00:00President Ferdinand R. Marcos Jr. passed an important law that will help the use of food security in the country.
00:10Aside from that, he also hopes that it will improve the livelihood of our farmers.

00:22To increase the production of rice and lower the price of rice, President Ferdinand R. Marcos Jr. signed the bill that amends some provisions in the Rice Certification Law.
00:38Under Republic Act 12078, the RCEF or Rice Competitiveness Enhancement Fund's visa is extended until 2031, which is due to end in 2024.
00:51From the current 10 billion pesos, the RCEF increased to 30 billion pesos.
00:57It will be used to distribute free rice that can provide high yields.
01:03It will also provide financial assistance, irrigation, and other farm input.
01:08This law empowers our farmers to thrive and to help our country secure a stable food supply.
01:14By increasing investments in agriculture, providing more resources, and creating a more competitive rice industry, we are laying the groundwork for a stronger, more self-sufficient Philippines.
01:28One of the biggest parts of the RCEF's fund is in the distribution of machinery that is expected to respond to post-harvest loss sets or the destruction of rice.
01:40By preventing up to 375,000 tons of milled rice from being wasted annually, we can help feed an additional 3.4 million Filipinos each year for the next six years, improving food security, making rice more accessible to everyone.
01:58The Department of Agriculture is positive that the law will lower the price of rice.
02:04If we can produce more through the budgets that will increase and last longer, then we'll be more efficient and we'll be producing more per hectare.
02:15Under the leadership of our President, we've started selling at 40 pesos. So next year, our target is to break 40 pesos. Hopefully by the end of January, we'll have 39, 38.
02:31This will also stop the rise of supply shortages or the price of rice going up. The President of the Philippines and the Department of Agriculture are giving us the power to increase the limited volume of rice in these situations.
02:48The DA will now be empowered to take the necessary actions to stabilize the market. This will help ensure that the price of rice remains affordable and accessible to every Filipino.
03:01The Bureau of Plant Industry has been given the regulatory power to inspect rice warehouses and establish a national database to monitor the supply of rice to the country.
03:13According to the Department of Agriculture, the database will help determine the amount of rice needed.
03:23But they are calling for a 35% reduction in the current 15% tariff on imported rice so that more people can benefit from the new law.
03:36There should be a reduction in the tariff. A reduction in the tariff does not help in lowering the retail price.
03:44It's better if we support local farmers and we hope we can buy rice at a lower price because the subsidy is higher.
04:00So we think the retail price can be adjusted at a lower price.
