00:00Using a high-tech camera, 80 illegal ways of fishing were seen in the joint aerial patrol of the Philippines and Canada.

00:11This is one of the reasons why the fishing sector in the country lost more than 1 billion pesos.

00:18Raffee Kima has the story.

00:24This is the actual footage taken by the high-tech camera of the Dash 8 aerial surveillance aircraft

00:28of Fisheries and Oceans Canada during their patrol in the eastern coast of the country

00:32as part of Operation Bantay Lawod.

00:40The two-week joint aerial patrol between Canada and BIFAR of the Philippines

00:44is part of the Indo-Pacific Strategy of Canada to fight illegal fishing.

00:49More than 1.3 billion pesos were lost due to illegal fishing around the world,

00:54including in the Philippine seas.

00:56During the 70-hour operation, they witnessed 88 potential illegal activities.

01:02Serious violations such as fishing in closed areas, unregistered vessels,

01:07use of prohibited gear, and failure to be properly marked.

01:11Aside from this, they also saw a lot of fishing boats that were killed by their monitoring system

01:16or what are called dark vessels,

01:18an indication that they are doing something illegal

01:21along with the area surveillance of the BIFAR boats.

01:24Figuratively and literally, this is an eye-opener for BIFAR.

01:28You know, before, we were focused only on deploying surface assets

01:35and it can only cover much.

01:37With this air asset, we were able to cover vast expanse of maritime areas.

01:45Often, fishing boats enter closed fishing areas,

01:49like the Desayan Sea, which is supposed to be closed for commercial fishing.

01:53You have the optical video, you have radar,

01:56you have all the parameters of location, time, speed,

02:00all visual to a judge or prosecutor,

02:04so it's very effective evidence, it's very difficult to refute our findings.

02:10BIFAR has a plan to acquire an air asset that has these high-tech equipment

02:14to help in their surveillance of the country's oceans.

02:17Canada is open to help.

02:20We do sell this technology around the world,

02:22so we are very much amenable to having conversations,

02:25both G2G and other venues,

02:28to be able to look at opportunities to provide this technology.

02:33The evidence acquired by this airplane is now being processed

02:36for the potential filing of cases.

02:38to the fishing vessels that are violating the fisheries laws of the country.
