00:00Egon, the former presidential spokesman Harry Roque confirmed that he is no longer in the Philippines.

00:05Roque was arrested by the House Quad Committee, which is investigating his connection to the Lockheed South 99 Pogo Hub in Porac, Pampanga.

00:14The Bureau of Immigration believes that Roque is illegally out of the country.

00:18Here is the first news, Salima Refran.

00:21I am filing my counter-affidavit.

00:25And this counter-affidavit, I submitted it in front of the Philippine Embassy, Philippine Consulate in Abu Dhabi, United Arab Emirates.

00:34The former presidential spokesperson, Attorney Harry Roque himself said that he is no longer in the Philippines.

00:41The Philippine Embassy issued a counter-affidavit that was submitted by his lawyers to the Department of Justice.

00:47On November 29, Roque filed a counter-affidavit with Third Secretary and Vice Consul Kevin Mark Gomez inside the Philippine Embassy in Abu Dhabi.

00:58This is in accordance with the complaint of Qualified Human Trafficking.

01:01After he was arrested by the Lockheed South 99, an illegal Pogo Hub in Porac, Pampanga.

01:07But because the Philippines is outside the country and not in the Philippines, the Clarificatory Hearing and Panel of Prosecutors will still be held.

01:17Even if he submits a counter-affidavit through his lawyers, it doesn't mean that they will immediately accept that panel.

01:23Why does the prosecutor need to face him?

01:26It's because it's in our law and the prosecutor has to examine and make sure that the one who executed the counter-affidavit is really the person.

01:34Whoever signed it is the person who will face the execution, even via Zoom or online.

01:43They want to verify that I submitted the counter-affidavit.

01:45They will call the consul that notarized and they will also call Ambassador Ver who was personally present when I was executed.

01:53But there are no rules that I need to show because the rules specify that I should take an oath before a government personnel who has the power to give an oath.

02:04Roque is now being investigated on how he left the country despite the Immigration Lookout Bulletin Order or ILBO against him

02:12and the arrest order issued by the camera due to not attending his Quad Committee hearings.

02:18I'm no longer in Abu Dhabi.

02:26Roque refused to say the details of his departure from the country.

02:30But the Bureau of Immigration looks at Roque's illegal way of leaving the Philippines

02:35and may have presented his immigration certification to the country.

02:41From what we can see in this incident, he may have used another way, an illegal way to leave the country

02:50because there is no immigration record that he was prosecuted for.

02:54If he did not go through immigration, he may have done something in support to look like he went through immigration.

03:02If that's what happened and there's a falsification, he may be charged.

03:09It's high time that we verify the system of our airports or private hangars and all that.

03:21The Bureau of Immigration Legal Department is now studying the case against Roque.

03:27Meanwhile, the PNP-CIDG and PHDO issued a Precautionary Hold Departure Order against other respondents in the complaint.
