00:00In the last hearing on Pogo by the Committee of the Senate,
00:04former Presidential Economic Advisor Michael Yang and a self-confessed Chinese spy,
00:10Alice Goh, the country's Agent of Influence, were brought forward.
00:14Witnessed by Ma'am Gonzales.
00:20Who is Alice Goh?
00:21That's the question of many when the Mayor of Bamban, Tarlac,
00:25heard about the Pogo Hub in their town.
00:27But during the investigation, the question arose,
00:31is Alice Goh a Chinese spy?
00:33I'm Filipino, I'm not a spy.
00:36According to the National Intelligence Coordinating Agency or NICA,
00:39they cannot confirm if Alice Goh is a spy or a goa ping,
00:43but she is an Agent of Influence.
00:46She uses her influence, her stature or her position to influence public opinion
00:53or decision-making to produce results beneficial to the country whose services they benefit from.
01:04So to that effect, Madam Chair, that is applicable to her.
01:08Goh was not able to attend the last hearing on Pogo by the Senate Committee on Women and Children.
01:14The Court in Pasig is also hearing the case of Qualified Human Trafficking against her.
01:19But the case of Xie Zhijiang was discussed again,
01:22the man who confessed in a documentary that he is a Chinese spy.
01:26Before, Xie said that Alice Goh is also a Chinese spy.
01:30Xie entered the Philippines in 2011.
01:32She was convicted in 2014 for the operation of an illegal casino.
01:36But it seems that Xie's record is not as if it's a lie.
01:39In 2017, Xie got a visa in the Philippines.
01:44It looks to me that someone powerful made these derogatory facts about Xie Zhijiang disappear.
01:51And just as a note, this is usually done for intelligence agents.
02:14Michael Yang is a key actor in Chinese intelligence operations here.
02:20Michael Yang was involved in the formalities and, if the reports are accurate, in the drug operations here.
02:28Michael Yang, the former president's economic advisor.
02:32We were already convicted, and we were even prosecuted.
02:37Yang's lawyer, on the other hand, refused to prove it.
02:41He said that it is not evidence and it is not fair to draw a conclusion
02:44because the two people are together in the picture.
02:47Nika published what they called APT or Advanced Persistent Threat Groups.
02:54These may be sponsored or backed up by governments of other countries or criminal groups.
03:01With the information that we have,
03:03we can confirm that indeed Chinese Advanced Persistent Threat Groups are operating or targeting the Philippines,
03:13whether government or private sector entities.
03:18We have monitored some of them, Madam Chair, and again, in an executive session.
03:22If required, we can share some information.
03:25The Philippine Statistics Authority or PSA said that their target for this year
03:30is to investigate the 50,000 alleged birth registrations in the country.
03:36As of October, we have already blocked 10720 birth certificates,
03:43civil registry documents of which we have 1,627 pertaining to birth certificates of foreign nationals.
03:52And 1,464 of these records have been endorsed to OSG for the filing of the petition for cancellation.
04:02They said that the cancellation of Alice Goh's birth certificate is one of the reasons why they blocked it.
04:06For GMA Integrated News, I am Mav Gonzalez, your witness.
04:13The Senate has already approved, in the third and final reading, the more than P6 trillion budget for the next year.
04:19Eighteen Senators voted in favor of the budget and one abstained.
04:24Not included in the version of the Senate is the budget of the Camera,
04:27which is P39 billion for support or assistance to the Kapos Ang Kita Program.
04:32But according to the version of the Camera, P1.2 billion is the amount requested by the Office of the Vice President.
04:40Senator Grace Poe, the Chair of the Senate Finance Committee, said that
04:44this will be discussed in the Bicameral Conference Committee.
04:49Baka puso!
04:50Before the witness, the three women in Quezon City were caught red-handed.
04:55They were being pushed from the bench when a closed van suddenly appeared.
05:00Witness, James Agustin.
05:03James?
05:06Pia, one was killed while two were taken to the hospital
05:09after they were hit by a closed van that lost its brakes this evening.
05:13Last night at 7 p.m., the three women were caught on CCTV
05:19while they were walking on a bench in Victoria Avenue in Barangay Damayang, Quezon City.
05:25A closed van was on its way while the road was being cleared.
05:28When the three women arrived in the canton of 13th Street,
05:31they were suddenly hit by a closed van.
05:34Two of the victims got down from the closed van.
05:37The authorities helped to get them out of the situation.
05:41Dead on the spot was a female senior citizen.
05:44Her two companions were rushed to the hospital.
05:47Their condition is still being observed.
05:50The victims' family members were very concerned
05:53before the accident was witnessed by their nieces and nephews.
05:56I didn't know that I was caught.
05:59I was just walking from there.
06:01When I got there, I was already home.
06:04They said that they were not able to avoid the truck
06:07that's why they were the ones who got hit.
06:09My aunt was the one who got hit.
06:12The 43-year-old driver of the closed van
06:15was turned over by the barangay officials in the QCPD.
06:18He refused to give his license.
06:20But according to the driver and the owner of the vehicle,
06:23they came from Baysat to deliver to the place where the accident happened.
06:26They just told me, suddenly.
06:28I said, hey, hey, hey.
06:30We don't have a driver.
06:32I said, what about your high break?
06:34He was already on it.
06:36He was already confused.
06:37I was already on my high break.
06:40But he was already on it.
06:43He also asked for forgiveness from the victims' family members.
06:46We are really sorry.
06:48We didn't mean to do that.
06:51We really have nothing to do.
06:55Even me,
06:57I'm also crying.
06:59Meanwhile, the driver of the closed van is in custody of the QCPD Traffic Sector 4
07:03while the investigation continues.
07:06Live from Quezon City, for GEMA Integrated News,
07:09I am James Agustin, your witness.
07:13Until now, the supporters of former President Rodrigo Duterte are still in Edsa Shrine.
07:18They are far from having a day of expression
07:21because nothing good is happening in the country.
07:23Witness, Raffi Tima.
07:27The supporters of former President Rodrigo Duterte are laying down their sleeping card
07:32at the back of Edsa Shrine
07:34while their program as supporters of the former leader of the country continues.
07:39Aside from the supporters,
07:41there are also many vloggers who are live-streaming
07:44of what is happening at the back of the shrine.
07:46In a statement, the leader of Edsa Shrine said,
07:48they will allow these people as long as they follow the rules
07:52and they will not bring placards and shout inside the church.
07:56The PNP said,
07:58there is no big discourse among the rallyists
08:00until they are not involved in the road traffic in the area.
08:03According to an acquaintance leader and one of the speakers of the gathering,
08:07they did not call for chaos
08:09but they are just expressing their solidarity.
08:12The aim here is to have a day of expression
08:14that the people will have to speak up and stand up
08:17because what is happening in our country is not okay.
08:20As the night deepens,
08:22the supply of water and food from the donors continues to arrive.
08:26For GMI Integrated News,
08:28Raffi Tima is your witness.
08:32In the middle of the high price of rice,
08:35it was noticed by the camera
08:37that the Executive Order of the PNP
08:40is being revoked.
08:41The Executive Order of the PNP
08:43is being revoked
08:45in favor of imported rice.
08:47The Department of Agriculture
08:49is studying the importation of vegetables.
08:51Witness, Maki Polido.
08:56The price of imported rice in the market
08:59is now at P55 per kilo.
09:01But some congressmen said,
09:03if it will be approved, it can still go down.
09:05Last July, in favor of the Executive Order of President Bongbong Marcos,
09:08rice importers lowered the price of rice by 15 percent
09:11from 35 percent.
09:13So in the hearing of the KINTA Committee,
09:15or five committees in the camera
09:17that came together to investigate the price of food,
09:19I was asked why they lowered the price of rice by only a few cents.
09:23Why Mr. Chair?
09:25According to the PSA,
09:27it was lowered by only 0.44 cents.
09:31It's like
09:33we're being played by hands that can't see.
09:37The NEDA expects the price to be lowered by P7 to P10
09:41according to the TARIPA Act.
09:43That's why it should be P41 to P44 per kilo of rice.
09:46According to the Bureau of Customs,
09:48depending on where the rice is imported,
09:50the landed price is only P38 to P40.
09:53It also shows that there is no shortage
09:55and the volume of imported rice is increasing day by day.
09:58That's why there is no reason for the price to go up.
10:01According to the Department of Agriculture,
10:03importers are not reducing the price of rice
10:06even if it will help in lowering the price.
10:09Don't you see that as hoarding?
10:11Holding back the P80,000?
10:14Just an example.
10:16With regards to hoarding, I cannot comment.
10:18But we are explaining to them about their utilization.
10:23In the first hearing of the KINTA Committee,
10:25it was not clear
10:27why the price of rice is still high.
10:30But one of the arguments
10:32is to repeal the Executive Order
10:34that made the price of imported rice go down.
10:37It should be reviewed and reversed
10:39because it seems useless
10:41to lower the tariff.
10:43Who benefits from the tariff reduction?
10:46Is it the importer or is it the consumer?
10:51Of course, it's the importers.
10:53According to the DA,
10:55the government needs almost P50 billion per year
10:57to lower the price of rice
10:58to P29 per kilo.
11:00Putting P29 for everybody's plate
11:04would require tremendous resources
11:07on the part of government.
11:09And the fiscal space is limited for us.
11:12And so, we have to prioritize
11:16who will receive that cheap rice.
11:19That's why we are focused on the vulnerable sector.
11:23This is the reason why
11:25only the poorest of the poor households
11:26and senior citizens are being sold
11:29P29 rice under the KADIWA program.
11:32But they are trying to reach more people.
11:35Earlier, the first KADIWA was opened
11:37by the President's Expo in Pasay
11:39where various products can be purchased
11:41with a price of P10 to P30.
11:45The Agriculture Department is studying
11:47the import of vegetables
11:49to lower the price and increase
11:51compared to the previous typhoons.
11:53I am not in favor of importation.
11:54I don't like farmers.
11:56But if we need to import, we will have to import.
11:58But if we don't need to, we won't import.
12:00For GMA Integrated News,
12:02I am Mackie Pulido, your witness.
12:04Two years ago,
12:06a man was killed in a separate shooting
12:08at Sultan Kudrat and Lanao del Norte.

12:43when he was shot by the suspects
12:45who also drove the motorcycle.
12:47The victim was taken to the hospital
12:49but he was declared dead on arrival.
12:51The hot pursuit operation
12:53against the suspects
12:55continued,
12:57even though the motive for the crime is unknown.
12:59The COMELEC officer
13:01in Nunungan, Lanao del Norte
13:03was dead on arrival
13:05when he was shot by the riding intendant suspect
13:07while he was driving his motorcycle
13:09in Curva Miagau,
13:11Salvador, Lanao del Norte.
13:13The victim was identified
13:15as Mark Orlan Valicer.
13:17The authority believed
13:19that he was connected
13:21to his work in COMELEC
13:23as the motive for the shooting of the victim.
13:25According to the victim's wife,
13:27the mister was accused
13:29of being a threat to his life
13:31because of the barangay elections
13:33in 2023.
13:35The police are now
13:37backtracking the CCTV cameras
13:39around the crime scene
