00:00February is almost over and March is the month of women's month.
00:06This morning, we will talk about the women who are fighting in the battlefield of the Philippine Armed Forces.
00:13You're right, Audrey.
00:14And because of our guests, we will have a fight and a protest.
00:18Let's meet Lieutenant Colonel Leilani Casa and Lieutenant Colonel Dolly Dequiros Castillo.
00:24Welcome to Rise and Shine Philippines. Happy Women's Month.
00:27Good morning.
00:28Good morning to both of you.
00:31Actually, Advanced Happy Women's Month.
00:34Well, a bit of background for those who started earlier.
00:38What pushed you to choose to be a soldier?
00:42You're the women.
00:44Well, let's correct first the assumption.
00:48We're not regular.
00:50We are part of the reserve force of the AFP.
00:55So, it takes a while that some people may not know us in the regular force.
01:02But, where did we start?
01:05For example, in my situation, I was in the executive office of the government.
01:13And during that time, when I started in the government,
01:18one of the areas that I didn't master or expertise in was the military dimension.
01:25You know, if you're passionate about your job in the government,
01:31you have a lot of areas that you need to understand.
01:35And you have a handle on programs, projects, and activities.
01:42And in my job when I was younger, one of the things that I didn't know was the military dimension.
01:51But, even before then, the question of where I started,
01:58maybe what I can say is that it started with my passion and commitment to serve.
02:07To serve the country.
02:09So, even when I was in the civilian government,
02:14I saw the importance that all things that influence an effective governance should be seen.
02:28So, one of which is the military dimension.
02:31So, when I had the chance to understand what it is, how can I get in there.
02:38So, I studied in the National Defense College of the Philippines,
02:48where they give money to those who are interested in having a deeper understanding of the military dimension,
02:58or the military or security and defense sector.
03:02Okay.
03:03So, that's how I started.
03:05All right. You go ahead, ma'am.
03:06Yes, ma'am. Good morning, sir. Good morning, ma'am.
03:08I joined the active reserve force in the army because I really feel that I need to give my duty and responsibility
03:19to help national security and support my fellow countrymen.
03:25All right.
03:26Which is, the manifestations of all their stories,
03:30it's not about that you need to be a woman because you can't be a soldier.
03:34We're done doing the stereotyping and it's time that girls are one of the ones fighting for our country.
03:41Well, we want to know, of course, the challenges or struggles that you went through as a soldier.
03:48Well, sir, on my end, it's not that different.
03:55Okay.
03:57It's just the same if you're in a different field, right?
04:01Okay.
04:02In the government, for example, when you work on social development.
04:05Okay.
04:06It's the same with the military and defense.
04:09The only thing that we need to understand is that, of course,
04:14the military and defense have their own culture and structure that we need to understand.
04:24Okay.
04:25In terms of if there are challenges that are different,
04:28like you'll lose your will or you'll be discouraged,
04:33I didn't feel that when I joined the Armed Forces.
04:41You really have a passion.
04:42How about you, ma'am?
04:43For me, it's really challenging because being in the corporate world,
04:48actually, I'm the Senior Vice President of Air Materiel Wing Savings Loan Association.
04:53This is a non-stock savings loan that caters to the financial needs of the military and the police.
04:58So, from the corporate world, shifting to the military every weekend or every day if we're needed,
05:05time management is really what I focus on.
05:11Well, Colonel mentioned earlier that it's a military dimension, right?
05:15So that you can better understand this field.
05:17Yes.
05:18That's why you joined.
05:19Anyway, did you experience discrimination during your time?
05:24Considering this is a male-dominated institution.
05:26Yes.
05:27You know, discrimination becomes evident if you yourself have a problem, right?
05:36For example, me.
05:37If my sense of entitlement or my expectation of everything is that I should be known as a woman,
05:48that I'm a woman, that this is what I should do, that I have expectations,
05:53when I entered the area of defense and security, I didn't see any discrimination.
06:03Even among the police now,
06:07the Armed Forces of the Philippines continues to calibrate
06:16all these policies, mechanisms, and guidelines that they bring down
06:20so that we can avoid discrimination and elevate women.
06:35And as you can see, even in the PMA, they are tapping the hip of officers.
06:43Here in our AFP, at least about 800 or so women officials are working.
06:54There are about more than 4,000 enlisted women, uniformed women who are inside.
07:04I was part of the Women's Movement.
07:09When we were working on the Women in Development and Nation Building,
07:15it opened a lot of doors for women to be part of the security and defense sector
07:23because it opened up for admission,
07:26or in joining all women who are interested to join.
07:31And we saw that because of that, around 1992, 30 years ago,
07:38the women's participation in the uniformed service became strong.
07:46So you can see now that there are commanders, they are heading commands inside the AFP.
07:55It's a big thing to pay attention to gender equality and women empowerment.
08:01And thanks to you, ma'am, who is one of the pioneers of this.
08:05But on your side, ma'am, how is it?
08:08So far, sir, those are the days that there are biases like that.
08:13Actually, on my part in the Army Reserve Force,
08:16especially when it involves women, especially in training.
08:19So I didn't see or feel that women were discriminated against
08:24because we were actually prioritized, especially when we were in the field.
08:29We were given importance.
08:31Because they were the ones who should have joined.
08:33Yes, they should have joined.
08:35It's just your own opinion.
08:37We know that women are different and strong.
08:40Greetings to you and your strength.
08:42I hope that the level of women, especially in male-dominated institutions,
08:48will continue to rise.
08:50I hope they will be an inspiration
08:52to the women who joined the military reserve.
08:56Because if they can do it, you can do it too.
08:59Again, thank you very much for your visit to Rising Shine Philippines.
09:03Colonel.
09:04Happy Women's Day.
09:05Happy Women's Day.
09:06Happy Women's Month.
09:07You are all invited to our activities that will be held in March.
09:13I'm also part of SONTA International.
09:16And we have an event on March 21.
09:20And we will actually be inside the AFP.
09:24Because my female colleagues are another side of my life.
09:28I let them enter Camp Aguinaldo so that they can also be exposed.
09:32So my female colleagues will be with us inside Camp Aguinaldo on March 21
09:39for the celebration of the International Women's Day
09:42and of course the National Women's Month in the Philippines.
09:46Thank you so much.
09:47We look forward to the success of that event.
09:49Thank you very much.
