00:00So the government here in Italy is introducing tough new rules when it comes to the use
00:04of electric scooters like this one. Under the new highway code, which has yet to take effect,
00:09users of electric scooters will have to wear a helmet and they'll also have to take out
00:14an insurance policy. Now, these changes are coming in after a significant increase
00:18in the numbers of accidents involving scooters on the streets of Italian cities.
00:23According to official government data, in 2023, there were 3,365 accidents involving scooters
00:31that led to injuries. That's up from just under 3,000 the year before. However, operators of
00:37rental scooters here in Italy are saying that the government has just gone too far with these
00:42changes. We spoke to Bird, which is one of the biggest operators of rental scooters in this
00:47country, and they told us that, in their opinion, the previous set of rules were already amongst
00:53the toughest in Europe and they're saying they don't see a need for helmets to be made compulsory.
