00:00It's the scheme designed to get children to school more safely by closing roads
00:05But some drivers say school streets in Medway are testing their patience
00:11Take a turn into the enforcement area at the wrong time and you'll be given a fine of up to 70 pounds
00:19Now every school street in Medway has different restricted hours. However during the school holidays
00:25Well, there is no enforcement in place. So in theory if I was to drive down this road during the restricted hours
00:31I shouldn't receive a fine
00:34It's emerged that's not quite the case
00:38Gary drove down Glencoe Road when the children were off for the half term. A few days later
00:43He received this fine. He resumed it was a mistake
00:48But council officers told him there was a teacher training day at Phoenix Junior Academy
00:53That means the enforcement came back in even though it was during the school holidays
00:59Really angry to be honest and frustrated as well because the council
01:04should really take into into account that so the information isn't there and
01:09Whole idea was to protect children and obviously no children there
01:12So there was no need for them to to issue the ticket
01:14How do you think most people living around here would actually know when it's a teacher training day?
01:19No, they were not going to know when the teacher training day, of course not unless you happen to be one of the children
01:25Parents and that was sent directly to them. But when you check the website, it's not on there
01:30The restrictions are currently around seven Medway schools
01:34But our plans to continue rolling out more in the next academic year
01:39Well for me personally, they need a refund of the money
01:42I've paid it up front because I didn't want to get the fine to be doubled or go to the county court
01:48Or make the signage better on the entrance to the roads
01:53You know
01:53so explain it is for schools or
01:55Make sure that the schools have got the information on the website for people to see
01:58The council says keeping schoolchildren safe is their priority and they say they won't be excluding the enforcement
02:06Anytime soon, but for Gary he hopes this will teach the authority a lesson in fairness
