00:00And of course, since it's Friday, let's ask for the latest on the help of farmers and fishermen
00:08who were affected by the typhoon.
00:10From my partner in the Department of Agriculture, Arnel De Mesa,
00:15how big is the fund that the Philippine Crop Insurance Corporation issued
00:22for the indemnity checks that were distributed to the farmers affected by the typhoon?
00:29That's right.
00:30So, out of the Php 667 million that the Philippine Crop Insurance Corporation first issued
00:37for those affected by the typhoon Christine and Leon,
00:40the PCIC has already distributed Php 51 million for the 4,300 farmers
00:48who are beneficiaries of the so-called insurance beneficiaries of PCIC
00:53from the regions of Calabarzon, Mimaropa, and Bicol regions.
00:58We expect that in the next few days, the distribution will be completed
01:03for the total of 86,000 farmers who can benefit from the indemnification of PCIC.
01:11And for our countrymen to understand,
01:14what is the importance of these indemnity checks?
01:18What does this mean?
01:20Why is crop insurance important to our farmers?
01:25The indemnity checks are paid as indemnification to the affected farmers
01:31so that our farmers know that we have a lot of calamities,
01:35they will not be afraid to plant because they know that even if they are damaged,
01:39they will receive insurance just like any other insurance
01:43that will be paid if there is a disaster in their crops
01:48so that they can recover and plant again and still have the next production.
01:53Do they need to pay anything because this is insurance?
01:56Do they need to issue a fund?
01:59For those farmers who are planting 3 hectares and below,
02:03they are not paid a premium for the more than 3 hectares.
02:08It depends on how big the land is, that's where they pay.
02:11But the premium that is paid is small for the requirement of insurance in PCIC.
02:17How much is it?
02:19I am not familiar with the actual value,
02:22but it is small compared to commercial insurance.
02:27It is cheaper.
02:29How important is this fund to our farmers and fishermen
02:36who are affected by this type of calamity?
02:40This is very important,
02:42in addition to the other assistance and intervention that our government provides,
02:48in particular, the Ministry of Agriculture,
02:50such as the preposition of BINHI,
02:53the so-called Survival and Recovery Loan.
02:56This is really an insurance,
02:58like they have an assurance that they will receive a fund
03:01if there is a calamity and their crops and livelihoods are damaged.
03:06All right.
03:07Let's move on to another good news
03:11about the expansion of the Rise for All program of the government.
03:17How is this initiative now?
03:19The good news now, Ninia,
03:21because the price of rice is continuously decreasing in the international market
03:25and also based on our agreement with the local retailers here in Metro Manila,
03:31the price of the Rise for All program is also decreasing.
03:35We started there at Php 45 per kilo,
03:39and then the last week or month, it became Php 43.
03:43From now on, the price of the Rise for All program is also decreasing to Php 42 per kilo,
03:50the regular and well-milled rice that is sold in our local stores.
03:56We also expect that our P29 will remain at Php 29
04:02for the vulnerable members of our community,
04:08the 4Ps, the disabled, and the single parents of our beneficiaries here in P29.
04:16Here in the upcoming storms,
04:19of course, the question is,
04:21is the Rise for All that we are giving our countrymen enough?
04:26That's right, Ninia.
04:28Our sector is heavily affected, especially our crops,
04:32because of the upcoming calamities and storms.
04:35We expect that our local production will decrease from the 3rd quarter
04:40until it extends up to the 4th quarter.
04:44The good news is that our level of importation is good,
04:48which will give a balance.
04:50The price of rice is lower, from Php 35 to Php 15,
04:53so our supply will be balanced,
04:56and we still expect that the price will remain at a good level.
05:02And now, we can see that the prices are at Php 42 and Php 45
05:06for regular and well-milled rice.
05:08Of course, our countrymen are worried about Christmas,
05:12so the DA is ensuring that our rice will remain at this price.
05:18Okay, in other talks,
05:20what is the reason for the temporary ban
05:24on the import of birds and poultry products from Austria and Japan?
05:30That's right, Ninia.
05:32Japan and Austria reported incidents of bird flu
05:41or what we call highly pathogenic avian influenza on October 7 and 12.
05:45And because of this, Secretary Kiko Chu Laurel Jr.
05:50issued a temporary ban on the import of wild and domestic birds
05:55from those countries,
05:57including meat, eggs, and cement,
06:00to protect our local poultry industry.
06:05And because HPAI or bird flu can be transmitted to humans,
06:09not only does it protect our animal health,
06:13but also our public health,
06:15because of this temporary ban.
06:18When we say bird flu or avian influenza,
06:22what do we mean by chickens?
06:24Chickens, feathered animals, including ducks, game fowls,
06:31and other feathered animals are prohibited,
06:35both domestic and wild birds.
06:38You mentioned this, including meat.
06:40Why meat?
06:42Yes, because the virus can also be transmitted to meat,
06:47as long as it does not pass through what we call heat treatment or heat process.
06:51It is possible for the virus to live even in meat,
06:54so it is included in the prohibition.
06:56And when it is reported to the World Organization for Animal Health,
07:00which has been arranged by the two countries,
07:02their outbreak will also be removed by our government,
07:08particularly the DA, this temporary ban.
07:11And we will wait for it.
07:13In Japan, wagyu came.
07:16Is that included?
07:17Wagyu is not included.
07:20Only for the feathered animals?
07:22Yes.
07:23So beef and pork are not included?
07:27It is not included yet.
07:29What we monitor in pork is African swine fever.
07:32Even if it is not contagious to humans,
07:34the risk is high because of the high mortality of ASF pneumonia.
07:39All right.
07:40Thank you very much for the updates you shared with us
07:43from the Department of Agriculture, ASEC-Arnel.
