00:00As part of the exchange of soldiers in the Vice Presidential Security and Protection Group and other issues,
00:06we will talk to the Armed Forces of the Philippines Spokesperson, Colonel Franz Margaret Padilla.
00:11Good morning and welcome to Balitang Hali.
00:14Good morning and good morning to all the listeners of Balitang Hali.
00:19Where did Colonel Raymond Lachica and other soldiers who are security detail of Vice President Sara Duterte move to?
00:26Sir, currently, they are temporarily being replaced.
00:31So they are free to address the subpoenas that have been rendered by the Philippine National Police.
00:39So they are effectively floating status?
00:42Yes, sir.
00:44In the middle of this conversation, how is the morale of the AFP?
00:49As of now, sir, we can say that the morale of each member of the Armed Forces of the Philippines is still high.
00:55What we are saying here is that through the years, we have seen the experiences in the past.
01:03And with this, our soldiers have already evolved to be very professional and united in the Armed Forces of the Philippines.
01:13But when these riots started, what was your reaction to the guards or security detail of the Vice President?
01:24The members of the VPSPG are all under the Armed Forces of the Philippines.
01:32And so they are loyal to their mandate.
01:34They know what they should wear.
01:38We are not protecting them as individuals, but the officers that they hold.
01:44And our two highest positions in our government, regardless of their political differences,
01:52are mandated by the Armed Forces of the Philippines to protect them.
01:57It is a position that we safeguard.
02:00So what are their individual actions?
02:03For example, the transfer of the involvement of their principal to the DMMC.
02:09Has this been answered by the individual soldiers?
02:15Sir, what is our mandate and our mission, we do so accordingly.
02:20So the mission of the Presidential Security Command is to protect the President and other dignitaries and the Vice President.
02:27And every member of the PSC, that is our mandate.
02:31You said in the press conference a while ago that there should be no loyalty check.
02:35How confident are you in this?
02:37As of now, we are sure of the loyalties of our troops.
02:43Each member is loyal to the flag, loyal to the constitution, and we adhere to the chain of command.
02:49In other issues, have you monitored the swarming of Chinese vessels near Pag-asa Island?
02:56Sir, our Philippine Navy and our area command
03:02has the necessary capability to monitor the presence of these vessels in our waters.
03:11And with all of this, we trust that our ground commanders will be performing their mandates accordingly.
03:19Have you monitored the presence of other parties in the top two leaders of the country?
03:28That is what we want to say, sir.
03:31We should not be swayed by the noise that is happening all around us.
03:38And let us look at the bigger picture.
03:40Let us not lose focus of the bigger challenge that we are facing right now, which is our geopolitical tensions.
03:47What is the biggest threat that you can see so far?
03:52As of now, our shift from internal security operations to territorial defense.
03:59With that, we are looking at the influence of outside factors brought about by the geopolitical tensions.
04:07The internal and external influence, sir, and who would be benefiting from all of this that is happening.
04:15And we remain focused in our mandate.
04:23We will give you a chance to address the Philippine National Assembly
04:27regarding your call that the AFP should not be involved.
04:30This is your chance.
04:32Yes, sir.
04:33Your Armed Forces of the Philippines, we are the defenders of the state and protectors of the people.
04:39As stated in the latest OCTA survey,
04:448 out of 10 Filipinos trust the AFP over any other government agency.
04:50And we value this.
04:51And this trust, we will not destroy it.
04:54And we thank you for your trust.
04:57And I hope that all of us will unite and look at the bigger challenge,
05:03the geopolitical tensions that we are facing.
05:05And also our recovery from the recent typhoons that made it difficult for our fellow Filipinos.
05:14So this is what we will focus on.
05:16And I hope you isolate the Armed Forces of the Philippines from political issues.
05:22Okay. Thank you very much for your time this afternoon.
05:26Thank you, sir.
05:27CFP spokesperson, Colonel Franz Margaret Padilla.
