00:00The people of Cagayan have experienced almost a flood
00:03that was hit by the Ophel Flood just a few days after the Marseille Flood.
00:08They also felt a strong wind like in Isabela.

00:18This is the first time that we are experiencing a flood here in Ilagan City, in Isabela.
00:24But there are several towns in the province
00:26that underwent a pre-emptive evacuation earlier.
00:29Some residents have been evacuating for four days already in the evacuation center.
00:33The province of Cagayan has experienced another heavy flood.
00:41It was a morning when the wind signal No. 5 was raised in the northeastern portion of mainland Cagayan
00:46along with the town of Santa Ana.
00:48Earlier in the afternoon, the Ophel Flood was felt there.
00:52The wind and rain were strong.
00:54It caused a lot of fear among the residents.
00:59The roof of this parking and multi-purpose center was almost blown away.
01:03The electricity in some areas was also cut off.
01:06More than 200 families, including the residents,
01:09were evacuated from Barangay San Vicente.
01:12The problem is that the windows are missing
01:14after the Marseille Flood destroyed some of them.
01:17Rescuers went home to force them to evacuate.
01:21Just two days ago, the Ophel Flood hit the town of Bagao.
01:26It was a life-and-death situation for those who were affected by the flood in the town of Bugue,
