00:00How do you manage waiting lists?
00:04Certainly the management of waiting lists.
00:07Today, after Covid, we have found ourselves managing a mass of diagnostic and low and medium complexity investigations
00:20that have been sedimented during the coronavirus pandemic
00:23and which have seen the emergence of everyday life.
00:28For this year, the government has allocated 0.4% of the national health fund,
00:34that is to say, 520 million euros.
00:37We must help the regions to be able to spend these money in the right way
00:42in order to reduce them.
00:44With the waiting list decree, we have introduced a series of corrective measures
00:50that start with the defiscalization of additional indemnities
00:54and pass through a unique regional and national CUP
00:59that have some special features, such as the possibility of conducting diagnostic investigations
01:06on Saturday and Sunday, going against particular professional categories,
01:11such as truck drivers, who can only access them on Sunday.
01:18All this constitutes for the Meloni government and for Minister Schillaci
01:23an extraordinary moment of confrontation with the regions,
01:27but above all an extraordinary opportunity to reduce them
01:32and make health more accessible,
01:34with, evidently, also in the medium and long term,
01:38a savings for the national health fund.
01:42If we are able today to predict and avoid that some pathologies become conglomerate,
01:47evidently we treat Italians better and better,
01:50but we certainly have a lower impact on the national health fund.
01:54First of all, I would like to remind you that we are promulgating the waiting list decree.
01:58The decree provides for a unique management,
02:04it provides for a person assigned at the regional level
02:08to control the waiting list itself,
02:11and therefore also for criticality with a sanctioning power.
02:16We imagine that this is the real battle,
02:18the battle to bring to an end in order to reduce them,
02:22and I remind you that there is an economic endowment,
02:25which is half a billion, 520 million euros,
02:28which the government has put in balance in the last law of balance
02:32and therefore which are already available to the regions
02:36and which can be used for the reduction of it.
02:39I reminded you recently,
02:41together with a greater endowment of the national health fund,
02:44we need new organizational models.
02:47Organizational models that obviously serve to improve the performance
02:52of the national and public health system,
02:54and in this we are convinced that the issuance of the decree
02:58together with a timely action to support the work of the regions
03:03can lead to concrete results
03:05and therefore to the dismantling of the waiting list,
03:08which is one of the parties that we have inherited from the past
03:11and that with diligence we are trying to validate and solve.
