUV should be held accountable.

01:30The Land Transportation Office clarified that they did not issue a number 7 protocol plate or license plate to the vehicle that illegally entered the EDSA bus lane last Sunday.

01:38According to them, there are only a few models of this vehicle in the country.

01:43We don't have a rental yet, but we're still looking. We might not be able to type or search.

01:51The luxury vehicle that illegally entered the EDSA bus lane was registered in the company owned by Senator Wyn Gatchalian.

01:59According to the Land Transportation Office, the vehicle that has a number 7 plate is registered in the Orient Pacific Corporation, but it's fake.

02:08In a copy of the information sheet of the company that was obtained by GMA Integrated News Research in the Securities and Exchange Commission,

02:15the company's president, Kenyus T. Gatchalian, who is a running congressman,

02:21faced the driver of the vehicle, Angelito Edpan, who was charged a fine of Php 9,000.

02:28He explained that he had a pain in his chest, so he entered the bus lane and was stopped by the enforcer.

02:35The company also asked for compensation, but their body did not explain why they used the plate for the Senator.

02:43They were issued a show-cause order by the LTO.

02:47The Department of Transportation plans to reduce the number of protocol plates issued to government officials

02:53following the entry of a luxury vehicle in the EDSA bus carousel that has a number 7 protocol plate for the Senator, even if it's fake.

03:02According to Transportation Secretary Jaime Bautista, there are two protocol plates issued by the LTO, or Land Transportation Office, to each Senator.

03:11In the investigation of the LTO, the SUV was registered in the Orient Pacific Corporation, which was led by Kenneth Tan Gatchalian,

03:22brother of Senator Wynne Gatchalian.

03:25The Senator responded that he will give the vehicle to his brother, while saying,

03:29let the issue be with the LTO.

03:32But in an interview, he said that he did not consider the company's traffic violation.

03:39Senator Wynne Gatchalian insisted that he never borrowed his protocol plate 7.

03:46He said that he has no connection with the Orient Pacific Corporation, the company led by his brother,

03:51and where the last SUV in the EDSA bus carousel was registered.
