00:00In the course of the second national health and equity summit on equity and health in Italy,
00:11we wanted to offer a new definition of the concept of sustainability of the national health service.
00:20It is not only economic and financial sustainability, but it must be a sustainability, first of all, for the citizens,
00:26that is, of accessibility, equity, quality and safety.
00:32A national health service is sustainable if it has the accounts in order,
00:36but if at the same time it is able to guarantee temporary access,
00:41with quality and safety requirements and innovation throughout the country.
00:48To address this issue, we wanted to propose a comparison, which lasted a year,
00:57with a whole series of stakeholders that led us to the definition of seven levers
01:01for the sustainability of the national health service.
01:05Among these levers there are certainly some of great inspiration,
01:10but they would be really difficult to implement.
01:14First of all, we have in 2025 136.5 billion euros of financing for the national health service.
01:21Could we have done more? Probably yes, but there are still many resources.
01:25These resources, let's say, it is unsustainable to commit such important resources
01:31without having a clear strategy, a strategic plan, an industrial plan for the public health service.
01:40What is this plan? It is the national health plan that we have not had since 2006-2008.
01:47The last plan dates back to 2006-2008.
01:51It is not possible not to have objectives, strategies, actions and a clear timetable.
01:57The other big plan was the Health Pact. Even there we are still standing.
02:02We must know how and on which priorities to put these 136.5 billion euros,
02:09because today we do not have it.
02:11We also need to redistribute the resources from the regions in a more equitable way.
02:16We need to greatly increase the ability to monitor and control the health ministry
02:24on the operation of the regions from many points of view,
02:26on the levels of essential assistance, on the waiting lists,
02:30on access to technologies, pharmaceutical innovation, medical devices.
02:35In short, we really have a lot of things to take into account
02:38and we hope that, starting from this balance sheet that is being discussed,
02:44these levers can be used.
