02:47national administrative deconcentration chart, namely the audit and operationalization of
02:54the attributions of territorial collectivities, notably regional councils, the reinforcement
03:00of participatory democracy at the regional and local level, in accordance with the provisions of the
03:06Moroccan constitution.
03:08It is also a challenge that has come to the application of the principle of correlation of
03:13responsibility to the rewriting of accounts, to the improvement of the attractiveness of territorial
03:19spaces to attract productive investments, to the capacity of the regions to design
03:25innovative financing mechanisms, to face certain crises and to adapt to the transformations
03:31of today and to the impacts of tomorrow.
03:34Thus, as regards the challenge of the effective application of the national administrative
03:39deconcentration chart, His Majesty the King underlined the delay recorded by most of the
03:44ministerial departments, noting that despite the importance of this project, its implementation
03:51remains full of gaps, notably in the field of priority skills related to investment.
03:57With regard to the challenge of the audit and operationalization of the attributions of
04:03territorial collectivities, notably regional councils, the Sovereign stated that this is
04:09one of the essential conditions to implement the work of advanced regionalization and
04:15to boost the dynamic of economic and social development of Morocco.
04:20With regard to the challenge of strengthening participatory democracy at the regional and
04:24local level, in accordance with the provisions of the constitution, His Majesty the King
04:29insisted on the importance of the involvement of citizens as well as associations of civil
04:35society in the process of elaboration, preparation, application, monitoring and evaluation of
04:42public policies taken with the elected councils to achieve the set objectives.
04:48With regard to the fourth challenge, linked to the principle of correlation of responsibility
04:52to the re-issuing of accounts in the domain of the management of territorial affairs,
04:56the Sovereign underlined that the regions and the other territorial collectivities have
05:01won the bet of development and operated a break with the conventional modes of management
05:08by adopting mechanisms of governance, democracy, legitimacy and efficiency.
05:14With regard to the challenge of improving the attractiveness of territorial spaces to
05:20attract productive investments, the Sovereign considers that the regions must now seize
05:26the favorable opportunities and highlight their own assets.
05:30With regard to the challenge linked to the ability of the regions to design new financing
05:36His Majesty the King has indicated that the experience and practice have shown that the
05:40traditional forms of financing, strategies and measures put in place no longer allow
05:46to meet the current challenges.
05:48The seventh and last challenge mentioned by the Sovereign is that of the ability of the
05:54regions to face certain crises and to adapt to the transformations of today and the impacts
06:00of tomorrow.

06:41of four framework conventions signed by members of the government and presidents of the 12
06:46regions of the Kingdom.
06:47The President of the Association of the Regions of Morocco insisted on the imperative of the
06:51moment to accelerate the operationalization of regionalization to succeed in meeting the
06:57challenges of territorial development.
07:06The first framework convention focuses on the acceleration of the operationalization
07:11of regionalization in order to put in place a common methodology to achieve this.
