00:00At this point, let's get an update on the revised implementing rules and regulations of the DOJ.

00:07The other agencies are willing to give a chance to PDLs to return to the community and with their families.

00:17This is Louisa Erispe of PTV in Balitang Pambansa. Louisa.

00:23The Department of Justice, Bureau of Corrections, and Bureau of Jail Management and Penology have signed the implementing rules and regulations

00:33to give good conduct and time allowance even to PDLs who are involved in heinous crimes.

00:39Through this, thousands of PDLs will be released before the end of 2024.

00:46According to the Bucor, the first batch of 5,000 to 10,000 PDLs will be released in the New Believed Prison and in the BJMP, 600 to 1,000 PDLs.

00:58According to the two agencies, this will greatly help to ease the detention in the prisons.

01:05As proven by the Bucor, from the previous 320 percent congestion rate, it is possible to reduce it by 250 percent.

01:13For the BJMP, it will also reduce the 324 percent congestion rate in all city jails.

01:21Aside from this, the new IRR will also increase to give PDLs a chance to return to the community and with their families.

01:31The selection of PDLs who will be released under the GCTA, their priority is the elderly, terminally ill, or those with other serious conditions.

01:42The Bucor will ensure that there will be no high-profile inmates who will be released under the new rules of the GCTA.

01:51Aside from the GCTA, the Bucor will also release those who have already completed their sentences and those who have been granted parole.

01:58Under the administration of President Ferdinand R. Marquez Jr.,

02:02the total number of PDLs released under the GCTA is 17,000 to 18,000.
