00:00It is fundamental to give life to those values of freedom, participation and solidarity of which Italy is an example at the European and international level.
00:14We have a world of the third sector that is underway every day to enhance the beauty of our Italy and to stay close to all citizens, in particular even the most fragile.
00:26This is why, as an exponent of the Italian government and Deputy Minister of Labour and Social Policies, I am here to show gratitude, closeness and appreciation for everything that is done every day by a large number of volunteers and operators, of whom the prologue is one of the protagonists.
00:46First of all, we can help by acting on the laws, laws that have also been violated by past governments, but which have remained as they are, hanging without giving certainty.
00:55We are acting on the code of the third sector. In these two years we have done many things.
01:00First of all, we have exalted the shared administration, that is, the way of being together, institutions, private and social, to give answers to citizens, services, with an alternative model that is not only that of competition, but also that of social solidarity.
01:18For this reason, we have put a safeguard clause at the beginning of our legislation, with the provision within the code of the third sector, but also within the code of the appeals.
01:28We have financed initiatives. We have allocated the first 2.3 million euros to make sure that the shared administration becomes a real culture within public services in the relationship with third sector entities.
01:42We have paid for the Open Rooms, that is, the only national register of the third sector, which gives transparency and therefore encourages a feeling of trust among citizens.
01:52We have acted on the social bonus. This too is a provision that has remained there on paper, but which has never been acted on.
01:59What is it? Up to 65% of tax credit for those who donate, donate to restructure a property of Italian heritage, in which a service is then activated for citizens, in particular for the most fragile citizens, disabled people and women victims of violence.
02:19There are many examples. We have already allocated the first recognitions of the social bonus. These are some of the initiatives, including the allocation of 25 million euros for activities of national interest, with the public notice that was proposed this year and which is now being evaluated.
02:39These are some of the concrete activities carried out with the participation of everyone, with the humility of a State and of institutions that know that they do not face the great challenges of Italy alone. The State is not enough by itself, it is not enough by itself. The State has the duty to promote a full alliance between institutions, private and social, and private. This is what we believe in and this is what we will continue to do every day for the next three years.
