00:00Tropical cyclone wind signal is still high in some places in Cagayan due to the Ophel storm.
00:05We will discuss the situation there with the Provincial Disaster Risk Reduction and Management Office head, Rueli Rapsing. Good morning.
00:14Good morning sir Arnold and to all of our viewers.
00:20We are back. How are you in Cagayan? Is the wind and rain strong?
00:26Even though the signal is high in our province, the sun is shining here and the sky is clear.
00:37Can we say that your province is already affected by the storm?
00:43Yes, but that's how it is. We want the storm to pass.
00:50How are our residents, our affected countrymen?
00:55Yes sir. As to evacuees, at the evacuation center, we have a camp management.
01:02Our camp managers are taking care of them.
01:09Did they return to their homes?
01:13There was a two-day window after March before Nika arrived.
01:19So our evacuees returned to their homes.
01:24When Ophel arrived, we also returned our evacuees.
01:31So there are still evacuees left at the evacuation center?
01:35We need to leave them sir. We need to make sure that the land of their community is stable so we can be sure that we will not be given foreland sites.
01:47How is the supply of electricity, communication and roads?
01:52As to power interruption, we have no electricity in Gunsaga and Santa Ana.
02:01In the northern portion, most of the coastal municipalities have no electricity.
02:07As to roads and bridges, we cannot pass Jose Bridge connecting Santa Ana to Gunsaga.
02:15It was given after a strong flash flood that happened yesterday.
02:19A lot of trees fell on our bridge.
02:27The other edge of the bridge collapsed and only the middle part remained.
02:36So right now, DPWH is clearing it.
02:40Since it's a national road, they might come up and place a temporary bailey bridge to temporarily connect Santa Ana again.
